Development cooperation
Hautala denies Stubb?s projections,
and suspects that the Foreign Trade
Minister has not had time to follow
all the development cooperation reforms that have been made or are
underway.
A study on why Finland was denied a temporary rotating seat at the
UN Security Council was demanded after the seat that was considered almost 100 per cent sure was
given, after a very clear vote, to Australia and Luxemburg. Hautala
wrote in an e-mail to STT.
Hautala agrees with Stubb regarding the bene?ts of micro loans
for women, but reminds us that
there is also still need for the traditional methods of development cooperation between countries.
Hautala supports engaging companies and business missions in de-
velopment cooperation, but points
out that trade is not a cure-all for
problems in ?elds like education
and healthcare.
?As a state, businesses look to
us to improve the operating environment, which means for example
transparent and predictable governance, a functioning rule of law
and respect for human rights. He admits that reforming development cooperation is not
easy.

by 2012 the number had risen to 22,238, according to the
National Institute of Statistics (INE), which only counts
people who have used homeless shelters, meaning the
real number could well be
higher.

THE PROBLEM we
have with state ownership is that it
doesn?t allow the industry to make the needed reforms
and changes to compete in the global marketplace.
Just look at the farming industry throughout most of
the developed world: it has become so dependent upon government subsidies that to withdraw them all at
once would kill it, just like a heroin addict.
NOW we are on the cusp of a major decision: doom the
once-mighty Finnish shipbuilding industry to survive
as a ghost of itself dependent upon taxpayer money, or
allow it to retrench and reform and come back to the
global market with a vengeance. This was to no avail, and we lost the deal.
SOME say if the loan had been granted we would have
got the order. The municipalities in the Turku and Rauma regions might become
owners in some fashion. Martin Saarikangas, who founded the
company which is now STX Finland, said Minister
of Economic Affairs Jan Vapaavuori may go down in
history as the man who killed the entire shipbuilding industry in Finland. For instance, the
former head of Wärtsilä, Ole Johansson, said that the
government should not under any circumstances seek

increased slightly in the Helsinki metropolitan region and
decreased slightly in the rest
of Finland. When compared to these sudden price
increases, the decrease of
nominal prices has remained
low, at only a couple of percentage points.
Except for the couple of
minor slumps, the real prices of apartments have only
experienced two major decreases. In other parts of Finland,
you could buy an old apartment at an average price of
1,649/m2.

after the recession.
In addition to the recession, other issues that have
caused minor slumps in
apartment prices were the
bursting of the dot-com bubble in 2001 and the ?nancial
crisis in 2008.
The migration in the early 1970s speeded up the increase of apartment prices to
almost 35 per cent per year.
Right before the recession,
in the late 1980s, apartments
became 40 per cent more expensive during the course

pressures, including the threat of war, design and implementation of unprecedented sanctions against Iran, have been some
of these antagonistic policies of the superpowers.
Nowadays, one of the topics of baseless propaganda against
Iran is on the nuclear issue. Mousavi presented his credentials to President of Finland Tarja Halonen in January 2010.

been political will from the other side to accept the reality. But historically and psychologically the people of Iran remain united, so sanctions do not have
the desired function that these policy-makers in the west
speculate.
In the end, it should be mentioned that Finland itself has a
very friendly atmosphere for us. In 1907, ten years before
the independence of Finland, we had a constitutional revolution. The nuclear issue is simultaneously very complicated and
simple, depending on how we approach the issue. A
constitutional monarchy was established at that time of despotic dynasty, supported by the monarchists, and it took until
the Islamic Revolution of 1979 before the people reached a full
democracy . This approach has become the actual
root of con?icts and oppositions against I.R. Seyed Rasoul Mousavi. Of course, these inhuman and unfair sanctions have an impact on the normal life
of the everyday people of Iran.
It seems some EU countries have a false and incorrect analysis in this respect. We are
trying to be very transparent and don?t want any confusion.

or the 8th to the 17th century

science in the Islamic community, and hence in the Islamic
community of Iran, was never separate from the Islamic faith, which determines the
goals of the society.
The principle of monotheism is the key to Islamic experience of the divine truth,
and it negates the idea that
science and faith can be separated. Sheikh-e

Not only did he expound the
mathematical theory that
underlies the way this instrument works, he also was
able to correct the erroneous way that the central disc
of the instrument was made
at the time. 7 . And yet we will be accused of ingratitude if we decide to overlook completely
the efforts of the Iranians in
the twin ?elds of philosophy
and theosophy. Farghani also
wrote a critique of Kharazmi?s astronomical tables, and
a commentary on the Arabic translation of Ptolemy?s
Almagests. It would not be possible, however, to mention all
the names and works of these
philosophers in the limited
time and space that we have
here. We will
now mention a few of them as
a reminder and also as sampling of the whole group:
Abu Ja?far Muhammad ibn
Musa Kharazmi (al-Kharazmi) is a major astronomer
and mathematician. is well-known for his
astronomical observations
and his descriptions of the
stars, and he authored Sowar
al-Kavakeb. He bene?ted from
the works of the scholars of
the Sassanian era, worked
his way up to a position of
authority in the House and
wrote a book entitled Al-Uluf, which proved highly in?uential in astronomy of the
Islamic period.
Abu ?l-Vafa Buzjani authored a book on astronomy from the viewpoint of
mathematics. He is the
author of series of astronomical tables entitled Zij al-Sind
Hind. Therefore,

about the Islamic sciences and technology, and about
science and technology in all
cultures and civilisations in
general, which should be born
in mind, and that point is this:
evaluating the development
of science and technology and
mapping its course of development would be meaningless unless one also takes into
account the society?s cultural agenda and its goals. Everything in nature is a sign, among many
signs, of the existence of the
Almighty.
Studying nature and getting to know it is an act that
amounts to worship, and it is
a mean of gaining admittance
to the proximity of Divine
Presence. Astronomy also
moves in step with mathematics. Su
In this book, Biruni discusses the minerals
from the viewpoints of linguistics, mineralogy, physics,
medicine and even philosophy. He also
played a prominent role in the
observatory at Maragheh and
in the completion of the astronomical tables there.
In the ?eld of geodesy,
Moslems and especially Iranians should be given the lion?s share of credits. In
the same period, Abu Hamed
Samarqandi authored Al-Asbab va ?l-Alamat.
Rashid ud-Din Fazullah,
the well-known physician
and vizier, is the founder of
Rab?-e Rashidi, an academic quarter near Tabriz where
special emphasis was placed
on medicine. Biruni also discusses ways of measuring the earth?s diameter
in several of his works, and
he actually undertook these
measurements when he journeyed to India.
Muslims also have written profusely on the subject of mineralogy. The astronomical tables of this observatory
were ?rst prepared in Persian
and subsequently translated
into Arabic.
In the 8th century AH /
14th century CE, while the
observatory at Maragheh
was still functioning, Ulugh

of Qanun ever undertaken. ?t-Tibb, which may be called
the most in?uential book in
all of the history of medicine.
Al-Abniyah an Al-Haqayeq
al-Adviyah is the ?rst treatise on pharmacology to have
been compiled in Persian. Before the advent of
Islam, Jundi Shapur Hospital
near present-day Ahwaz was
a major medical institution,
where medicine was widely
taught, on top of admitting
and treating patients.
The ?rst well-equipped
hospital of the Islamic period was established in Baghdad, in the 2nd century AH /
8th century CE. The writings of Abu
Reyhan Biruni constitute the
high point of geographical
studies in the Islamic period,
combining the mathematical, descriptive and cultural
sides of geography. This observatory was patterned after that
of Maragheh and bene?ted

Ibn Sina (Avicenna), the
other great physician of the
Islamic world, is so famous
that he should require no introduction. And in
the writings of Abu ?l-Abbas
Farghani on astronomy, we
?nd geographical discussions
of both mathematical and descriptive natures.
Hudud al?Alam, by an unknown author, is now recognised as the ?rst geographical
treatise to have been written
in Persian; it is based on an
earlier work by Abu Is.haq Estakhri. 12

This is an encyclopedic work
in Persian, modeled on ibn Sina?s Qanun. He
was the author of some ?fteen books and treatises on
geodesy and mathematical
geography, and he devised
some instrumentals to improve geographical measurements and to render them
more accurate. in some chapters of
their books all deal with botany in one or more of its various aspects, from linguistic
to historical, to agronomic
and even to philosophical.
As for zoology, Farabi in
his classi?cation of sciences
sets it apart as an independent discipline. Razi authored a treatise
on the basic equipment needed by a hospital entitled Fi Sefat al-Bimarestan.
The ?rst prominent Moslem physician in the ?rst half
of the 3rd century AH/ second half of the 9th century
CE was Ali ibn Rabban Tabari.
He is the author of Ferdows
al-Hikmah, which is the ?rst
systematic manual of medicine to have been written in
the Islamic period; it is based
in part on Greek, Syriac and
even Sanskrit sources.
But Razi is credited with
having played a fundamental role in the development of
medicine in the Islamic period. Nasir ibn
Ya?qub Dinavari and Zakariya

have dealt with this subject.

astronomers at Maragheh that
included Qutb ud-Din Shirazi;
there they set up the famous
Maragheh observatory and
strove to give a new impetus
to astronomy. He
discovered a number of new
diseases, found new methods
of treatment, and made several innovations in tradition-
al medicine, and as a result
acquired a fame in medicine
which has lasted more than a
millennium.
Abu Nasr Farabi was also adept in medicine, and
he practiced it in the years
that he resided in Aleppo and
Damascus.
Another prominent physician after Razi was Ali ibn
Abbas Majusi (the Magian)
of Ahwaz. He himself is
also the author of a medical
encyclopedia.
In the 8th century AH
/14th century CE, Najm udDin Mahmud Shirazi compiled
Hawi al-Saghir, which was
modeled on Razi?s Al-Hawi. And he also discusses the
ways of measuring the density of minerals.

Al-Saydanah of Abu Reyhan Biruni should be considered one of the most valuable
treatises on pharmacology
in the Islamic period; it has
been translated into Persian
by Abu Bakr Kashani. And Ajayeb al-Hind is
a well-known treatise on the
geology of India, written by
Bozorg ibn Shahriyar Ramhormozi. ma?rifat al-Javahir by Biruni is considered to
be the most important work
on the subject by an Islamic scholar. Likewise, a number
of treatises on the properties
of medicines and drugs have
come down to us from the Safavid period.
A century after ibn Sina
(Avicenna), Imam Fakhr Razi, his critic in philosophy,
wrote a commentary on Qanun, clarifying some of its
more dif?cult passages. His most
important book on medicine
is Al-Hawi, an encyclopedic
work that contains records
of Razi?s daily clinical observations. Muslims patterned
the organisation and administration of their hospitals
on East Roman and Iranian
models. Zakariya
Qazvini is the author of Ajayib al-Makhluqat and he was
the ?rst person to explain
how rainbows occur. have both devoted parts of their writings to
mineralogy. As a
matter of fact, Biruni should
be considered as the founding father of geodesy. Tusi transformed the
observatory at Maraghe into
a scienti?c institution where
a team of scholars worked together, and its survival did
not depend upon the presence of any one individual.
In the Islamic world, theoretical medicine went hand
in hand with its practice; surgery and pharmacology were
taught in hospitals that were
af?liated with schools of
medicine. In the 3rd century AH
/9th century CE, a considerable number of geographical
treatises were written, some
of them by philosophers such
as Ahmad Serakhsi. And it became
a model for later hospitals
which were set up there, including the Azodi Hospital, established by Azodi ud-Dowleh
Deylami in the 4th century AH
/10th century CE. His major work in
medicine is Kamel al-Sena?ah
which is also known as Ketab al-Maleki. His other celebrated
work is Al-Mansouri, which
like Al-Hawi is well-known in

success comes from the intense push for transparency and cooperation amongst

Some of the most compelling
work is being done right here
in Finland.
In 2010, the Michael J.
Fox Foundation for Parkinson?s Research (located in
New York City) funded a signi?cant grant to a research
group here in Helsinki. Ariel Gordin, the
Chairman of the Finnish Parkinson Association, points
out that Finland is ?one of
the few countries in Europe
that has its own rehabilitation facilities speci?cally for
Parkinson?s?, which provide
increased access to specialised programmes that support patients through all
stages of their treatment.
Those receiving Parkinson?s treatment in Finland
can use the public health
system, as well as visiting
private clinics. As Mart Saarma describes, ?it is a long road
ahead, but we are very encouraged by some of our recent discoveries.?
What is it?
Parkinson?s disease is a chronic, degenerative neurological
disorder that affects one in 100 people over age 60, more
than 15,000 Finns and over 5 million worldwide.
What causes Parkinson?s Disease?
A definitive cause of Parkinson?s is not known, but both genetic and environmental factors are believed to play a role.
What are the symptoms?
While the symptoms manifest differently in every individual,
the cardinal symptoms are resting tremor, slowness of movement, postural instability (balance problems) and rigidity.
How is it diagnosed?
There are no definitive tests to diagnose Parkinson?s disease. It is recommended that Parkinson?s patients be seen by a movement disorder specialist,
who is usually the most up-to-date on current best practices in treatment.. Surgical intervention, such as
deep brain stimulation, may also be appropriate. Current
treatments are symptomatic in nature . 14

the former-day Finns. Howev-
er, experts do admit that sauna can have a relaxing effect,
which is good for the health.
Finns are sometimes said
to get drunk for any possible reason. No referral is

(tenor sax), is complimented by drummer Klaus Suonsaari and inventive pianist

?As I learn more I come to
realise how I?ve sold something without even knowing
myself the true story behind
the item. Wächter
thinks that vintage is so popular partly due to media attention, but also because
ecological knowledge has increased. Second-hand and vintage stores have
opened a new window for those in search of unique, durable and ecological clothing.

Vintage has never been this popular in Finland. she says.

luckily doing well. Alongside
running her business, Nuru also studies the history of
the past decades to offer her
pressing the knowledge of
the history of jazz and the
canon of the 60s, but also the improvisatory sparkle and playfulness of the

in my opinion could as well be
thrown out in the trash.?
Nuru?s idea of vintage is to
offer clothes with a different
level of quality from clothes
manufactured nowadays.
Not surprisingly, Nuru values
the ecological side of vintage
clothing highly. But
as ignorance would be bliss, I
also grow to love and cherish
these clothes and goods even
more than before.?

Nuru?s selection consists of
dresses, evening gowns, a
few festive blouses and jackets, jewellery, and feminine
shoes and boots. How I?ve sold a pair
of shoes from the 30s claiming
them to be from the 60s. Nuru knows this
might prevent people from
opening a store, especially in
the smaller cities.
?Finland is a small country with a small population
mainly focused in the three
biggest cities. Mikkola, the
group brings out some of the
leading musicians of the Finnish jazz scene.
Mikkola, known for both
his teaching experience as
music professor in the US
and around Europe, has also
performed with big names
like Leroy Jones, Cecil Payne
and Jan Allan. The ?rst clothes
in the shop were from the
wardrobe of the owner, Ritva Wächter, and her three
daughters, but nowadays
all the sales products come
straight from other people.

The turning point for Nuru, however, was when she,
at the age of eighteen, decided to start a new life based
