migration and asylum seeking pressures resulting in

Hungary, which became an
EU member in 2004, has been
using the same temporary

spent in Helsinki and the victories of Finland I witnessed.

I was not able to exchange it
to German Marks because
there was no exchange rate.

Hungarian souls . They got a two-third
majority. With the FIDESZKDNP government, Hungary
is decreasing its state dept,
and has made serious steps to
balance its state budget. How does

the asylum and immigration
process, and in cooperation
with the appropriate institutions within the EU, Greece
has already embarked on a
comprehensive system of
relevant legislation.
Greece has created the Revised Action Plan on Asylum
and Migration Management.
The plan is devised to meet
the current special challenges
of irregular migration, to rationalise the asylum system,
to tackle abuse, and to establish an effective system of
border management and returns policy. Was
the ?rst version not perfect?
The corrections were already
made in 2012 to please the EU,
and those corrections included the part about the National
Bank that the HT article cites.
The constitution now protects what Hungarian people
believe to be the values in our
life. The rest of the process

almost twice as many women have part-time jobs than
men. Now it is 301,000, or 14.5

Revivalist preacher Markku Koivisto has been
handed a probation order of one year and three
months for the sexual abuse of a young man
after a trial held behind
closed doors at the District Court of Pirkanmaa.
In addition, Koivisto was

hours of community service and to pay 15,000 euro in compensation to the

Investing in tax havens simple
David J. The best part is that such a
system would normally help those more likely to be
marginalised. The YLE article quoted Ruby
van Wekken, one of the guiding forces of the Helsinki time bank Stadin Aikapankki, as saying time banks
build ethical, non-commercial community solidarity
as well as support small non-pro?t groups. For many large
multinational corporations,
having subsidiaries in tax
havens is part of normal,
everyday business conduct.
Finnish companies are not an
exception to this, which can
be seen from their annual reports, according to Ylönen.
To start an offshore subsidiary to reap ?nancial bene?ts through various means
is perfectly legal.
?It?s not in any way exceptional for a company to have
a subsidiary in the British
Virgin Islands. A study by
Ravid and Sundgren found
that only 29 per cent of small
Finnish companies could survive as a going concern after
entering the old bankruptcy
procedure. The Tax Administration supported Teljän Kuljetus. Even van
Wekken is described as a
?community activist.. Many
of those involved have bank
accounts in the British Virgin Islands, but investments
in the Cook Islands or Singapore are common as well.
The information comes
from the 2.5 million documents obtained by the International Consortium of
Investigative
Journalists
(ICIJ) which has members in
more than 60 countries. ?The attitude has changed over the
years and many tax administration representatives understand restructuring is
an alternative to bankruptcy. There is also the requirement of contributing to the pension of someone you hire. In some 80 per
cent of restructurings the
Tax Administration is listed
as a creditor, and they have
not always proven to be willing to work with a company
in ?nancial trouble.

The use of tax havens decreases transparency and cuts
taxes paid by companies. With restructuring, typically creditors must
re?nance or take a partial
loss so the troubled company
can continue operations.
Yet in restructuring proceedings it is normally essen-
tial for creditors to willingly
participate. After a certain point, the bene?ciaries of time
banking would be taxed on a progressive scale. Anyone can establish an offshore
company without breaking a
sweat, reveals an expert.
?All it takes is English skills
and some email correspondence. And we both should declare these
services received as taxable income in some fashion.
AS USUAL , the tax authorities are seen as meddling,
heartless bureaucrats ruining a good thing. Just like our regular income tax system, I envisage low levels of time banking use as being

their tax payments should be similar, by the ?payment?
of community service through approved channels,
just like those who don?t go through military service.
In such a system, everyone wins: the individual who
needs the service, the companies, and society.

But the Libyan intervention may have brought its
most consequential damage on great-power relations,
particularly with respect
to the prospects for future
agreement among the ?ve
veto-wielding
permanent
members of the UN Security Council to authorise military intervention in civil
wars, even for humanitarian
purposes.
?The operation took place
under the auspices of the Responsibility to Protect,. employment contracts.
The appointment of these
envoys is outside the traditional guidelines laid down,
or supervised by, the UN?s
Advisory Committee on Administrative and Budgetary
Questions (ACABQ), the Administrative and Budgetary
Committee (also known as
the Fifth Committee) and the
193-member General Assembly, the UN?s highest policymaking body.
Over the years, there have
been scores of special envoys, including former US
president Bill Clinton who
oversees Haiti; Norwegian
diplomat Terje Rod-Larsen, who was the UN special
coordinator for the Middle
East peace process and now
oversees Lebanon; and Jeffrey Sachs, a Columbia University professor who is the
Secretary-General?s Special
Adviser on the Millennium
Development Goals.
While their primary incomes come from other positions they hold outside the
United Nations, they are on
a nominal dollar-a-year salary, but are entitled to lavish
perks and bene?ts, including travel and hotel accommodation while on their
assignments.
The ACABQ was told the
appointments ?did not entail
the establishment of posts,
and that extra-budgetary
funds had been used to meet
the costs associated. However, on the
other hand, the central government has proven unable
to reassert its control over
much of the nation, leaving
a huge security vacuum ?lled
by a multitude of militias.
?Libya has gone from being a tyrannical state to being barely a state at all,?
according to Robert Kaplan,
a senior fellow at the Center
for a New American Security.
That vacuum also permitted the wholesale looting of
Gadda??s massive arsenals.
?The weapons proliferation
that we saw coming out of
the Libyan con?ict was of a
scale greater than any previous con?ict . in the city of
Sirte, the intervention by the
US and its NATO allies in the
civil war in Libya appears increasingly costly on several
levels.
That assessment applies
not only to Libya and its
North African neighbours,
but also to relations among
the great powers . appointments.
Lastly, he pointed out,
the General Assembly requested the Secretary General to inform the ACABQ
of the issuance of dollar-ayear contracts, as well as
the establishment of certain
categories of posts and positions such as ?when actually
employed?.
?This request has no impact on the authority of the
Secretary General to issue
such contracts or establish

UN Security Council?s decisions during the Libyan war appear to
have repercussions on great-power relations today.

WHILE last month's tenth anniversary of Washington?s
invasion of Iraq provoked
overwhelmingly negative reviews, a more recent intervention has faded almost
completely from public notice.
Nonetheless, nearly 18
months after Westernbacked rebels killed Moammar Gadda. over the country?s air
space.
As the civil war intensi?ed
over the following months,
however, some Arab and key
Western governments, notably Britain, France, and the
US, took more aggressive
measures in support of the
rebels, like on-the-ground
training, arms supplying
and real-time tactical intelligence. with
their assignments.
But there has been little
or no transparency either
on the guidelines for the appointments or expenses incurred by the special envoys.
Speaking on condition of
anonymity, a G77 source told
IPS that all UN appointments
are subject to rules and regulations, including guidelines relating to equitable
geographical distribution,
gender balance and highest standards of ef?ciency,
competence and integrity.
But, on the face of it, none of
these apply to special envoys,
he said.
Recently, the Fifth Committee, on the initiative of
the G77 and China, ?nalised
a draft resolution which ?expresses concern at the lack
of oversight of the recruitment of individuals at the D-1
level and above on $1-a-year
contracts.?
The resolution stresses that ?$1-a-year contracts
should only be granted under
exceptional circumstances,
and be limited to high-level
appointments.?
And most importantly, it
requests Secretary-General
Ban Ki-moon to prepare, for
the ?rst time, ?guidelines regarding the use of these contracts and to report thereon
to the General Assembly at
the main part of the 69th
session,. Peter Bouckhert of Human Rights Watch
said earlier this year.
That looting resulted in the
destabilisation of Mali, where
Tuareg mercenaries previously employed by Gadda?
returned home to northern
Mali, quickly evicted the army, which, in turn, overthrew
Bamako?s
democratically
elected government.
With the intervention of
French and Chadian military
forces earlier this year, Bamako has since retaken control
of the more populous parts
of northern Mali. to exterminate
rebels in their stronghold of
Benghazi in the early stages
of the civil war, the UN Security Council approved Resolution 1973 by a vote of 10-0
with ?ve abstentions . Haq said.
The Secretary General is
not required to seek ACABQ?s
endorsement, but simply to
make them aware of the actions he has taken in this regard, he added.
According to the recent
ACABQ report, during the
2010-2011 biennium, a total
of 267 consultancy/ individual contractor contracts had
been awarded to former staff
members whose last recorded
grade was at the level of under
Secretary General, Assistant
Secretary General or Director.. on 17 March 2011.

?Responsibility to Protect?
(R2P) legal doctrine, the resolution authorised member
nations to take ?all necessary

Anton Ward is an 18-year old Finnish and British citizen going to study psychology at
the University of Glasgow.
In the army?
3 AM, I?m standing in a
foxhole in the middle of nowhere, looking into the
gloomy forest and wondering,
how did I get here. All in all, the
?rst 7 weeks have been a
good experience; I?ve learnt a
lot, improved my Finnish and
all whilst getting paid 4 euros a day!
Our beautiful facility in Helsinki is a genuine Chinese oasis to
which you are heartfelt welcome. After rushing to
breakfast and shovelling my
porridge down I suddenly
found myself standing outside in the cold for at least
30 minutes without being allowed to move . The real training began the next morning when
we were roused from sleep
by the dreaded ?Komppaniassa herätys. at ?ve o?clock.
What followed was quite possibly the most frantic bedmaking attempt in my life
and the ?rst of many important lessons about the army: everything is timed.
From having bunks ready to
clothes changed and food
eaten, time is always of the
essence. Word quickly spread
and in virtually all cases my
superiors were very happy
to explain either in English
or in s-l-o-w, simple Finnish. Tampere-Pori

the commander of?cer to explain in English if I became

that, according to the Finnish
authorities, I only had Finnish citizenship, which, having only lived in Finland for 5
years and also previously possessing a British passport,
did come as a surprise to me.
When I actually had the callup, the question of having dual nationality was not even
brought up, and before I knew
it I was leaving for Säkylä on a
cold January morning.
