vik's manifesto released just hours before his killing spree. According to Heinäluoma, the coming autumn may well be the most important ever with regard to Finland's European policy: "During the autumn, Finland may be in a very difficult position." In his opinion, Finland has protected its own interests with reasonable success thus far through measures including demands for collateral. Far-right extremist Breivik killed 77 people last year in an Oslo bombing and a shooting spree on Utøya island, which targeted the youth wing of the Norway Labour Party, in what he claimed was an attack on "cultural-Marxism" and "the Islamisation of Europe." Supo researcher Maria Paaso has noted that though far-right ex-
tremists in Finland have remained largely within the law so far, there exist lists of potential targets and instructions on how to commit large-scale massacres. Opposition parties, the Finns and the Centre Party, have already begun to grill the government regarding these issues. Supo's findings show there is an "ideological preparedness to commit violent acts" and that the texts "are specifically focused on Islam as a culture and the perceived consequent demographic threat." The list published by Väinämöinen includes the names of politicians, civil servants, journalists, and private individuals.. He also justified the need for debate, on the grounds that we face exceptionally important issues related to Finnish welfare and the future of Finland. "One such new phenomenon applies to the role of the European Central Bank (ECB) in curbing the crisis." In addition to the crisis nations' requests for support, discussions of the ECB's role in the supervision of financial markets, as well as of reforms in the structure of the EU, lie ahead.

Jussi Halla-aho questions need for Somali refugee centre
Parliament resumes under the shadow of the euro crisis
According to Heinäluoma, Parliament will hold on to making the decisions regarding state budget in Parliament. Halla-aho sees that Somalis no longer need asylum in Finland, as the circumstances of their native country have advanced enough to permit vacationing in the country. This week Helsinki Times introduces two new regular sections. Pekka Haavisto (Greens Party) has commented on Halla-aho's request to MTV3 by noting that he does not believe the situation of Somali refugees should be re-evaluated at the moment, but points out that when circumstances do improve adequately in Somalia, the grounds for asylum will no longer be valid. He believes that the right time for such discussions would be after the municipal elections. The speaker refused to comment on economic commissioner Olli Rehn's speeches criticising Finland's position on the euro. The Finns Party have stressed the subject of municipal affairs, while the Centre Party has focused on elderly care.

I do not claim that market economy as such is a decisive peace factor, but interdependence through trade and investments is certainly positive.
AFTER WWII,
IT IS EASY to prove that war is
not something unavoidable. This is a complicated process of interaction between individuals, ideas and efficient methods to keep the lower instincts under control.
RESEARCH proves the progress. That is certainly not the case: much has changed over the last 10,000 years, when cultures and societies have been created and established, and the plight of many millions of people alleviated.

the number of war victims has declined and the nature of wars has changed considerably. In the beginning, the Nordic countries supplied many soldiers to peacekeeping operations, such as Congo, Sinai, Cyprus and Lebanon. What we need are rules, binding treaties and the ability to intervene when bloodshed is imminent. It is seen as an income source by poorer countries because UN peacekeepers are paid by the rich countries perhaps we see here a modern but positive form of mercenaries.
FULL-SCALE wars with the sophisticated weaponry of today would be a disaster; we have seen glimpses of such warfare in recent conflicts. The opinions expressed in this section are the writers' own and do not represent the official policy of the Helsinki Times.
Pär Stenbäck is a Finnish politician and senior member of the International Red Cross and Crescent Movement.
Is peace achievable?
Pär Stenbäck is a founding executive board member of International Crisis Group, a former foreign minister and minister of education of Finland and a columnist in the daily Hufvudstadsbladet. The Red Cross has a key role as an initiator of new legislation, aiming at stopping the proliferation of inhumane weapons and methods of combat. His estimate is that the life expectancy of hunters-gatherers ten thousand years ago was rather low, as about 20 to 60 per cent of males met a violent death. I do not agree, because I see IHL as one of the instruments in the struggle for peace. Today, there are 120,000 peacekeepers under the UN blue helmet. Another decade may pass before dissemination of new rules has reached the armed forces in the almost 200 countries of the world. Unfortunately, I must confess, our recommendations are not always followed, but they certainly influence many policies.
THE IMPORTANT slogan is: prevention is better than cure. Human nature has
example of such a process is the New York conference trying to find a formula for regulating the international arms trade. Those who wish to work for peace should therefore identify best practices in prevention. It may take years and many international conferences before a new treaty or a new protocol is added to the Geneva Conventions and ratified by enough states. Today, he is an elected member of the Standing Commission, the coordinating body of the International Red Cross and Crescent Movement.

not been refined and ennobled during the past centuries. We can promote good governance, strengthen the international web of organisations and treaties, apply preventive diplomacy, use political or economic sanctions, create positive incentives for parties to defuse emerging conflicts, make the international courts more efficient, invest more in legal systems and rule of law in weak countries, promote disarmament when possible, support the return and reintegration of refugees. The more states which have the bomb, the greater the risk is that it will be used one or more times. You can look at the efforts to limit the proliferation of nuclear arms in two ways: either as a method of the nuclear powers to monopolise their ownership or as an honest concern for what mistakes or bad judgment can cause when smaller and unstable states get the bomb. THE MORE
At stake is the question of whether the citizens of a country have a right to know what their elected officials are doing. PEACEFUL conditions can be achieved either through suppression of all rebellious or divergent forces, or by building a balanced, mature and democratic community where citizens understand their best interests. There is a task for everybody who wishes to contribute. The majority of mankind has realised that trade and other forms of cooperation are more productive than robbery and plunder during war.

in the most peaceful phase of human history so far. You need not refer to Genghis Khan when you know that the Holocaust took place in our own time. In the 14th century, 24 people of 100,000 were murdered each year, in the beginning of the Sixties only 0.6 per 100,000. Working in the Red Cross Movement for the last 25 years, I have learnt to appreciate the power of international law. The final draft, supported by the Europeans and a majority of states, was not adopted because of resistance from, among others, US, China, Russia and Iran. For this task you need both emotional strength and hard facts, both engagement and wisdom. Why have violence and the number of regular wars between states decreased. In wars between states in 1950, 700,000 people were killed, in 2002 only 15,000. This goes together with another concept, the Failing State, where ethnic and religious strife in combination with corruption leads to anarchy and war. International Crisis Group (ICG) was founded in 1995 and its working method is field research and the publication of comprehensive reports about the roots of an ongoing or brewing conflict. 2

Everybody knows today that total destruction is possible and this has resulted in a healthy policy of restraint by powers both with and without nuclear armament. We can rejoice over the changing attitudes: the Romans, whose heritage we still cherish, let about half a million slaves and gladiators be killed in the Colosseum of Rome... peaceful conditions can be depicted in numbers. Please note that I am not saying that such things can happen only in Africa: think about Srebrenica in old Europe. Red Cross societies around the globe have a daunting task in this work. QUESTION OF THE WEEK
The 2012 Summer Paralympics are currently taking place in London, involving over 4,000 athletes from 164 nations. Halla-aho based his request on a travel release from the Ministry of Foreign Affairs from July, as well as news published by Yle on 20 August which states that Somalis have been visiting Mogadishu. The intended personnel minimum of 0.7 caretakers would have increased the price of the law to 290 million euro per year. The Ministry does not recommend travelling to the country. The report cites widespread terrorism, crime and pirate attacks in Somalia. Nordberg and Halla-aho interpret the release differently. Haavisto states that the refugee background of Somalis does not need to be re-evaluated at the moment. Moreover, hopes of an imminent recovery are slender, reckons the financial group, which attributes the downturn to the decreasing private consumption and export volumes. Couple to undergo psychiatric evaluation The court case started at the Helsinki District Court on 30 August with the 35-year-old father and his 47-year-old girlfriend being charged with assault, deprivation of liberty and murder, and the woman also with giving false identifying information. She had however been returned to the father and his girlfriend a couple of months before her death. The idea is to give the offenders an alibi or put the

During the day, you can phone the social services office of the municipality and ask for the person in charge of child welfare issues. "It seems that the child didn't get the protection she needed. A notification can also be made by phone with the person submitting a notification giving the reasons for it as well as their personal details." Can a notification be submitted anonymously?

If it is decided that the notification does not give cause for further measures, will the person who submitted the notification end up in trouble for raising a false alarm. According to the police, the woman ended up in financial difficulties and in debt. According to the programme, some of the IMEI numbers used to trick the police have been collected from mobile phones on sale in shops. The girl was bound so tightly for most nights as to make her immobile. None of the people involved work at Tomtebo any longer. All municipalities have emergency services that may be contacted around the clock. Alarm bells started ringing when the man was asked to pay thousands of euros for treatment in a private hospital. The police request anyone with information or anyone who may have noticed anything suspicious to call 0718770582 during office hours and 0718774080 at other times. IMEI numbers are unique 15-digit codes given to handsets by manufacturers, used by a GSM network to identify mobile phones. Soon after, the man said he had been in a serious traffic accident and needed money for compensation payments. At the beginning of May, the bindings were so tight and the abuse so brutal that the girl died as a result. Several child welfare notifications had been made on the girl living in Helsinki, leading to the child being taken into care. The police suspect a series of arson attacks in the Kontula suburb of Helsinki. On the night between Monday and Tuesday at 1.30 am, a petrol bomb was thrown through a window of a terraced house on Tanhuantie and last week between Wednesday and Friday 2.30 pm, another petrol bomb was hurled on the lawn of a detached house on Karjakuja, damaging a car parked in front of the house at the time. Broadcasting online and on satellite radio, the station often receives calls from listeners in Iran. Libya's still heavily-armed militias continue to sell their weapons on the black market directly to foreign militias from war-ridden countries, or to arms-dealers from third countries who then sell them on to warring factions, they say. For Parviz Barkhordar, while he hoped the people of Iran wouldn't be hurt by an Israeli military offensive, he said he had faith in Israeli political and military leaders to make the right decision. We won't act that way."

the United States. Many analysts have predicted that Israel would attack Iran before the American presidential elections in November, when public condemnation would be politically costly for US leaders. Mokhtar Belmokhtar, a key AQIM leader, who operates in southern Sahara, was recently seen in Libya buying arms.
Ridwan said that it wasn't only AQIM who had travelled to Libya on an arms-buying spree but Syrian middlemen were also visiting the country to buy arms en masse. Today, Barkhordar hosts a weekly political radio programme on Radio Radisin, a private Farsi-language radio station that was established four years ago near Tel Aviv. There is no law in Libya, still no functioning government, and the country's security forces are too weak to control the situation, so selling weapons is regarded as legal by many of the rebels," says Ridwan, a former rebel who fought with Tripoli's Suq Al Jumma Katiba (brigades). Weapons looted from Libya have turned up in Nigeria according to Nigeria's defence minister, Olusola Obada. The first such distribution took place in Israel in 1990, on the eve of the first Gulf war in Iraq. The men from Gharyan reportedly joined the ranks of the FSA after the city's mufti Sheikh Sadik Gharyan called on Libyans to stand by their brothers in Syria. The latest market for Libya's weapons appears to be Egypt's Sinai peninsua where Egyptian security forces continue to clash with Islamists after a deadly attack last month that left 16 Egyptian soldiers dead. The presence of Islamic extremists in North Africa's greater Sahel region, bordered by Algeria, Burkina Faso, Mauritania and Niger, has contributed to destabilising the area.

aftermath of Libya's revolution, Libyan fighters and weapons are flooding areas of conflict in neighbouring countries, according to local fighters and officials in several countries. Last week, Israel submitted a letter to the United Nations Security Council arguing that "complacency in the face of Iranian hate speech and incitement (against Israel) is dangerous" and that action must be taken. "They complain about the current situation in Iran: how bad it is, how expensive the things are, how unstable everything is. While the Israeli government has never officially acknowledged that it possesses nuclear weapons, and maintains a policy of "nuclear ambiguity", Israel has long been suspected of being the region's only nuclear power. For many, this dual affinity might seem contradictory, but according to Barkhordar, it makes total sense. should instead change its policies to reflect that it may soon no longer be the only nuclear power in the Middle East. We love our brothers and sisters in Iran. "All of the militias are involved in selling weapons. mand began distributing gas masks to Israeli citizens free of charge. "We lived and we were raised in Iran. Most of the Jews lived over there very, very comfortably and very, very safely." Born in Tehran, Barkhordar left Iran for Israel at age 16, and got a degree in electrical engineering from Technion University in Haifa. But from outside, I think it's very crucial: from the US and from the Europeans. An anti-aircraft gun mounted on the back of a pickup truck goes for between 4,800-6,000 euro. Annankatu, 00120 Helsinki tel. Two surveys have reached similar conclusions regarding the popularity of electronic commerce. We are facing a gigantic fiscal hole in the future, which could be helped by a pooling of obligations. The power to tax for those items, and the obligation to spend on those items, would remain local. The other was Statistic Finland's
Information and Communication Technology Survey. About a third of respondents said they had bought accommodation or other travel services online. This pooling of social expenses would act as an automatic stabiliser, with money flowing from the more prosperous areas to those that need help. "When the domestic retail supply network is growing, consumers are less likely to become customers of foreign online retailers." While the domestic electronic commerce sales are doing well, industry insiders are worried that an increase in VAT will induce Finns to turn to foreign websites. pressing fiscal matters. THE KEY to federalism is determining what we want to

"Food ecommerce is still very small, so the growth rates seem large." Shoes are also a growing category, with sales jumping a quarter from 2010. A back-door way of doing this is forcing states to adhere to the growth and stability pact which no one (except us) paid attention to in the first place. First, we would more likely get to keep a common European currency. About 65 per cent of those aged 25-34 had bought something via the internet within the last three months, while only 10 per cent of those aged 65-74 had done likewise. I think that a democratisation of the EU processes is in order to coincide with such a move towards federalisation. Consumer products are also becoming more popular, growing some 14 per cent. Critics use the phrase "giving up sovereignty," and yes, we do give up some rights. Do we want a more integrated European Union, or do we want to start a break-up. Finland would also benefit by having future pension liabilities fall under the collective European mandate. "It is great to note that the domestic e-commerce growth has remained close to the foreign rate," says Juhani Pekkala from the Federation of Finnish Commerce. Actually, I'm not sad about this at all, but I am wondering... And, what was just the result of a smoking gun. Why should it. What's worse is that Apple obviously has defensible patents around finger gestures and Apple is very unlikely to license any of its IP. This is an important victory for everyone who has ever gone through the remarkably painful process of writing a patent claim. The fact is that Apple has innovated, pioneered and succeeded where dozens of others have failed. BVA, a government-funded sci-

The Bad Samsung offers some extraordinary alternatives to iDevices. Apple's design patent portfolio is pretty complete and, if your smart device looks like an iDevice, you're going to be in trouble. It took the jury less than three days to find in favour of Apple for just over 1 billion USD (795 million euro) in damages and, just to stick it to Samsung, they threw out Samsung's countersuit. Patent protection is a very complicated blood sport and, when the system works, it promotes investment and risk taking, and it protects the associated rewards. It created the modern concepts of a smartphone and a tablet and has the law on its side. Samsung countersued for 400 million USD (318 million euro) because it needed to save face. There is a very good chance that the judge will rule that Samsung must stop selling some of the products that were the subject of the lawsuit. What did Apple products actually in-

Apple v. Two bad things will occur: 1) Samsung engineers will have to scramble to remove the infringing intellectual property, so they won't have time to innovate; and 2) Substandard products from other manufacturers will probably fill the gap. I'm calling this the first round because Samsung will most likely file an appeal. The Good Apple's victory is a victory for every inventor and innovator. Several of my learned colleagues have admonished that Apple is a huge company and its overt use of lawsuits as a competitive tool is unwarranted, unsportsmanlike and unnecessary. Samsung lawsuit is over and Apple has emerged victorious. Designed and built in sensitive conversation with the architecture of the Old Town, it holds a university campus and a new commercial centre. Runeberg was a friend of Edelfelt's architect father, Carl Albert Edelfelt, and became a mentor to the boy. An old factory building is currently being remade into the Art Factory, which will hold studios for artists as well as serving as a setting for events. Before moving to Finland, the Orecks worked vigorously for President Obama's election campaign. The ratio may have changed in recent times, but it is still a hospitable town, with many lovely cafes in
the well-preserved buildings of Old Porvoo. A dense almond pastry made moist with rum or arrack, it was the great poet's favourite breakfast treat. There were five layers of paint and varnish to strip away before reaching the original foundation, which used pine for the borders and loimukoivu for the central panels. The couple have pursued the restoration of the embassy library as a personal gift, showcasing the original structure of the room using loimukoivu. Edelfelt eventually became one of Finland's most celebrated painters, his works including a set of illustrations for Runeberg's epic Fänrik Ståls sägner, The Tales of Ensign Stål. These efforts will help to ensure that this treasure of Finland's southern coast will
Getting there: Porvoo is just 40 kilometres from Helsinki, making it a short drive by car or bus. The US Embassy is a member of the League of Green Embassies, in no small part because of the Orecks' thinking and actions. Much of Porvoo's history is commemorated in the small but well-curated Porvoo Museum. Just a street away is the Porvoo Doll and Toy Museum, which features a collection of over a thousand dolls and hundreds of toys. The Old Town occupies the eastern bank of the river, and offers a prettier aspect. Runeberg's Porvoo still exists, preserved with care and dedication to this day. The documents chronicling the announcement still adorn the walls of the Porvoo Cathedral. These also house a range of touristy shops, with the Brunberg confectionery worth a visit. It has become a trend whereby our consumption habits and lifestyle choices may have become more sophisticated but our consumption of raw materials may not actually have decreased. Back home in Boulder, Colorado, they were involved in various scientific communities and founded the Zero Carbon Initiative focusing on energy efficiency, solar-power collection and how to build the greenest living space possible. They employed the skills of Arto Valtanen, a furniture restorer of Karelian descent. Loimukoivu has been classified as a mutation, a "caprice of nature," in Cody's words, and was found in an area of Karelia that was later ceded to Russia. Oreck says that we need a new relationship with energy in the 21st century, as well as re-education on what sustainable living means. Runeberg may have sat down to one of his epony-
mous tortes on the day that Albert Edelfelt was born, another artistic son of Porvoo. Russia had conquered Finland from Sweden, and Tsar Alexander I confirmed the Finnish constitution and made Finland a Grand Duchy of the Russian Empire. His wife Fredrika reportedly served it with a punsch chaser; the morning alcohol seems to have done no harm, and may indeed have contributed to the composition of some of the verse that speaks of the Finnish soul. The colour of loimukoivu in its natural state is rather light, so Valtanen
darkened the tone in order to match the surrounding pine, as well as to display the alternating light and dark patterns of the wood. They are still in active use, housing, among other enterprises, Restaurant Johans, a summer terrace-restaurant that opens from June to September in a building once occupied by Runeberg. The Old Town serves as the public face of Porvoo, but beneath its charms lie strong ambitions for a high-tech yet sustainable future.
Porvoo received its city charter in 1380, making it the second-oldest city in Finland, after Turku. It plans to become the most energy-efficient city in Finland. Mrs Oreck gives me a tour, stopping to
show me a glossy wooden door with rich, warm tones and explaining that the first floor of the house was originally built using a rare wood known as loimukoivu. www.porvoo.fi/en/main www.visitfinland.com/article/summertown-porvoo/ matkailu.porvoo.fi/en

"THE GREENEST house is the house that's already been built." The current residents of the US Embassy in Helsinki are putting that philosophy into practice by restoring the original loimukoivu (flame birch) panels from which the foundation of the building was originally constructed. Runeberg was defining Finnish identity through his poetry. Its moment in history was the Diet of Porvoo in 1809. Mrs Oreck ushers me in; the pictures in the foyer show the couple with dignitaries such as Barack and Michelle Obama and Oprah Winfrey. Cross over to the west bank, though, and the new Porvoo offers a different aspect. It has been burnt down five times, most recently in 2006, but it still squats on a little hill overlooking the Porvoo River. The Cathedral itself is a small medieval construction of no great architectural distinction but a knack for survival. Valtanen worked on the library restoration on his own and the process was completed in four months. Porvoo used to be famous for its inns, having one to every thirty inhabitants at one point. These days, loimukoivu is generally used to restore already-existing furniture pieces rather than to create new ones. When it comes to food and Runeberg, the item that springs to mind is the Runebergintorttu, or Runeberg's torte. 10

Ambassador Oreck feels that popular media often trivialises green and sustainable living. As I walk into the US embassy residence grounds, I am greeted at the front door by Cody Oreck, wife of Ambassador Bruce Oreck. Home to thriving graphics, electronics and petrochemical industries, Porvoo is investing heavily in sustainable technology. Alternatively, there is the boat M/s Runeberg, which takes a leisurely and scenic 3 1/2 hours each way, leaving from Kauppatori in Helsinki. Valtanen is

Both Bruce and Cody have a long-term commitment to discovering ways to change the way humans use the planet's resources. The Granary is the home of this exhibition: a huge, old structure, oozing character, which has not been tampered with too much. The wine list is impressive too. Giant chanterelle mushrooms greet you from a glass-walled tank, and stone and moss gardens lure you inside with some innovative water features that soothe the soul. Kitchen utensils such as whisks, brushes, spatulas and rolling pins use wood as a medium for creativity. While there are lots of picturesque cafés, the one place for really good dining is Wärdeshus. It houses more than 100 artists whose work encompasses fine art, cabinet making, ceramics and industrial design. Where the river is calmer, there's a pontoon with seats where you can take a little break. Finland would surely be a poorer place without the rich architecture and input of the artists of Fiskars. HAILING
from a country and culture (Ireland) where singing in public with a bunch of sweaty, alcohol-soaked strangers is a fairly common social practice, it was something of a shock to discover Finnish people's passion for karaoke, that much-maligned form of entertainment so beloved by the Japanese, in which any random punter can get up and sing their favourite song with the aid of a microphone, a musical backing track and most essentially or not, depending on the participants level of inebriation a screen containing song lyrics. This was singing for the pure joy or pain of it: where each singer's personal song choice, whether it's a Finnish classic by Vesa-Matti Loiri or a rock anthem by Queen, reveals something about their personality and state of mind karaoke as public therapy. With its dark, womb-like interior, friendly bar staff
and astoundingly eclectic eclecti song collection, the cramped yet cosy confines of Anna K are now a second home of sorts, a refuge of certainty from the chaos of modern life where you can mingle with complete strangers, sing your heart out, or just sit and appreciate the vocal efforts of your fellow patrons.
