"One reason for the backlog is probably related to the fact that those people who, after becoming unemployed during the last recession, received a benefit tied to earnings are now no longer entitled to it and need to apply for unemployment and housing benefit from the Social Insurance Institution of Finland (Kela)," thinks Kela's Regional Director for Southern Finland Sirkka Hongell. "The shallower sleep in the second half of the night doesn't go to waste, as it contributes to alertness," explains Sallinen. An unemployed person may even have to wait over four weeks to receive unemployment benefit, whereas the goal is to process applications in two weeks at the most. 3) The amount of time I spend sleeping per day is typically 12 hours which includes my nap.

Interest in sleep patterns was stirred after a BBC interview in which researchers questioned the ideal of long, unbroken nocturnal sleep. Nocturnal sleep of about eight hours is the right amount for the majority of adults, although people's sleep requirement can vary greatly. 2) I usually only nap for one hour as that is all I need. The ideal, says Sallinen, is to have a long sleep at night and a short afternoon nap too.

CURRENTLY, there's a worse backlog of applications for housing and unemployment benefit than usual. Web pages are one of the most important channels of customer communication and services provided by the Finnish Immigration Service. It was also said that people have a tendency to split their sleep into two. These spells are short and can't really be recalled in the morning. For instance sometimes I nap for three hours as I'm exhausted from working. In studies where the sleep of adults who normally sleep eight hours is reduced by three or four hours a night, in less than a week the extent of tiredness is the same as if one full night's sleep had been lost. In 2011 the web pages were visited some 430,000 times.

Leaf's factory in Aura has been on the go since 1973.. Stora Enso has been growing eucalyptus in the region since 2002, and the plantations currently span about 90,000 hectares. Today there are nine different flavours of them. Both Finnair managing director Mika Vehviläinen and the chair of the board of directors Harri Sailas declined to be interviewed by STT in regard to Rinne's allegations. The factory is projected to cost 1.6 billion euros, and will process the eucalyptus trees from the company's own plantations. Sisu is a commonly-used Finnish word. Leaf is planning on transferring a large part of its production to Levice, Slovakia and Ljungsbro, Sweden. In Rinne's view, Finnair has made serious business mistakes, and its board of directors has caused "immeasurable damage" to the company's the public image through its "incredibly stupid and immoral management compensation practices." The company's personnel policies, Rinne added, are authoritarian, arrogant and dismissive towards the staff. The six coalition parties meet on Thursday to discuss means of managing the state budget. The Aura factory's closure is expected to increase efficiency and savings. The project will also involve the Guangxi Forestry Group, in which the Chinese state is a 15-per cent shareholder. Finnair paid 18 key executives over 2.7 million euros in bonuses last year while the company was going through a savings programme. Finnair has issued a statement saying that the company "focuses on the operational activities and customer service", and that there is nothing new to say on the events of recent days. To summarise, Wallin hasn't been honest but may keep his job due to a technicality, the opposition get to pretend that they're holier than thou although it's all just pretence, and the Finnish media, a pillar of democracy I'm sure many who work in it tell themselves, chooses to distract Finns from far more important political issues with this side show.
Could one substance save Finland's forestry industry?
"NANOCELLULOSE is expected to bring new, successful products to the Finnish forestry industry. `In Jurmo, this hasn't been possible, even though the issue has been discussed for many years. Practically all editorials written on this topic at the weekend and the beginning of the week included some reference to the unproblematic nature of Wallin's efforts to defend the interests of Finland Swedes. No one had refused permission. For assaults, the figure was 40.6 per cent, and for sexual crimes 44.6 per cent. Fibre made this small has many properties that traditional cellulose fibre doesn't possess. Usually I'd take a keen interest in a case of political intrigue such as this, but this time around it all just seems very tedious. The size of the smallest strands taken from the fibre

of Defence Stefan Wallin (SFP) stands accused of having lied about the grounds for leaving Dragsvik in Raseborg off the list of garrisons earmarked for closure. If the perpetrator wasn't caught red-hand-

He doesn't have a mobile phone, so he can't call anyone to get help. For instance, Ilta-Sanomat stated that, "The notion that the Swedish People's Party is [a] harmless [partner in government] may change as a consequence of this dispute over Dragsvik," while other editorials, such as one in Hämeen Sanomat, made much of the difficulties this incident has brought the Prime Minister. A minister lying in Parliament is a serious matter, as Jyväskylä's Keskisuomalainen pointed out: "In Finland, the convention has been for a minister who has given incorrect information in Parliament to resign." Yet whether what Wallin actually did can be called lying is a tricky issue. There aren't many inhabitants, and there are even fewer hunters, so we agreed to organise the hunt.' The hunt concluded on Friday afternoon. In statistics frequently
published by the police, percentages for solved crimes have been considerably higher because they have also included crimes where the perpetrator had already been identified before any investigation commenced."

Rather, it was emphasised that it's Wallin's dishonesty that has caused consternation. Bacík, who is an electrician, came to Helsinki Airport from London. The main reason for this was a one-off cost of 22.5 million euros, needed for the ring rail line being built at Helsinki Airport.

`22.5 million euros were used for unexpected extra construction costs in the vicinity of Helsinki Airport. The gunmen were brought to the island by Metsähallitus, which is a state-run enterprise managing state-owned land and water areas in Finland. Either way, Kouvolan Sanomat and Lappeenranta's Etelä-Saimaa resolutely demanded that Wallin should resign. In addition, new environmental and safety requirements led to increased compulsory costs of 10.6 million euros,' states Finavia's financial statement. The phone call on Thursday was taken by Consul Andrej Tabacík. "It may not be possible to conclusively show that Wallin lied, but perhaps he's guilty of giving the wrong impression or, at least, concealing information," a Helsingin Sanomat editorial on the subject said on Tuesday. Shared interests in Afghanistan could break US-Iran impasse
According to a new publication released on Thursday 15 March by an influential national security think tank, engaging Iran on shared interests in Afghanistan can help improve US-Iran relations and maximise the chances for stability in the country following the withdrawal of US-led combat forces by 2014.
Over the last two years, Iran has been targeted with unprecedented sanctions, assassinations of its citizens, other covert illegal measures and the increased threat of a military attack. Before the crisis, just 2.5 per cent of families did not have any member in formal employment, but the proportion is now 10 per cent, and is "growing at an even faster pace than the unemployment rate itself," the document says.
The country is seeing "an erosion of middle and lower income families who are sliding into an abyss, and who end up losing everything," the secretary general of Caritas, Sebastián Mora, said this month. Business owners praise the reform because it makes it cheaper to fire workers, makes contracts more flexible, and includes other measures such as limiting collective bargaining, which Spanish employers have been demanding for years.. Spain's unemployment rate shot to 22.85 per cent in the final quarter of 2011, the highest in the industrialised world, as jobless numbers hit 5.27 million.

"EVERYTHING has come to nothing and I'm setting out on a fresh path," José del Moral, a telecommunications engineer who has been out of work for a year and who joined the Movimiento Desempleados (MOVIDES Unemployed Movement), a not-for-profit organisation that encourages self-employment, told IPS. But among young people, the jobless rate is almost 50 per cent. Stimson cofounder Barry Blechman and colleague R. The organisation based in this southern Spanish city encourages the unemployed to team up in groups to create and run business projects. The rightwing government of Prime Minister Mariano Rajoy, in office since December, approved a decree in February introducing a radical labour reform that is highly praised by employers but rejected by trade unions and the two largest opposition groups, the Spanish Socialist Workers Party (PSOE) and Izquierda Unida (United Left). Blechman and Moore conclude that the US should "utilize all potential conduits of communications to open negotiations with Iran", not only on the nuclear issue, but on other issues of "common ground" such as Afghanistan. For its part, the US has charged Iran with conducting nuclear weapons-related activities. "The conflict between the US and Iran has continued for more than 30 years" and has "all the negative aspects
of the Cold War" but the US does not face anywhere near the same threats to its security, they argued. However, the reform will be approved without difficulty by parliament, where the governing People's Party has an absolute majority. "I have no money for food," he said Eighteen per cent of social assistance beneficiaries in Spain are under 35, and are either not entitled to unemployment benefits, or these have run out, according to the Tuesday 13 March issue of the newspaper El País. "For Iran the regional approach is an alternative to an international approach. The US believes the international community needs to be involved in a stable Afghan future, but Iran believes regional involvement should be the exclusive "successor" to ISAF withdrawal, which
should leave behind no residual foreign forces, she said. The government's labour reform "leads nowhere, does not generate employment and only ensures the precariousness of jobs created in fu-
ture when the economy gets moving again," he told IPS. "Alternatives must be found," Fernández emphasised, while recognising that organisations formed by unemployed people, like ADESORG, also function as "group therapy." "It's an anti-depressant," said Matas about MOVIDES, which is based in his home. "The United States has interests in Iran that are much broader than just the nuclear question," said Stimson President and CEO Ellen Laipson, a former state department official who has focused on Near East and Middle East affairs in policy planning throughout her career.
security is to be established, and while converging US-Iran interests were clear well before 2001, moving forward on this front has been overshadowed by increased hostility between the US and Iran over its nuclear programme. He used to work in construction, a sector that is now depressed. MOVIDES "is not a protest movement, but a search
help provided by family and friends, and he relies on social assistance. Taj Moore argued in a second publication released at the briefing Thursday that the solution to the political impasse between Iran and the US must involve increased engagement and diplomacy on a wide range issues that have plagued relations since the Islamic revolution. The former national security adviser to President Jimmy Carter stated that the Iranians would act out against the US because they would consider an Israeli attack as authorised by Washington, especially if Tel Aviv's forces flew over US-controlled Iraqi airspace. But it stresses that policy should be "founded not only on our concerns about a nuclear- armed Iran, but also a realistic understanding of the risks of military conflict with Iran."

Unemployed people's movements and associations in Spain are proposing alternatives to official job-seeking channels in the midst of an economic crisis that so far has left more than five million people out of work.
for alternatives," the movement's main organiser, Fernando Matas, told IPS. While the US and Iran both want to prevent a "draconian" Taliban- led or heavily Pakistan-controlled government from ruling Afghanistan, according to Laipson a "conceptual disagreement" between the US and Iran impedes them from working together more effectively on that goal. García, who attended meetings organised by MOVIDES in Málaga last week, recalled how, before the outbreak of the crisis in 2008, construction companies would actively seek him out, to hire him, and he could basically write his own ticket. For the United States the regional approach is a component of the international approach," Laipson noted. "This madness must be stopped," said Luis Fernández, a former construction worker and head of the National Association of the Unemployed (ADESORG), created in 2009, which has over 15,000 members
Under the current proposal, a tax of 0.1 per cent would be levied on bond and equity transactions and a tax of 0.01 per cent on derivatives. I BELIEVE Finland should explore a pilot programme using social impact bonds to target immigrant unemployment. "Francois Hollande, the socialist opponent of Nicolas Sarkozy in the upcoming French presidential elections, has stated up to three times he would spend the revenue on climate change and development. "It is clear that a group of European countries will move ahead and ignore the UK's pointless opposition." Taxation proposals cannot be taken up in the EU without the approval of all 27 member states. Governments are facing public pressure in Europe to levy the tax after banks and private financial institutions benefited from bailouts paid with taxpayer money during the global financial crisis. "At a time where most European governments are constrained it should be used for fiscal consolidation," Griffith-Jones says. Last year, approximately 29 billion euros was raised

Max Lawson, senior policy advisor at Oxfam's London office, agrees. "We've never been as close to an introduction as now," Professor Stephany Griffith-Jones, financial markets programme director at the Initiative for Policy Dialogue at Columbia University in New York tells IPS. In this era of increasing austerity and deepening problems, we need to embrace such innovations.

A SOCIAL impact bond could be targeted at a modest pool of unemployed immigrants in a particular area. Many analysts are confident that Germany will take the lead in forming a coalition and that a first version of the financial transaction tax will be put in place before the end of 2012. If it succeeds, investors will make a profit, immigrants will find jobs, the state will improve tax revenue and the administrators of the project will have succeeded in their endeavour. In the US, various states and cities have run their own programmes, and President Barack Obama asked to earmark $100 million out of the federal budget for such projects. For governments, they pay nothing if the programme fails and almost always save money if the programme succeeds. If the programme fails, the investors lose their money. Cord david@helsinkitimes.fi The writer is a journalist and columnist for Helsinki Times. These investors will only receive a return on their investment if the reoffending rate is improved by at least 7.5%. The overall unemployment rate in Finland is 7.8%, and the OECD estimates the rate for immigrants is 16%. However, the Lisbon Treaty specifies that one-third of the EU states can form "enhanced cooperation" to move ahead with a limited version of a proposal that affects only themselves. Earlier this month London Mayor Boris Johnson announced a social impact scheme to reduce homelessness. But Britain, although levies taxes on financial transactions itself, is the fiercest opponent of the European proposal. The meeting was organised by the Danish presidency after nine member states Belgium, Greece, Portugal, Finland, Austria, Ita-
ly, Spain, Germany and France. Public ministries are encased in their own way of doing things, and it often takes an outsider to perceive a new way to solve an old problem. European Union's finance ministers gathered last Tuesday to debate the introduction of a financial transaction tax. The European Commission's broader proposal would raise up to 57 billion euros per year. "Several ministers showed a pragmatic search for solutions. One of the first pilot programmes was launched in the UK in 2010, with the goal to help recently-released prisoners successfully re-integrate into society as law-abiding citizens. "Last year, (German Chancellor) Angela Merkel declared she was open to potentially using some of the revenues to finance climate change and development," Lawson says. IT IS DIFFICULT to find any downsides to such an exper-

Swedish Minister of Finance Anders Borg declared that a tax would "increase the lending cost, the cost of capital for companies and the cost for governments. They are under

The Irish government arranged to make 47.9 billion euros in promissory payments between March 2011 and March 2031, composed of 30.6 billion euros capital reduction and 16.8 billion euros in interest repayments. The Irish government struck a deal with ECB and the Central Bank of Ireland for Anglo to receive funding to repay debts, but without sufficient collateral, the Irish government created a "promissory note," an unconditional promise, to pay for the liability. According to Jubilee USA, the bank "recklessly financed some of Ireland's worst property speculators for unsustainable golf courses, hotels and supermarkets, and saddled the Irish people with a massive unjust debt." In 2010, the bank reported a 12.7-billion-euro loss, the largest in Irish corporate history. A situation similar to Ireland happened in 2008 in Ecuador. edu.hel.fi a letter of application and a current CV including the names and contact information for at least two references.

When the market crashed and the bank went belly up, the Irish government was in a place where they essentially had to back that debt," Eric LeCompte, executive director of Jubilee USA, told IPS. To pay off this debt, the Irish state will "essentially drain real money from the economy" with enormous impacts on people's lives, especially women, Nessa Ní Chasaide, coordinator of Debt and Development Coalition Ireland, told IPS. In 2009, the Irish government nationalised the bank.
Illegitimate and unjust debts The Irish government is scheduled to pay 4.1 billion dollars to the ECB on 31 March, which the activists say shouldn't happen because the debt is illegitimate. The event was organised by Jubilee Network USA, an alliance of labour organisations and churches promoting global economic justice, in association with civil groups in Ireland.
A rotten deal In 2008, the Anglo loans scandal led to the resignations of the bank's Chairman Sean FitzPatrick, CEO David Drumm, and board member Lars Bradshaw, who had given out hidden loans amounting to 87 million euros between years 2000 and 2007. "Essentially, there's always concern about not paying a promissory note. Patrick's Day on 17 March, activists dressed up as leprechauns appeared in front of the Embassy of Ireland to protest Irish taxpayer money being used to pay debts of the Anglo-Irish Bank and the Irish Nationwide Building Society (Anglo/INBS).
The leprechaun costumes represented the Anglo-Irish Bank and the European Central Bank (ECB) grabbing a 4.1-billion-dollar "pot of gold", money taken from the Irish people. "Ecuador had three billion dollars in loans from IMF, and the Ecuador government said `This debt is illegitimate; it was given to corrupt prior regimes, we are not going to pay it.' That forced international financial institutions into negotiations," LeCompte said. Now the same failed financial policies of the banks and International Monetary Fund that plagued the Global South has moved to the Global North, to Ireland, Iceland, Spain and Greece. From 2001 onwards, the economic growth was mainly based on a property price bubble fuelled by a massive rise in household debt, leading to reckless and speculative lending, mainly by Anglo/INBS

However, reality TV is back at the forefront of the public focus for less desperately sensationalistic reasons this week, with the cinematic debut of The Hunger Games. Having recorded the soundtrack for local director Timo Vuorensola's fresh pastiche, the band itself is anything but a new arrival. Certainly, reports of a SWAT tank and other armoured vehicles being sent in to bust up an alleged cockfighting ring at the home of an Arizona yokel during filming for the lamentable series Steven Seagal, Lawman don't help the declining credibility of the format. Finally, Taistelu Näsilinnasta 1918 depicts a decisive event between the Reds and the Whites during the Finnish Civil War in 1918.

Yet his positive messages that respect women, advocate faith and show compassion for black youth have enabled him to connect with a broad fan base. Following the example set by Miesten vuoro a couple of years ago, local film Saunavieras again uses the hot and sweaty room that forms the cornerstone of Finnish culture as its base, in a film about a friendship that begins to impose upon the business pursuits of two men. With over 16 million copies of the book series sold in the States, and millions more tweenies counting down the days until its cinematic release, the studio must be licking its chops in anticipation. With a stellar cast that includes the likes of Judi Dench, Bill Nighy, Maggie Smith and Tom Wilkinson, set against the backdrop of the beautiful city of Udaipur, advance word has been very strong. 00100 Helsinki, Finland Tel. Ikäheimo is part of a working group that carried out a study of the problems with the supply of locally produced foods commissioned by the Ministry of Agriculture and Forestry. The problem is in Finland's wholesale system, which does not allow a place for companies that produce in small quantities. Lehtovaara is famous for its high quality Finnish and international kitchen. The most important element in a working local food distribution model is competitiveness, says Jaakkola. "People are less inclined to throw away locally grown potatoes, for instance, than those that are produced and sold in massive quantities. In Ikäheimo's view, professional kitchens and retailers want local food to be as readily available to them as imported goods. Political decision-making was
needed to get things working, however. +358 20 7424 268 | www.tonysdeli.fi. Throughout the study, Ikäheimo says, the researchers kept meeting the same problem: Finns have become completely sold on wholesale thinking and want to buy everything on a centralised basis. At the moment that's out of the question. 135 4148 www.kolumbus.fi/zinnkeller
Fredrikinkatu 46 (Kamppi, Autotalo). "I understand well that the volume of produce [available from local producers] could be a problem for large municipalities, but in small places like Kiuruvesi there seems to be enough people who are willing to pay a little extra for their meal, especially as it supports local producers," he says.
Lehtovaara is known for its warm atmosphere, friendly, appreciated service and delicious portions that indulge the taste buds. Puh. 12:00-22.00 tel/fax: 09-693 3010 e-mail: yetinep@gmail.com www.yetinepal.fi Itämerenkatu 12 Near Ruoholahti metro station

Origins important According to Ikäheimo, products purchased from the local area are valued more highly than the faceless produce supplied by wholesalers, the origin and conditions of production of which are usually unknown and hard to determine. This is the diagnosis offered by researcher Irma Ikäheimo of the EkoCentria institute in the Savo Consortium for Education. By favouring locally produced food, she points out, it is easier to reduce the amount of food wastage and at the same time lessen harm to the environment. The study was published last week. Now local kitchens in Kiuruvesi have adapted their recipes to take account of the improved availability of local produce, says account manager Jukka Jaakkola. People tend to value a thing more when they have at least some idea of where it comes from." Ikäheimo is always disappointed to see increasing amount of produce that are imported, such as berries, even though locally produced alternatives would be available.
