against 15 members of Bad
Machine and a case linked to
the biker gang Cannonball
was referred to a prosecutor
for consideration of charges.
Despite the criminalisation of participation in the
activities of a criminal organisation already ten years ago,
no convictions have yet been
handed down . The indictment made mention of Janez
Jan?a, the Slovenian Prime
Minister.
The prosecutors argued
that RHG Riedl had been instructed to forward 7.1-8.4
million euros of its fee to one
of its proxies, whose task
was to promote the interests
of Patria by in?uencing Jan?a
and his advisers.
The court, however, ruled
that the consulting fees incurred as part of the dealings
were not excessive. prompting
the Ministry of Justice to contemplate whether the clauses on criminal organisations
should be revised.
In the ?rst such case
brought to the District Court
of Espoo last summer, roughly two dozen members of the
Helsinki chapter of Hell?s Angels were acquitted of charges. have outstanding payments, the motor vehicles seized as part of
the raids have been returned
to the ?nancing companies.
A couple of motorcycles, however, remain unaccounted for.
Altogether, the investigation incorporates a few dozen
motor vehicles, the majority
of which are motorcycles.
Representatives at ?ve
car dealerships are also suspected of wrongdoings.
Offences committed by members of outlaw gangs should not be
considered one by one, an inspector underlines.

in 2006-2007 have been dismissed by the District Court of

Christmas sales
Christmas sales fell from the previous year for
the first time since the 1990s depression.
Christmas was unprecedentedly bleak for the retail
sector as sales over the holiday period slipped in comparison to the previous year
for the ?rst time since the depression of the 1990s, reveals
Jaana Kurjenoja, an economist at the Finnish Commerce Federation.
In December, the revenue of the Finnish retail sector declined by 0.9 per cent in
comparison to the previous
year, according to Statistics
Finland.
In particular, the sales of
clothing and sports equipment slumped, says Kurjenoja. The average interest
rate of company loans also
increased slightly.
Banks have recently tightened procedures on granting
loans. The revenue
of the retailer Stockmann,
for example, nosedived by 6.1
per cent from the previous
year, according to preliminary data.

retreat.
In the modern era, the
two countries went to war
in 1894, and it took only nine
months for Japan to come out
on top, with Taiwan as the
prize. Chi-
na and North Korea stand
together as uneasy allies on
one side, along with the occasional participation of Russia, and Japan, South Korea,
and the United States form
an alliance on the other.
World War I rapidly escalated because alliance obligations drew the major powers
into a war that they might ordinarily have kept at arm?s
length. China, however, argues that the chain was part
of its domain during the preceding history. Japanese
Prime Minister Shinzo Abe recently compared the brewing
con?ict between his country
and China to the Anglo-German relationship of 1914. But
when you?re in the dominant
position, as Israel is, your attitudes are framed by the
fact that you?re in control.?
The poll was released just
as rumours swirled around
Kerry?s efforts, which are expected to produce a framework proposal that Kerry will
present to the Israeli and Palestinian leaderships in the
next few weeks. Zogby continued.
?Palestinians support outcomes more but support negotiations less because they
don?t trust the process. There are
no major border disputes. The United States
has an alliance obligation to
stand with Japan in the event
of a clash with China over the
Senkaku/Diaoyu islands.
There are many reasons
why 1914 is not an apt analogy for the situation in Northeast Asia today. For
the most part, the two tigers
have traded dominion over
the region. The trade relationship between Britain and Germany
didn?t prevent a catastrophic
war from breaking out.
Japan and China have a
long history of con?ict. That was the conclusion of a poll of Israelis and
Palestinians released last
Friday.
The poll, conducted by
Zogby Research Services,
showed that barely one-third
of Israelis (34 per cent) and
Palestinians (36 per cent)
still believe that a two-state
solution is feasible. Both of those
trends do not bode well for a
negotiated TS agreement.
?The framework agreement that is being discussed
is so vague that it cannot be
an agreement. And the
earlier experience of World
War I ensures that no national leader can pretend that the
next con?ict will be the ?war
to end all wars.?

and Gaza Strip around a twostate solution is beginning to
collapse,. Even
though events may not have
moved in a more positive direction, the narrative may
have been that it was more
hopeful. Taiwan also
asserts sovereignty over the
islands.
The islands themselves
are less important than the
sea around them. of
two separate typhoons. Palestinians may look back and see it
in a more positive light. ?On the Israeli side,
[this is re?ected by] the views
of young Israelis being much
more antipathetic to a negotiated settlement. In
both cases, the two countries maintained economic relations even as they built
up their respective militaries. Elgindy said in Wash-

whose views are generally similar across the generations, younger Israelis have
harder line positions than
older ones. This is one reason why so many like Elgindy
believe that the opportunity for a two-state solution is

the outbreak of World War I,
Europe is at peace. In the
13th century, Mongol China
attempted to invade Japan
on two occasions and was defeated both times by the kamikaze or ?divine winds. during their annual convention in Tokyo. The region,
unlike Europe of 100 years
ago, is not unbalanced by empires in decline. Zogby believes there are several reasons for this split between
younger and older Israelis.
?The disproportionately large number of children
born to Orthodox and settler
families in part accounts for
the shift,. Neither side sees it
positively, but there is a difference in how they re?ect
on it. The youth gap in Israel re?ects this because they
pick up on how the story is
told because they haven?t experienced it directly.?
Both Israeli Prime Minister Benjamin Netanyahu
and Palestinian President
Mahmoud Abbas have stated that they would put any
agreement to a referendum
among their respective peoples. Having increased its
defence budget by double digits annually over the last two
decades, China now spends
more on its military than any
country in the world except
the United States (which still
spends approximately four
times more than China). And,
while the two-state solution
remains the most popular
option among both peoples,
that support is much stronger among Israelis (74 per
cent) than among Palestinians (47 per cent).

these results as very troubling and as boding ill for the

Iran has a past and a present with an immense scope of
fine art, sculpture, painting, calligraphy, graphics etc. in various parts
of the world.
Today, the Islamic Republic of Iran invites you and the entire world community to take a step forward . While teaching
ceramics at the College of Decorative Arts (daneshgadeh-ye-honarha-ye-tazyini) in Teheran my students and I
took several field-trips to the pottery villages in Gilan and
Mazandaran, and met and had discussions with the master
artisans in the workshops of the Iranian Cultural Heritage
Organisation.
In 1998 I was able to return to Iran to do in-depth research on the significant ceramic art that the women potters of Kalpourkan in Baluchistan are doing.
As a result of that research, a small but significant detail
of Iran?s ancient living tradition is in Finland in the form of

Almighty has created all humans equal, and only by having divine virtue and human
perfection, can they have
superiority over each other. We are,
however, of the view that Iran,
in particular after the election
of President Rouhani, has directed its efforts to furthering
and protecting human rights.

at a mutual understanding in
the ?eld of human rights and
encourage the exchange of diverse opinions on the subject,
is ready to cooperate with all
friendly countries which are
realistic and independent in
their views. Obviously, no country can put forward such a claim. To

and capacity to the maximum extent in order to
achieve the full realisation

Yazd is a centre of Zoroastrian culture and is the capital of
Yazd province, located 270 km southeast of Isfahan and
about 700 km from Tehran. The
climate in Shiraz is moderate.
Shiraz is known as the city of poets, literature and
?owers. Shiraz has been a regional
centre for over a thousand years. In Yazd there is also a Fire Temple, which has had a ?re
continuously alight since 470 AD. It is famous for its Islamic architecture,
with mosques and minarets, many boulevards, palaces
and covered bridges. Yazd is an architecturally unique
city, because it is surrounded by desert. In the older part of the city most houses are built of
mud-bricks and have domed roofs. Jameh
mosque of Yazd is an example of ?nest Persian mosaics and
excellent architecture and its minarets are the highest in
Iran. The famous historic site Persepolis is situated
about 60 km to northeast of Shiraz. Isfahan is located on the main north?south
and east?west routes crossing Iran, and used to be one
of the largest cities in the world. In
these days ?ne carpets, handicrafts, textiles and steel
are still produced. It
was a capital of Persia during the Zand dynasty from 1750
until 1781 and a short time during the Saffarid period. It is the driest major
city in Iran, with only about 60 millimetres of rain in a year,
and it is also hottest north of Persian Gulf. After the Islamic Revolution in 1979, Shiraz was re-established as a capital of Iranian Art and Culture. HELSINKI TIMES

especially in the 16th century under the Safavid dynasty, when it became the capital of Persia for the second
time in its history. It is a heritage of Zoroastrianism, like the Tower of Silence, which is outside the city.
The geographical features of this region have made Yazd
resist the devastations of the Mongols and modern urbanisation, and have made people develop special architectural
styles. It is also considered to be a city of gardens by many

?screwed.. I can
certainly think of better
ways to spend $51 billion

I have news for these commenters and anyone who?s
ever trotted out the difference between cassia and
?real cinnamon. Since
then, these empanadas have
been called ?Las Salteñas?,
representing Juana Manuela?s city of origin, but stay a
traditional Bolivian food.
However, Argentina would
say otherwise.
Empanadas are small savoury closed pies also called
hot pockets, and are particularly juicy and spicy.

bakers to use real cinnamon
and not that cheap cassia [expletive] then,. All
that label does is make people who like cassia feel that
their preferences are somehow inauthentic. ?Remember that the onion is the
queen of the kitchen.. Massage the flour with the margarine to distribute all equally.

cassia is some synthetic laboratory creation that?s being
nefariously passed off as natural. or ?favorable mustard,?
but no one goes around arguing that white mustard is better than brown mustard just
because of its name. It?s a hop, skip
and a jump from Cinnamomum verum to ?real cinnamon.. This is called ?repulgar. They are two different species. One

By no meaningful de?nition is Ceylon cinnamon more
?real. It does not matter if it is not completely
cooked, it will complete its cooking once in the oven. The metaphorical
yeast behind the turmoil is
an EU regulation limiting the
use of cassia cinnamon . Or, if you insist that
there is, then cassia de?nitely quali?es as ?real.?
There are dozens of species
of evergreen tree belonging
to the genus Cinnamomum,
and the bark of many of these
species is cultivated and sold
as cinnamon. Taste the broth and spice as you
like until it has the flavour you want. Add the
water and bring it to a boil. Smear some egg white
around the edges to make sure they close well.

them all around the country, and my favourite is the
one in Cochabamba named
?Los Castores?. But it?s a hollow term.
Scienti?c names for plants
are often arbitrary and metaphorical. Preheat the oven to 200°C just before you start to colour
the empanadas.
. They are made
with red meat (or chicken),
potatoes, green peas, a small

is too thick and brush them all thoroughly, so that they gain
extra colour and gloss when baked.

If you took Latin in high
school, you will notice that
Ceylon cinnamon?s scientific name translates to ?true
cinnamon.. have quoted outraged bakers (?[I]t?s
time to take a stand. she warns me. In a large and deep frying pan or saucepan, melt the margarine and, when hot, fry the onions. Add the meat and let it
cook for some time. the
most commonly used type of
cinnamon . but is it Ceylon or cassia?. So
here is the recipe and hope
you?ll enjoy them as much as
I do.

in small cubes, 130 g half cooked potatoes (cut in cubes), 30 g

. Quickly, mix well with a wooden spoon.
. In a saucepan, bring
the margarine to the boil and pour it on the flour.

again and let it cool to room temperature. Use a large bowl and put all the flour in. Bake the Salteña for 7-8 minutes or until golden brown.
They are best to enjoy the day they are baked and hot.

cassia is cinnamon, and cinnamon is cassia.
Now, this does not mean
that
Ceylon
cinnamon
doesn?t taste better than cassia. Make sure they are well closed so that
they do not blow open in the oven.

way to 16 February, the annual Helsinki Flamenco Festival
is once again being held in the
Capital Region.
First staged in 1997, visitors to the festival can enjoy a range of concerts with
famous foreign and Finnish
?amenco, dance courses and
lectures.
A festival club night at the
National Theatre Stage Club
gets things underway. Well, what better way to go about it than sitting
down for 242 minutes of Lars Von Trier?s Nymphomaniac. Here
in Finland the film is being released in two parts on the same
day, with audiences able to buy a ticket for ?16 that is valid for
both parts, to be used within the same two-week window.
Otherwise, at the other end of the scale, offering more conventional viewing this week, perennial local kids fave Risto

A time to heal
in Finland, a country
that brags about its public
services, one would expect
to get amazingly good public
healthcare here. Didn?t they
know it at the health centre?
The truth is that some appointments after (with their
corresponding bills, of course)
and without any real solution
yet, I?ve realised that it?d have
been much cheaper and easier
to have gone back to Spain the
day after my fall, got effective
treatment there and come back
when my foot was perfectly recovered. Kiitos, Finland, now I
know what to do next time.

impossible to get an appointment. Success of the largest chain
of spas in China, Liangtse, continues in Europe. I went to the
hospital because I couldn?t
put my foot on the ?oor, nor
move it even a little bit, and I
was crying due to the intense
pain. That day, New Year?s
Eve, started what I?ve named
?my medical adventure?.
At the hospital they took
some X-rays of my foot and
put a bandage on it. ?A Spanish citizen is indeed entitled to
the treatment she needs with
the same conditions and fees
as local residents, regardless of whether she has a municipality or not?. I went back the following week and she did exactly the same she had done
the ?rst day and also confessed that I didn?t have that
syndrome after all. A false di-
agnosis, one paper with exercises and zero real solutions
for 110?.
At this point of my adventure, I had to go to the doctor
to get a test to check my ligaments. Then I found out that
it was almost impossible to
get an appointment for two
weeks. I couldn?t believe

Celebrating
five years of Chinese
holistic massage in Helsinki
Our beautiful facility in Helsinki is a genuine Chinese oasis to
which you are heartfelt welcome. Yes,
it was, so I had to go the following day to get the X-ray
done. Fortunately, no bone
was broken, but just by following the doctor?s advice my
foot never completely healed.
After some time I learnt that
I should have had a different
treatment: physiotherapy
from the beginning.
After this ?rst experience, I didn?t want this to
happen to my good foot too,

so I went to the doctor again
and asked for a few sessions
with a public physiotherapist. they said, so I
contacted Kela and told them
about my situation. Not because of the
number of people who already had appointments, but
because they only answered
the phone during one hour a
day and not every weekday.
Unbelievably, I had to wait
for ?ve days to call them for
an appointment. with a specialist doctor because I?m ?not in the
public system,. That time,
three years ago, I went to the
BEING
hospital too, and after waiting for more than four hours,
the doctor looked at my foot,
touched it a little bit with one
?nger and said that I only
had to rest because nothing
was wrong. I
asked for an X-ray, but ?that
service was closed.?
?Closed?. Yes, it seems
that I have a tendency to
twist my ankle. They put a bandage on it,
gave me two crutches and
sent me home without doing any kind of test and without any more information. My own experience tells me exactly the
opposite.
It?s been almost one month
since I fell down when I was
getting off a bus and my left
foot was injured
