It is mainly small businesses that create new jobs, not
the big international corporations. And at the same time,
the Finnish government is
following the situation with
its hands deep in its pockets
without understanding how
the changes will affect our
society and failing to react to
them.

Great Britain, where an employment contract may be
terminated with immediate effect and without punitive compensation payments.
Denmark has this model in
use and there the unemployment rate is just a fraction
of that in Finland. In business, management that fails
to bring pro?ts year after
year while increasing costs is
soon on its way out. Together with SAK, a confederation of trade unions, EK
has, however, signed a framework agreement based on the
TUPO model last year, which
they are now pulling out of.
It should also be noted that
an organisation representing small businesses has never been a party to TUPO and
framework agreements or collective agreements or a nego-
tiating party to any of those. These fees
should be transferred for employees to pay themselves.

has stated that the national income policy agreement model, the so-called TUPO model,
does not exist anymore. Getting rid of incomprehensible
reductions in working hours,
such as the so-called Pekka?s
holidays, would allow businesses to achieve the productivity and ef?ciency they
need. The bureaucratic
machinery and the government together with labour
market organisations have
created a Soviet governance
culture, with holding onto gained bene?ts as its only goal. competitiveness in global markets is
just a ghost of its former self.
During the last decade, costs
for companies have gone up
by 50 per cent. Of?cially Finland is
still a welfare state.

be doing its utmost to make

A 24-YEAR-OLD father
is suspected of killing a 57-year-old
public health nurse, who was
checking up on the young
couple?s baby, before killing himself in Lappeenranta
on Thursday, 29 November.
The victim died immediately of the wounds in?icted
by the young man, who then
committed suicide in the
presence of his 23-year-old
girlfriend and their 6-weekold baby, the South Karelia
police state. The mother and
the child sustained no physical injuries, but have been referred to crisis counselling.
The apparent homicide-suicide took place at the family?s
home in the Kaukas residential area in Lappeenranta. have been
reported, says Tarja Leinonen, a STHL director.
However, due to the societal tendency to offer health
care services at the homes
of customers, STHL approximates that the risks are
bound to increase and hence
demands new measures to
identify and prevent risks to
promote safety on the job.
ON FRIDAY, 30 November, the
Turku Court of Appeal acquitted the former Formula
One driver, Jyrki Järvilehto,
accused of negligent homicide in relation to a widely
publicised boating accident
in Raasepori in 2010, which
claimed the life of Järvilehto?s friend. Following the
dissipation of suspicions,
the Of?ce of the Prosecutor General reinstated the
prosecutor, who had been
suspended from duty for
the duration of the preliminary investigation, on Monday, 3 December. communicated Jaakko Christensen,
the KRP of?cer in charge
of the investigation, on
30 November. Although child
health centre nurses perform
house calls on a regular basis,
no previous cases of violent
deaths . I have issued a
reminder of our safety guidelines to everyone performing
house calls.?
The guidelines, Itkonen
believes, are up to date.

a colleague of Järveläinen at
the South Karelia police, conceded that the motive for the

The 44-year-old man accused of the murder of a
17-year-old girl in Varkaus
in July was deemed non
compos mentis at the time
of the homicide by the District Court of Pohjois-Savo on 30 November. She is
naturally in shock after the
events,. The Court of Appeal regarded the evidence
mounted against Järvilehto
as strong but inconclusive in
determining the driver of the
accident vessel, and consequently voted 2-1 for the dismissal of all charges.
According to the defence
counsel, Jussi Savonen, Järvilehto was relieved and satis?ed with the court?s decision.
?The dismissal of charges was
the only right resolution,?
stated Savonen, while stressing that he believes the court
justi?ed its decision thoroughly. he stated. For example,
we had no access to the medical records of the father, because he is not a customer of
the child health centre.
On Friday, also the National Union of Public Health
Nurses (STHL) expressed
its condolences to the victim?s family. ?We have questioned

Nevertheless, damages payments in excess of 50,000 euro for
the suffering and legal
costs of the victim?s family, as well as an additional 10,000 euro for the
state?s defence expenses, were imposed on the
man.

in central Varkaus, when
the victim was bicycling
with her two friends and
was attacked by the perpetrator, who stabbed
her over 30 times with a
knife.

amount of cocaine while
unloading banana boxes in late November, Turun Sanomat reports.
The police, consequently, launched an extensive
investigation into the origin and destination of the
20-kilo batch of 75 per
cent cocaine, the street
value of which is an estimated 2.5 million euro.
Due to its high price,
cocaine remains a rare drug in the Finnish
market, and the police
promptly declared the discovery as Finland?s largest

State failing as a parent
The lack of adequate services that might support parents raise their children can result
in severe consequences regarding their development.

being urged to end the institutionalisation of babies as
more than 15,000 children
a year in the region continue to be subjected to a practice experts say often leaves
them physically and mentally scarred for life.
At a Unicef conference in
the Bulgarian capital So?a last
week, representatives from 20
governments across the region heard that every hour on
average two young children,
mostly babies, are separated
from their parents and sent
into institutional care.
And, despite concrete reforms in some states, and
with institutionalisation on
the rise in more than half

But while orphanages
across the region do provide
basic care, campaigners for
de-institutionalisation point
to studies showing that putting children in institutions,
especially when very young,
can result in severe developmental problems.
Beth Maughan of UKbased charity Hope and
Homes for Children which
works in Eastern Europe
helping governments deinstitutionalise childcare, said:
?Among people working at or
running institutions, there is
often a lack of information
on the effects that institutionalisation has on children
under three.?
Other studies have also
shown that it costs as much
as six times more to house
a child in an institution as
to provide social services to
vulnerable families, is three
times more expensive than
professional foster care and
twice as expensive as placing
them in a small family home.
Ignorance among those
involved in childcare and social stigma also means that
children with disabilities,
ethnic minorities and infants
born to HIV positive women
are at high risk of being institutionalised. are in state-run
facilities.
Many families who feel
they cannot support a child,
often for ?nancial reasons,
turn them over to state-run
orphanages. It is not uncommon for mothers to be
actively encouraged to give
up their babies at birth.
The subsequent predominance of institutionalisation
and prevailing attitudes have
suppressed the development
of alternative care options
for abandoned children, such
as foster care and small home
facilities, as well as support
networks to prevent abandonment in the ?rst place.
Maughan told: ?The fact
that institutions exist encourages them to be used. In

a borderline case where there
might be some concern over a
child, decisions may be made
to simply put them in an institution rather than making a
lot of effort to analyse whether this is actually necessary.
However, despite the apparently considerable barriers to deinstitutionalisation,
campaigners remain optimistic that the placement of
under-threes in orphanages
in the region can be stopped
before the end of the decade.

The processing of permits has slowed down construction the most. So why go through the
hassle of accepting rubles?
BESIDES the obvious advantage of making shopping
easier, Stockmann?s move was brilliant for two subtle
reasons. While our companies are opening factories and
stores in the east, Russians have become signi?cant investors in many Finnish companies.
IN ADDITION, the largest group of foreign immigrants
in Finland, by a huge margin, are Russians. Leskelä
says, however, that work

customers they are targeting.

have been trying to convince
the last die-hards to convert to
electrical.
Now Oral-B has come up

the jaw and the palate bones.
We are all born with all the
teeth we are going to have in
our mouth for the rest of our
lives.
Taking care of the dental
hygiene goes back to the early human history and the beginnings of civilization, and
the instruments of this task
have evolved constantly.
There is a vast amount of
research on how to brush your
teeth and how many times,
what toothpaste to use and
how to ?oss. While she did the periodontal surgery, I took care
of the calculus (hardened
dental plaque) by cleaning
the teeth. She
was interested in periodontal
(gum) diseases, so I needed
to take care of very dif?cult
cases. do they still
have their own teeth?
It?s a big challenge but I have
a long experience with old
patients who still have their
own teeth, the oldest being
99 years old. I always
check the gums, ?llings and
the occlusion (the contact
between teeth), and whether there?s any decay. The ?rst China Liangtse Wellness Center

I look for everything. Now, I use
composite materials that are
more enamel-like and, when
I make the restorations, I
can use different shades of
colours in order to make it
look as natural as possible.

because they couldn?t afford
crowns all over the mouth.
That?s why I started using
composite on the back teeth
in the 80s and I?ve used them
for over 25 years. When young people visit me, I tell them the
importance of a proper diet
for their teeth, the desired
frequency of cleaning, how to
use dental ?oss, and to avoid
?zzy drinks and smoking. When you
get older the amount of saliva decreases and its quality
also changes but there?s no
reason why people can?t keep
their teeth for as long as they

The public sector is such that

there isn?t as much time for
each and every patient. We?ve had patients from
all around the world, from
30 different countries, but
mostly they are from neighbouring countries or countries where there is a big
need for cancer treatment.

We have around 20 per
cent of international patients
but the rest are Finns. For
example, in radiotherapy we
have deep expertise and the
newest methods are standard of care for every one
of our patients. Then
again, there are no public
PSA-test screening programs
available for men. For
diagnosing, we do have the
PET (positron emission therapy) machine that we also
use for analysing the treatment response. We?re also active in
research and we constantly
have several clinical studies
on-going.
Q: How many patients do you
usually have at one time?
Last year we had 15,000 patient visits and we had about
just under a thousand patients, so that means that
there are a little under a hundred new ones per month. Altogether we
have 40 full time employees.
We?ve treated more than 30
different kinds of cancer and
that is why we have experts
from all the different cancer
areas within our staff. Also, our employees speak nine different
languages; it?s very important for our patients to be
able to discuss such a delicate
Q: Do you also have screenings for healthy people?
Yes, we do, and more and
more people ask about it today. If
people are, for example, coming to radiotherapy it takes
?ve to seven weeks so they
are here for quite a long time.
Q: How many doctors and
nurses do you have?
We have six full-time doctors,
and then we have approximately 15 who come here for
some hours or days per week
who are specialists in different cancers. A common method for
prostate cancer in the past
has been surgery, but we believe that radiation therapy
is a better treatment in many
cases and can provide a better
quality of life for the patient.
Siv Schalin, chief executive officer at Docrates.. We
have partners in some countries such as Russia, Sweden
and Norway, but about half
of our international patients
?nd us through the internet. In the Nordic countries we are the only
cancer hospital on the private side, but we really believe there is room for both
topic as their cancer care in
their mother tongue.
Q: What are the very new
methods that you use?
All cancer therapies are becoming more personalised. There?s a lot of work
to do in this area and I?m inspired about developing the
service concept of Docrates. He then also saw
the chance to use the latest
technologies available and
that is why we have invested
in the state-of-the-art equipment to be able to provide
the best possible care for our
patients.
We also do quite a lot of
clinical studies which allow
us to then offer the newest
treatment opportunities. We have, for instance,
state-of-the-art targeted radiotherapy equipment. Map Medical
Technologies are a very important partner for us: they
have a cyclotron to produce
the tracers that are needed
in functional imaging such as
the PET or SPECT.
Also, there is the internal radiation therapy that
we do, which is High-Dose
Rate (HDR) brachytherapy
and it?s quite unique, being
done in only one other hospital in Finland to a very small
extent. That?s why we have an
international client manager
who, when the person from
abroad is contacting us, can
help with all the practical arrangements. I believe that in general, in Finland we?ve mostly
been very product oriented,
but more and more I believe
we can create competitive
advantages in the areas of
service. Many men
have this screening through
their company healthcare
services and that is a very
good way to do the test once
a year and catch it early. I
started at Docrates as CEO in
March. The demand for cancer treatment is so great that
people will wait for a long
time, between 1 to 3 months
in public healthcare, which is
much too long.
Q: And most of these are
oncologists?
Yes, but then there are also some others like the heredity specialists and the
psychiatrist.
Q: I can imagine that when
you are diagnosed with cancer it?s really a relief that
someone like Docrates can
take care of you.
Yes, it?s very, very important. As Siv
Schalin, CEO of Docrates,

end up here?
My education is in business

previously the president of
GE Healthcare in Finland and

public sector for free but
many people don?t use it be-
cause of its perceived lack
of quality and speed. We
are also developing and offering more information about
hereditary cancer at the hospital and monitoring the likelihood of someone getting
cancer if they have a family
history of it.
Q: What feedback do you get
from patients?
The results from our customer
satisfaction survey show that
96 per cent were extremely
satis?ed with the service and
treatment, and they would
recommend our services.

WHILE many young stars fall
by the wayside, British trio
Muse continue to thrill audiences around the world, having been together since they
were a mere 13 years old.
They released their sixth
full-length The 2nd Law back
in early October and are
presently in the midst of a
European tour that will see
them land at Hartwall Areena
on Monday 10 December.
A self-titled EP in 1997
made a few ripples, but it
was their full-length debut
in 1999, Showbiz, that staked
their claim on the alt-rock
scene. The 2nd Law has them
adding dubstep to their
already crowded musical
palette, along with a couple
of tracks fronted by bassist
Christopher Wolstenholme.
Last seen in Finland at
Kaisaniemi Park in 2010, the
band arrives in the midst of
a European tour that will see
them on the road into 2013.

Canadian star lands at Tavastia
CHRISTMAS arrives a little
earlier for some members
of the community this year,
when acclaimed Canadian
singer-songwriter Daniel Lanois comes to town on Tuesday 11 December for a gig at
Tavastia.
One of the world?s most
successful producers, Lanois initially made a name
for himself by teaming up
with the esteemed Brian Eno
to produce a number of U2?s
most innovative and memorable albums including The
Unforgettable Fire, The Joshua Tree and Achtung Baby.
Lanois has also worked
with the likes of Peter Gabriel, Bob Dylan, Neil Young,
Killers and Lykke Li, and composed music for ?lms such as
Dune, Last of the Mohicans,
Trainspotting, and Traf?c.
His solo career kicked
off in 1989, with the well-received Acadie, followed by
The Beauty of Wynona (1993)
and Shine (2003). Their
Dreams
rock collaboration project
Black Dub.
