Commissioned and published by MTV3 News, the results say that 65 per cent of the respondents are not going to reduce their consumption in any way and that only 25 per cent of the respondents would make budget cuts in their everyday life. DEPUTY Prosecutor General Jorma Kalske has stated that Finnair CEO Mika Vehviläinen will not face charges over a dubious real estate deal involving pensions firm Ilmarinen which had led a preliminary investigation by police. Vehviläinen will now be likely to continue in his position with Finnair, despite remarks earlier this year by Minister Heidi Hautala (Greens) in her role as government minister in charge of state-owned companies that if charges were brought against Vehviläinen he would have to step down. The Finnish Finance Ministry released information on the finalisation of the 2012 budget, which sees about 2.5 per cent of spending going to the bailout funds. We also take a look at Helsinki spas, the decline of the low-carb diet fad and how teenagers need parental support in quitting smoking. The questionnaire revealed that 74 per cent of respondents would cut down their spending on home electronics, 69 per cent on entertainment and 59 per cent on travelling. The question of where to make savings also shows differences between genders: men were more eager to reduce shopping, travelling and entertainment than women.

Pumping heat from below With the Finnish climate meaning solar power, wind generators and tidal power are difficult sources of alternative energy, ground-source heat pumps are becoming a more popular and efficient way to produce energy - and do so without damaging the environment. Most western European nations saw their economies decrease, with the exception of Germany. The French Central Bank announced that it expects France to slip into negative growth in the third quarter. However, the respondents' age range showed a difference: only 15 per cent of respondents between 18 and 24 years of age were going to reduce consumption, whereas 34 per cent of those aged between 55 and 64 would, more than twice the proportion for 18- to 24-year-olds.
When it comes to where Finns would reduce spending, according to the survey, the top three luxuries would be home electronics, entertainment and travelling. In Finland, GDP fell 0.1 per cent in the second quarter, and it was not alone. Viewpoints are commentaries written by experts and authorities about specific topics. How do you determine when a company has crossed that line. There aren't any major lost revenues. Yes, Samsung crossed the boundary the first time, and will pay the cost for that, but that doesn't mean that it shouldn't be able to compete, or that we should hand Apple a monopoly. But to avoid infringement, we had to take the unit apart, understand that particular item, and then, when we created our own mechanism, guarantee that our methodology was not the same as IBM's, even though the end result was the same. In this case, I think Samsung had some of the most creative and innovative design engineers on the globe, and they didn't have to cross that line. That's the part that the jury took seriously. Nowadays, most institutional centres are first-stage reception centres where an asylum seeker will only stay from a few weeks to a couple of months. Not only does living in a flat help asylum seekers get accustomed to the Finnish way of life, there is also a finan-

"It was a project for letting people know where to find accommodation, how to find leisure activities, organisations, and language courses," explained Liselott Sundbäck, Integration Adviser at Bridge. In Pyykkönen's view, the plan of housing asylum seekers in flats is being put into practice fairly effectively. Helsinki, Oulu and Turku, for instance, have such centres, while elsewhere asylum seekers are usually placed in rental flats. It usually takes one to two years to obtain a decision. "Sometimes we have customers who find it difficult to follow the housing company regulations. Asylum seekers moving from the Ruovesi reception centre to rental housing in Mänttä-Vilppula shaves at least 150,000 euro off the annual budget just in rental costs. This would leave the reception centres with office and other service premises, with asylum seekers living in different parts of municipalities. Ari Haaranen, director of the Rovaniemi reception centre, which is one of the centres that have opted for rental accommodation, emphasises that asylum seekers are not left to cope on their own. "The regulations are not a premise for creative interpretation," the Prime Minister stated. In 2009 it emerged that the Youth Foundation a non-profit housing group of which Kaikkonen had been chairman since 2003 had given the Centre MP financial support in his campaigns in municipal, parliamentary and European parliament elections. On the other hand, Katainen also understands the disappointment of the Spanish with the market's reaction to the austerity measures introduced in Spain: "Spain would deserve lower interest rates." Nevertheless, the Prime Minister emphasised his faith in an economic upturn in Spain, once the uncertainty pestering the financial market dispels. Among other charges, the defendants are accused of buying artwork and books at charity auctions for inflated prices to raise money for candidates. Vänskä also views the fashion images as a fairly one-dimensional target to identify with. Picturing a child in the adult world is, however, not a new phenomenon. The most significant thing about childhood is innocence and children are seen as beings that need protection. The police are investigating the case, but it is unlikely to result in charges unless the victim talks. According to Forss, it is theroetically possible that those who instigated the beating are guilty of an offence. The discussion also touched on the man's loved ones. Finland's SM Liiga have made major efforts in recent years to cut out violence in the game, which has been typical of ice hockey in North America for many years. According to the data of Helsinki Internet police officer Marko Forss, no report of the web turmoil has been made to the police. In turn, another of the defendants felt that he had been involved unknowingly as an accomplice. Toni Kristian Vitikainen, 41, was convicted of aggravated extortion of the gallerist, as well as another serious racketeering enterprise, and received a three-year jail sentence without parole. Ice hockey player to be investigated for assault during match
Police are set to investigate Jokerit forward Semir Ben-Amor for his attack on HIFK's Ville Peltonen during the bad-tempered European Trophy game between the two Helsinki teams on 1 September. He took them seriously, and wrote a complete account to be delivered to the police if he were to die. Ben-Amor has already received an 18-game ban from the Finland's SM Liiga ice hockey league and it will now be seen whether he will face criminal charges as a result of his actions. When I look around the resort where we are located, I would guess that 25 per cent of old cottages have installed air-source heat pumps and about 85 to 90 per cent of new cottages under construction will be equipped with one." Motiva, a state-owned company in the industry, says that ground-source heat pumps have a relatively high initial cost. THE IDEA is for the ECB to buy troubled nations' short-
Ground-source heat pumps, like this one being installed in a Finnish home, are growing in popularity.

DAV I D J . More than half of all new single-family house builders end up choosing a heat pump in one form or another. Replacing these with renewable-energy solutions is critical for Finland when trying to meet the requirements the EU Renewable Energy Directive has set for Finland. "This decade is going to be the decade of renewable energy and energy saving. Yet one green source of energy is exploding in popularity: heat pumps. The plan is bold enough to make a real impact, but is certainly risky. The Finnish government had set a 10 million budget for the program. Yet the ECB has also promised to "sterilise" its purchases, meanDraghi's gambit re- ing it will try to withdraw money from circulation so veals the structural as not to increase the monflaws in the entire ey supply and bump up inflation. We don't get enough sunlight for solar power most of the year, our brutal winters play havoc on wind turbines, and it is rather difficult for tidal power to be generated with a frozen sea. "The rise in energy prices and the challenging Finnish winter climate favour groundsource heat pumps, which extract renewable energy from the ground in large quantities and effectively. If they want ECB help, they must do what he says. Investors will be more willing to act as creditors with the knowledge that they can turn around and sell that debt to the central bank.
SOUTHERN
Europe is not completely happy with the plan, because Draghi will only buy short-term debt, and will act only after the country has formally requested a bailout and consented to budget and structural reforms.
NORTHERN Europe is not pleased, either, because the bank is slipping through loopholes to do what it is not supposed to do. An air-source heat pump takes heat from the air, as long as the outside temperature is

Draghi's gambit
MARIO DRAGHI, the head of the European Central Bank, has finally revealed how he would intervene in the sovereign debt crisis. Now we have unelected central bank authorities trying to force elected politicians to do what they want. Prior to the heat pump, they used electric heating and cooling, as well as a fire place. The company suggests that heat pumps can produce as much as 40 66 per cent of the heat energy used by a typical home, but the savings vary depending upon the size, insulation, and characteristics of the building. They still use those old systems, but now they are supplemented with the heat pump. 10

Nokia and Microsoft are offering app developers up to 70,000 if their ideas are accepted for a new program.
DAV I D J . App developers are being invited to apply to the program for funding and coaching. The submission process is simple, asking applicants what is new, interesting, or different about proposed apps and inviting them to provide demos and videos. AppCampus recruited Audiocraft to host a crowdsourced effort to create a unique soundtrack to complement its video materials. Once formally admitted, participants will receive thirty per cent of the funds. "We want to turn a new leaf in the mobile industry and foster Finland's role as a centre of excellence for mobile technology," Microsoft Oy's General Manager Ari Rahkonen said at the ceremony. Pekka Sivonen, the head of the project, is a great addition. Other partners have been brought in for diverse reasons. "Such investment into early-stage concepts has rarely been seen in this sector, and this demonstrates how highly both Nokia and Microsoft value Finnish mobile expertise."

Infancy night waking may lead to adulthood insomnia
Some 40 per cent of infancy night-waking and daytime napping is caused by genetics, according to a new British study. According to a presentation from Markku Tyni at the University of Savonia Applied Sciences, the people who came to these spas from abroad were not only urbane aristocrats: commoners as well as the elite came to Finland. Finnish private or public hospitals have not been marketing health care services outside Finland." Yet this may be changing. In the last few decades, melanoma has been one of the fastest types of cancer spreading in Europe, thought to be caused mainly by sunburn. Tiina Paunio, a Professor of Psychiatry, however claims that environmental factors have a major impact on the sleeping cycle of the baby although permanent psychic issues such as tendency of anxiety affects the ability to sleep through life. "In the age of the internet people and patients can easily see what we can offer," concludes Nordström. The results say that using solarium increases the risk of developing melanoma by 20 per cent and by 87 per cent if the exposure to solarium has occurred under the age of 37. The Helsingin Sanomat reports that the private oncological hospital Docrates has 20 per cent of their patients coming from outside Finland. They were one of the earliest beneficiaries of a renewed interest in having procedures done in Finland, and first saw an increase in patients after the Soviet Union collapsed, even needing a fulltime Russian interpreter. In Finland studies are currently being done to understand genetics' affect on sleep. While high-profile footballers generate headlines for domestic health care, such tourism is nothing new for Finland. care in our country. Patients travelling to another EU country for health care should then enjoy equal treatment with the citizens of the country in which they are treated. However, the benefits of exercise were neutralized if the subject had overweight even in the case of active exercise. Now, however, a new study published by BMJmagazine claims that 5 per cent of all new melanomas in Europe are caused by solarium. The survey considers that the risks of solarium have been underestimated and predicts that since solarium tanning's popularity has increased in the past five years, future studies may reveal increase in the risks. "A newly-adopted EU directive improves patients' rights to cross-border health care and should become part of national law by the end of October 2013. This new law can increase demand for cross-border services."

"Generally speaking, health care services have been provided locally. At the end of the 19th century Finnish health spas were a popular destination for health-conscious foreign travellers, with Naantali, Turku and Lappeenranta hosting resorts. Yet private providers remain on the forefront of this growing trend. In Finland, 4,000 new cases of breast cancer are diagnosed each year and approximately one out of ten women developed breast cancer during their life according to Duodecim news agency. And we welcome patients from anywhere in the world, especially for those treatments where we have the most excellent level in the world."
For generations, people have been coming to Finland for health reasons. Conflict with Russia limited such visits, and other European nations developed their own national health care systems. Some specific physicians and services may develop good reputations internationally. Other private health care providers have noticed the influx of patients from abroad.

Laatikainen thinks that funding for the research could still be obtained. "A number of short-term studies speak in favour of the low-carb diet, but they come up against population studies, in which there have been signs that diets with a focus on meat and saturated fats increase the risks of developing a chronic disease. If the initial experiences with smoking do not lead to getting hooked on cigarettes, it is easy to believe oneself immune to addiction. Even though the risk of relapse is smaller if a teenager is not exposed to cigarette smoke at home, Laivisto says that even parents who smoke can help with the right attitude. In this fortnightly series, Helsinki Times has a chat with different people about the places they live in. The park flea markets have concentrated on the
Kallio area of Helsinki, where parks such as Dallapénpuisto and Pengerpuisto and their surroundings have welcomed tables laden with items and people bustling about, enjoying the urban setting. The Kallio movement attempts to bring people together within all our events. 16 years I also grew up there. With the region itself gradually developing its own young identity away from Helsin-
ki during the 1960s, when many of the tall apartments we see in the region today were built. It's a suburb. For the fitness-oriented person, the Rudus nature trail is perfect for walking and jogging or for just enjoying the fresh air with skiing being possible during the winter and early spring time. The history of modern Olari begins in 1968, when construction started in order to turn the forests of Espoo into living suburbs. She is now residing in Finland again, having completed her studies in the UK. Puistokirppis, as the Finnish call a park flea market, is also a social event, where people can pitch booths for free or discover collectible items that they cannot find in shops. Laura Oikari has been involved in organising the Kallio park flea markets since last summer, when they first sprung up. Flea markets work well for those wishing to rid themselves of items both old and new, as they are popular indeed. Some of Finland's most known underground rappers also come from Olari, naturally singing about it as well.
Citymarket supermarkets for a wide range of food and everyday accessories. "A need for such communal events that anyone can join does exist. "I like to go to outdoor flea markets, and their atmosphere. "Not many people in Kallio have their own garden, or even an inner courtyard, so parks are kind of common gardens where people can easily gather. They were built in the 1960s and -70s, as a new way of suburb building; the houses were built with flat stab technique and each resident had their own sauna. If you're young or old, the place is ideal to meet your needs, although if you're looking for a location, which offers a variation of pubs and clubs, you need to commute to Helsinki. They have been organised on a large scale in, for example, Herttoniemi and Tapanila," Oikari says. 16

FLEA MARKETS are expanding from dusty halls to new and refreshing venues, such as parks on bright summer days. This expansion of building through subsequent years lead to the development of the areas such as Friisilä, Lystinmäki and Haltila with semi-detached, modern houses ; creating the need for careful town and country planning, in close collaboration with the local communities. The social aspect of these events is important. We don't have the same opportunities at my locality," says Ristimäki, who is from Mänttä and resides in Jyväskylä. It holds parks that feature street festivals, art scenes and celebration.
Heini Ristimäki visited a Kallio park flea market in Dallapénpuisto on 30 August for the first time. · Many famous Finns, such as the writer Jari Tervo and ice hockey player Jere Lehtinen, have lived in Olari at some point of their lives. There are excellent play areas such as Asukaspuisto in Kuitinmäki for small children as well as Kuitinmäen Koulu, a middle school, and Olarin Lukio, a high school for the teens. Oikari is a member of the Kallio movement.
"The idea of a park flea market is not a new one. I didn't find anything at Kallio park flea market, I was mostly eyeing things due to lack of time."
The Kallio park flea markets are highly publicised in social media, which has contributed to the significant number of visitors. THE HELSINKI Poetry Connection liberates the microphone once again this Saturday, 15 September with the widely popular Kiiski Open Mic event. Well, we know what we are in for and are chomping at the bit in anticipation! With a cast boasting the likes of Edward Norton, Bruce Willis, Frances McDormand, Bill Murray and Tilda Swinton, Anderson's ability to draw the unexpected from his actors is highly regarded, something that his star-studded cast no doubt will achieve. The idea behind open mic is to give young poets a chance of being heard and seen, which combined with the rule of doing just own material, keeps the evenings fresh and ensures that the same poem is never heard twice. 2003's Sleeping with Ghosts came close, with such cuts as Bitter End and This Picture capturing the angst and alternative perspectives of before. Pianists of all nationalities born in 1982 or later are welcome to participate. Sophomore album Without You I'm Nothing then broke them through to an even wider global audience with a clutch of hit singles that included the four-on-the-floor grind of single Pure Morning.
Subsequent albums have only sporadically hinted at their earlier impact, however. Hosted by a local poet and the founder of the HPC, Harri Hertell, the event welcomes poets and poetry-minded individuals to join the word-loving atmosphere. The competition is named after Maj Lind, a keen music-
lover who, upon her passing away, left some of her property to the Sibelius Academy for "the promotion of the art of piano playing". The principle of the event is simple; the stage is open and anybody can get up and perform their own poetry, rap, song or even spoken-word as they please. Founded in 2008, the Helsinki Poetry Connection has done the impossible and popularised poetry jams. They have also embarked on a brief European tour that sees them arriving at Helsinki's Jäähalli for a performance on Friday 14 September.
