There are some
good practices in use, but
these have not been communicated to the whole of
Finland. Guzenina-Richardson says. Child welfare regulations are
very fragmentary and thus
dif?cult to manage. There are nine such
municipalities in Eastern Finland alone.
The key problem is that
people can easily become
lost within the system. Teija says

chairperson of the workgroup, Chief Social Counsellor Aulikki Kananoja.
Most of the funds in child
welfare are used to ?x problems instead of trying to prevent them. Anttila told Yle news that the order collapsed unambiguously over the government?s decision on not to

police several gunshots
were discharged in the
Puistola district on New
Year?s Eve. Some 40-50
individuals were reported to have taken part in
the brawl, but one was reported injured.
The sequence of
events is still unclear, although police have held
three individuals in connection with the incident.
Police say the incident
arose following a confrontation between two
groups, however there
did not seem to be any
connection to organised
crime.
Meanwhile in other parts of Finland, New
Year?s Eve celebrations
were disrupted by several
incidents of violence. One
man was killed and another injured in a shooting in Joensuu, while a

Prisons in Mexico on verge of collapse

have lived in constant fear
of sexual assault, even before the case of a 23-year-old
woman who died after she
was gang raped on a bus in
New Delhi earlier this month
brought the issue to international attention.
The incident sparked
widespread protests across
New Delhi, with huge numbers of women and even
school children braving police batons, water cannons
and teargas shells in a wave
of public fury.
Anti-rape protests in other Indian metropolises were
more peaceful, but the turnouts spoke volumes.
Many protesters say they
are stalked by the fear of
sexual assault each time they
venture out of their homes,
while rights activists charge
that India is devoid of a proper system to deter offenders.
In a nation of 1.2 billion people, where of?cial
crime statistics say a woman is raped every 28 minutes,
women?s groups say law enforcement and prosecution
measures are abysmal.
?The country simply has
no infrastructure to protect
its women or punish their attackers with investigation and
speedy trials,. relatives held protests and set up roadblocks.
?We didn?t even know if they
were alive or not,. she said.
In the early hours of the
morning on 7 December,
the police transferred 137
prisoners from the Gómez
Palacio prison to federal
penitentiaries.
The next day, at the end of
the visiting hours, people living in nearby homes heard
loud bursts of gun?re and

BANKIA raised capital from individual Spaniards in
2011 because it couldn?t induce cynical and savvy institutional investors to participate. If
you have lost track, this is the rescue of Spanish banks.
Now we can see how a national bank bailout differs
from a pan-European bailout, and not in a good way.
BANKIA was created only two years ago out of a merg-
er of seven regional Spanish savings banks, which had
gotten in trouble when the real estate market collapsed. However, this comes with a very important caveat: each situation is different, and sometimes owners deserve restitution. After
the Euro was introduced, it
fell to a low of 3.6 per cent in
2005, very similar to the 3.4
per cent rates in Finland and
Germany.
In hindsight, it is clear
that Greece was paying such
low rates because of the privilege of being in the Eurozone. Spain asked for a European bailout for its
banks, including Bankia, and now we ?nally have some
details how this will happen.
THE BANK is receiving ?18 billion of Eurozone . More toxic assets
will go to a bad bank.
WHEN a bank collapses, there is always ?erce debate
on who pays the price: depositors, clients, creditors or
owners. In the years
prior to 1999, Greece had
an average long-term interest rate of 8.5 per cent. Finland has
lower unemployment with
the Euro; Germany has higher. This is especially true in the
case of Bankia.
GDP and inflation
For those wondering if remaining in the Eurozone and
paying the cost is worth it,
statistical ammunition can
be garnered by comparing
some countries which joined
the Euro (Greece, Germany
and Finland) and some that
didn?t (Norway, Sweden and

THE IDEA
HOW Finland responded to its 1990s banking crisis is
often touted as a model for today, but bank shareholders were treated quite differently back then. C O R D

FINLAND has committed billions of euros to bailout countries around the periphery of
Europe, ranging from Iceland
in the far north to Greece in
the south. Finland enjoyed a slightly higher GDP growth rate in the
thirteen years since the Euro
was introduced than the prior thirteen years. Norway and the UK had slower
growth, while Sweden?s economic growth has accelerated. About 30% of
employees will be sacked, and the remainder will be
asked to take pay cuts of 40-50%. Norway has lower unemployment after 1999; Sweden
has higher. The UK is being rewarded for maintaining control of
its own monetary policy, and
nations in the Eurozone are
being punished.
All of the nations studied
are members of the European Economic Area and bene?t from the freer movement
of labour, capital and trade.
Over the long term it is dif?cult to ?nd how a country has
gained bene?ts from the Euro that they would not have
gained as simply being part
of the EEA. The huge capital injection into all Finnish banks during 1992 was in
the form of preferred shares, not voting stock, and existing shareholders did not lose everything.

their interest rates have remained low, only averaging
3.1 per cent in 2011, slightly more than Finland?s. Germany,
however, had slower growth.
Greece had the same average
growth rate for both pre- and

If one looks at nations

With unemployment, it is

has not always been the case.

Euro is worth all the costs.
Was the Euro worth it?
It is difficult to find any long-term benefits
of membership in the Eurozone.
DAV I D J . Depositors are almost always protected. Although the money has of?cially been provided as loans, servicing that
debt is expensive and it is
almost universally believed
part of it will never be repaid.
The bulk of the money has
been, or will be, provided to
countries in the Eurozone:
Ireland, Portugal, Greece and
that when banks fail, the owners should
bear the majority of the losses. Many of these individuals were talked into investing because of an
aggressive marketing campaign by Bankia managers,
who were themselves urged to do this by Spanish authorities. Interest rates should
have been much higher.
Backlash
The result was inevitable:
in 2011 Greece?s long-term
bonds were yielding 15.7 per
cent, while Finland and Germany were rewarded for their
?scal discipline and were paying less than 3 per cent.
The United Kingdom was
also attempting to deal with
a surging budget de?cit and
ballooning national debt. There should also be
questions raised about the ethics of Finland demanding these duped shareholders be wiped out, when we
didn?t do this with our own bank owners.

In recent years, the debate
has surrounded the Mandatory Swedish incorporated
into Finland?s education system. The Confederation of
Finnish Industries released
a report in 2010 stating that

As sunlight becomes scarce during the long winter months, it is increasingly hard to keep up energy levels.

including the upper class,

language used in administration and in higher education.
The autonomous status
paved way for a nationalistic
spirit sweeping over Finland,
and the prominent Finland
Swede Johan Vilhelm Snellman believed that if Finland
was to become independent,
the language spoken by the
majority of the population,
Finnish, had to become the
national language.
This divided the largely Swedish-speaking upper
class between Fennomans

should be abolished as the
language has lost some of its
appeal in the eyes of employers while other languages
such as Russian and especially English have increased
in importance.
But there are also strong
advocates for keeping the
status quo, as the newly released Government?s National Languages Strategy
re?ects. It was based on the
so-called Ahtisaari Report,
produced by a steering group
of the Swedish Assembly
of Finland, led by Finland?s
former President Martti
Ahtisaari.
The Government?s new
strategy put together under the leadership of Prime
Minister Jyrki Katainen,
stressed the need for both national languages to be clearly
visible, heard and used in order to reinforce Finland as a
bilingual country.
The mandatory status of Swedish at Finnish schools has been a
source of debate in past few years.

symptoms of winter blues,
or seasonal affective disorder (SAD). However, one
way of dealing with the blues
is to be with other people as
much as possible. in Finland this
mostly affects people in the
dark winter months.
However, there are steps
that people suffering from
the cold and dark may take
to cope with the bone-chilling weather. Humans need
sunlight to function normally. The public have been

the dark season on our mood

Finnish Swine-Entrepreneurs Association, the
Finnish pig-farmer makes
very little pro?t. The mix-ups
continue, and this time, it
is Fazermint in the spotlight. According to the National Institute for Health
and Welfare, around
400,000-600,000 drink
too much alcohol, which
increases their risk of
developing mouth cancer. This is
because, although the demand for pork is at its highest in Finland, the price of
pork in the shops is very
low. Along
with Mia Halonen and Sina
Hentunen, she set up Mormor Cupcakes. It all started when
Sanna Kiiski asked a question that has been bothering
cupcake lovers all over Finland: Why are there no cupcake shops around?

said that it is the strawberry with lime meringue, as it
is different from the classic tastes of cupcakes in the
sense that it isn?t very sweet.

Zebra and Snake is a duo formed by childhood friends Tapio Viitasaari and Matti Ahopelto, having released their debut album Healing Music in spring 2012.
Drummer Alpo Nummelin joins the band on live gigs. After his
father?s death in 1879, Gallen-Kallela attended drawing classes at the Finnish Art
Society and studied privately
under Adolf von Becker.
The miseries of
school and adventures
The artist?s drawings from
his schooldays feature wild
adventures and ?nd parallels
in contemporary books such
as Struwwelpeter by Heinrich Hoffmann.
Gallen-Kallela?s childhood
in an upper class home in the
countryside is compared in

Winter reflections
HAD you asked me some years
ago about my future plans, living in Finland was de?nitely not one among them. Wanha Kauppahalli (?Old Market Hall?) at the Market Square and Hakaniemen Kauppahalli (?Hakaniemi Market Hall?)
are the most popular. Health centres around the country are open MonFri 8-16. Little more I knew
about Finland: not even its renowned education system was
known to me.
