Chancellor Angela Merkel said Tuesday that Finland's opposition against the deployment of euro zone bailout funds to buy government bonds `should be respected'. Although transformations often take place during a serious crisis, the crisis must not be used as a cover for taking the union into a certain direction. Yet, talking in numbers, it is only 73 years since the Second World War broke out and not more than 23 years since the era of cold war ended with the fall of the Berlin wall. Little by little it has reached its current position as a coalition of 27 member states from South, East, North and West. Military intervention While members of the opposition met in Cairo this week in the latest of a series of vain efforts to unify its diverging and often quarrelsome factions, the US and Russia continued to butt heads over the terms of any transition that would be authorised by the UN Security Council. "This defection means that the battle lines along religious communal lines are be-
ing drawn up right up to the top of the regime. "It is important that there is this increasing stream of senior military defectors," she told reporters after the meeting in reference to Tlas's defection. The asylum seekers have to pay
an equivalent of around 9,000 dollars in local currency in two instalments. Pakistani or Afghan passport holders are now faced with unusually lengthy immigration process on entering Sri Lanka.

IF YOU hold a Pakistani or Afghan passport, be prepared for an unusually lengthy immigration process on entering Sri Lanka. These hawks have argued that a protracted and increasingly sectarian civil war in Syria could strengthen radical Islamist forces there and that Washington should take a more activist role in the conflict to steer the opposition in a more "moderate" and proWestern direction.
Signal sectarian civil war Joshua Landis, a Syria expert at the University of
Oklahoma, said he was sceptical that Tlas can successfully emerge as a new leader. Most who wait for an opportunity or have failed in their attempts remain silent. Russia has insisted that Assad and his cohorts be allowed to participate in a transitional government, which the US- and Arab League-backed opposition has rejected outright. Sri Lankans made the second largest group. In the past many illegal asylum seekers used Thailand and Indonesia as transit points. According to police information, they are asked to pay
2,500 dollars before they get on board. "Because if people like him, and like the generals and colonels and others who have recently defected to Turkey are any indication, regime insiders and the military establishment are starting to vote with their feet." Independent analysts here, including some who have long expressed scepticism over administration claims of the regime's vulnerability, largely echoed that view, agreeing that Tlas' departure has struck a major blow to the regime, which has relied for some 40 years on unity between the Alawite minority, of which the Assads are a part, and the Sunni military and business elite. The police officer cited the case of more than 200 Sri Lankans who found themselves stranded in the West African state Togo in October 2011 after being abandoned by smugglers who had promised passage to Canada. "We've known for some time that this is turning into a sectarian brawl of Alawites and Sunnis," said Landis. Such a trend could, after Assad's departure, trigger reprisals against the Alawites and communities like Christians perceived to have been supporting the regime." Alawites constitute approximately 11 per cent of the population, and Christians make up an additional 10 per cent.

Sri Lankan asylum seekers boosting The increasing incidents of foreigners using Sri Lanka to get on boats comes at a time when national security authorities have reported a spike in the number of locals taking the same risky route. Though reports have emerged of CIA involvement with Syrian rebels groups operating in Turkey, the Barack Obama administration has thus far refrained from the deeper military intervention favoured by the Turkey-based Free Syrian Army, the Syrian National Council, and some US lawmakers, such as Republican Senator John McCain, and independent Democrat Senator Joseph Lieberman, as well as neo-conservative and liberal interventionist pundits and commentators.

Card times When asked what Edenred brings to the Finnish lunch-voucher table, Mustelin emphasised technological expertise. As for security, Stern said, "The card is basically as secure as any bank card. It goes through the same system." He went on to address the issue of data security, a hot-button topic in these days of data mining. "What we want is to bring innovation to the customers." With its seamless convenience and cutting-edge sensibilities, Edenred is sure to make waves in the Finnish market. The purchasing company receives much more than books of vouchers; it gets applications that help to reduce administrative burden through automatic loading and updating of cards, as well as the ability to track patterns of card usage. It now brings its experience, expertise and passion to Finland through Edenred Finland, a small but agile unit of 16 employees headed by the redoubtable Markus Mustelin, a former professional yachtsman who has steered the unit through many changes from the Accor era to the present.
VILLE KOPRA, a special advisor to Jutta Urpilainen on economic policy, has suggested that our value added tax should be progressive, meaning that those who have higher incomes should pay higher VAT taxes. In effect, this would no longer be a pure VAT, and some public accounting changes would be necessary to make it work. In the half-century since then, it has expanded its operations to 38 countries, with 6,000 employees, over half a million clients and more than a million affiliated merchants. You may very well have one of their cards in your wallet before you know it.. We will never sell our data to third parties. It is this technological edge that Edenred hopes to bring to Finland. "We are not worried about market share," he said. I would implement it the opposite manner: the consumer would pay the lowest VAT, and only when the income tax is filed would those with higher incomes be obligated to pay the higher consumption taxes. I tend to regard most economic ideas coming out of the Social Democratic party with the same distaste as I view alcoholics relieving themselves on sidewalks, but recently a SDP member suggested an intriguing proposal.

It is a subsidiary of the Edenred group, which was itself part of the French Accor hospitality and services giant until 2010, when the Accor Services unit demerged from the group and became its own entity. Since the retailer doesn't know the income of her customer, it would be impractical to levy different rates at the point of sale. It would not be a perfect system, but it would address the regressive nature of the VAT as well as make day-to-day life a bit easier for the average consumer.

KOPRA IN PRACTICE, a progressive VAT system causes problems, because they are paid at the time of purchase. THE PROBLEM I
have with consumption taxes, such as VAT and sales taxes, is that they are extremely regressive. Our income tax forms already include our income and savings (to some extent), and hence consumption, so those with low incomes would get a VAT refund with their normal income taxes. Edenred is the world leader in prepaid solutions, a position it has held since Jacques Borel invented the Ticket Restaurant voucher programme in 1962. They work through the Europewide MasterCard pointof-sale service, which is available for most merchants in Finland. Under the leadership of Jacques Stern, Edenred has established itself as an innovative and socially responsible brand.
THIS dilemma has long been acknowledged, and policy makers have tried various methods to rectify it. Stern was clear about their priorities. Under the driving leadership of Jacques Stern, Edenred has established itself as an innovative and socially responsible brand. for those with low incomes, his thinking is quite a bit different from mine.
TUCKED into a nondescript building in the industrial section of Vallila in Helsinki, a project is under way to bring more alternatives to the manner in which people in Finland purchase their
food and health and culture products. Most of us are familiar with the lounasseteli, or lunch voucher, as well as
its siblings the liikuntaseteli and kulttuuriseteli, which can be used to pay for fitness and cultural activities respectively. AS ENVISAGED, this is a terrible way to implement a progressive VAT. Since those with lower incomes spend a higher proportion of their salary on food, such a system tries to make If this is Kopra's idea consumption taxes less regressive. Finns already have a very high rate of card usage, so the infrastructure is well developed, giving users a great deal of choice over where to spend their money. The cards offer both convenience and security. The companies that produce the vouchers take a small service charge for their use. These vouchers are ubiquitous in Finland, and almost everyone who has worked here will have received and used them. Until now, Luottokunta has remained the only company offering electronically managed card alternatives to slips of paper, smaller than a banknote, that need to be signed and physically managed.
Edenred plans to introduce new electronically managed cards. Bored of lunching at the same places every day. We collect the data, we make it available to the company, but never to anyone else." If this is Kopra's idea of making life easier for those with low incomes, his thinking is quite a bit different from mine. Instead, Kopra offers a different solution. He proposes that consumption taxes should be higher for those with large incomes and lower for those with below-average wages. Speakers will be arriving from Russia, Estonia, Sweden and Malta. Besides issues of national interest, local topics relating to the city of Pori will also be covered. The idea was developed in 2004 by Esa Nieminen, news chief of MTV3 and producer of Finland Arena, who wished to bring political discussion to the otherwise quiet month of July. The upcoming Finland Arena event, which will be held 16-20 July, comprises a hundred functions and nearly 500 speakers. Tawakkol Karman will come from as far as Yemen. Notable speakers include European Commissioner for Economic and Monetary Affairs and the Euro, Olli Rehn, Nobel Peace Prize winner Tawakkol Karman, nine ministers, approximately 90 Members of the Finnish Parliament, Members of the European Parliament and influential figures from the worlds of culture, economics and sports. Some terraces have shelters and heaters in the evening, which provides a comfortable setting until late. Besides locations in the busy heart of Helsinki centre, terraces are a common feature in restaurants all around Helsinki. Since 2007, Helsinki restaurants have been able to keep their terraces open during the wintertime as well. The most important criterion for permission
for longer opening hours is to avoid excessive noise level near living areas or urban public spaces. Terrace season as it is often called opens during the spring as soon as the weather permits and the cold and snow subside, usually around late April or early May. However, to place a whole month's wages on Billy Bolt may bring you nothing but cold sweat. In summer, the square is great for peoplewatching, while listening to live music from the open-air stage. Meaning in English: Pearls before swine, do not waste something good on something or someone that is unable to appreciate it. I remember reading about a continuous dearth of harness racing judges and thinking if I could cut it as a judge. Hanging out Visit the Museum of North Karelia to learn more about the Karelia region, which is said to be the cradle of Finnish culture. Joensuu has a strong rock music scene and throughout the year many local rock bands perform in the city. Combine with a visit to one of the cafe bars on the harbour front. Established in 1848 by Czar Nikolai I, the city prospered on river trade and the timber industry. By the end of the 19th century, Joensuu was one of the largest and busiest river ports in Finland. The remaining 20 per cent is used to cover the costs of Fintoto, the umbrella organisation Suomen Hippos and the organising race tracks. 14

Around 21,000 rock fans attend the sell-out festival every year. The printed event programme provides you with nitty-gritty historical data on any participating horse, perhaps most relevantly regarding their preceding starts, personal records and prize money won," says Kuha. "If you want to place bets on horses, you can choose from different games. Other architectural points of interest are the Art Nouveau town hall, designed by Eliel Saarinen (the architect of Helsinki Railway Station), the art museum and the city's two main churches.
Loud and proud In stark contrast with these peaceful surroundings, the city is anything but quiet during three days each summer when Joensuu hosts the Ilosaari Rock Festival. When you place bets on horses, the more you know, the better the results will be, and yet a lot of it seems to be down to chance. The well-respected University of Eastern Finland, partially based in Joensuu, has a large campus in the city. A key fact is that harness racing is not animal cruelty: the horses love to race as much as their drivers," Kuha says. Fortunately, I could lean on expert help, provided in this case by Martti Kuha, 60, chairman of Pihtiputaan Hevosystäväin Seura, the local harness racing society. A collection of lovingly restored brick and timber buildings form a pleasant setting for a small arts district of exhibition spaces, outlets for traditional crafts and handmade gifts, plus an excellent café. You don't become a harness racing judge simply by carrying around a pair of binoculars. During the summer, boat cruises on the lake are always popular and the many small jetties dotted along the town's riverbank are filled with pretty pleasure boats. Kuha comes from a local harness racing family, and after earning his spurs in coaching and administrative tasks in other sports, he was summoned to chair the society when the predecessor stepped down. That said, last year's acclaimed performance in The Beaver was swamped by his most recent bout of negative publicity and the film sank without a trace. This week, Gibson heads south of the border in Get the Gringo, an attempt to salvage some of his earlier glories by harking back to the Lethal Weapon action-comedy hybrid that wowed fans in the late `80s and `90s. Keane has sold over 10 million albums worldwide to date. Hot off the back of her recent change in musical direction, Norah Jones wraps her sultry smoky voice around the Danger Mouse samples of her full-length Little Broken Hearts. A late addition to the lineup, Aaron Neville will draw on a career that stretches back to the 1960s with a host of soul and R&B cuts. Meanwhile, soul singer D'Angelo, Jools Holland and his Rhythm & Blues Orchestra and regular visitor to these shores Paul Anka are on hand. In light of the spate of the family killings in recent times, this unfortunate storyline couldn't be more topical. AFTER many years at the top of the charts and selling out venues around the world along the way, British faves Keane make a welcome return

Having entertained audiences for some five decades, Hancock's ongoing relevance is reflected in the winning of his 13th and 14th Grammy Awards last year for The Imagine Project. Here engaged couple Sakari and Veera find their relationship taking on a whole new dimension when Veera asks her fiance to help kill her father. Sophomore effort Under the Iron Sea followed in 2006, marking a significant advancement of their sound with synthesizers dominating the musical landscapes. Going on to win multiple awards, the album was the second best-selling British album of the year. Best known over the years for choice cuts such as
Chameleon, Watermelon Man and Maiden Voyage, Hancock was one of the first jazz musicians to embrace the use of synthesizers, creating a highly influential sound. HELSINKI TIMES
