The latter study argued strongly against the predominant use of Gross Domestic Product (GDP) as a measure of the wellbeing of countries. Austria, the Netherlands and Luxembourg had unemployment rates of around 5 per cent, less than half of the Eurozone average. The World Happiness Report is similar in spirit to the annual Human Development Reports, carried out by the United Nation Development Programme,
and to the Report by the Commission on the Measurement of Economic Performance and Social Progress. The countries whose populations are deemed to be least happy on average are Burundi, Sierra Leone, the Central African Republic, Benin, and Togo, all of which have high levels of poverty. It is political freedom, strong social networks and an absence of corruption that are together more important than income in explaining well-being differences between the top and bottom countries. At the individual level, good mental and physical health, someone to count on, job security and stable families are crucial. The worst unemployment rates in February could be found in Spain and Greece, with 24 per cent and 21 per cent respectively. On all these counts, Finland, along with all the other Nordic countries and Holland, come out at the top of the list. The next issue is out on 19 April. Eurostat estimated Finland's rate at 7.4 per cent in February, while Statistics Finland suggested 7.7 per cent. NANCY and Stephen Elop have five children between ages 13 and 20 - an adopted Chinese girl, a son and triplets, all girls. "That's us," Elop says. They're down again this year, taking the plunge since the 2007 peak to an astonishing 75 per cent. Proof. He tells me he recently left his iPad on an airplane and never got it back. After his first year, he wrote the user operating manual, called the Orange Book, for the campus's new computer system.
BY THE time Adobe Systems bought Macromedia, in 2005, Elop was Macromedia's CEO - his first top job. Mobile phones smaller than shoe boxes were still fantasy gadgets but Microsoft and Apple were coming on strong, companies were appointing information officers and secretaries were swapping IBM typewriters for PCs. Apparently, investors are not convinced that Elop's decision to ditch Nokia's home-grown Symbian operating software in favour of Microsoft's for all its new products will work. The tech giant, once better known as a maker of tires, rubber boots and cables, was responsible for 4 per cent of Finnish gross domestic product, 25 per cent of its exports, 35 per cent of its R&D and fully one-third of the value of the Finnish stock market.

His grandfather was a wireless operator in the Second World War and his father a Westinghouse engineer who designed electrical transformers for power plants, so he comes by his love for electronics and gadgetry honestly. The endless airplane and hotel meals seem to have caught up with him since the last time we met, in London 13 months ago, when he tied Nokia's future to Microsoft, his previous employer. He travels with a dozen and uses each one. He seems to have had a normal, suburban Ontario upbringing, but his desire to toil in the tech world was never in doubt. They met at McMaster and married when they were young. Macromedia was a wild ride for Elop. "I took him into the recreation room in our basement and we spent the better part of the afternoon and evening talking. Virén fell in the 10,000-metre event in the 1972 Munich Olympics, picked himself and went on to win gold and set a world record. Nancy is from Wyoming, Ontario, just east of Sarnia. As late as 2004, Nokia had controlled as much as 40 per cent of the American mobile phone sales. At the time, Nokia was a mess. He came in the unlikely form of Stephen Elop, a tech geek bred in little An-

He joined near the peak of the internet bubble and watched it deflate. Elop won't say whether the worst is over for Nokia. The Lumia phones are sleek, fast, attractive and are winning awards. "I have this pattern of going right around the globe," he says. The PureView won the best new device award at the Mobile World Congress in Barcelona in February. With a power source the size of a car battery, it weighed 15 kilos and cost in the neighbourhood of $10,000.

I ask Elop why he went only with Microsoft, which has been a perennial dud in the mobile space, instead of hedging his bets by glomming on to both the Microsoft and Android operating systems. "A lot of us left not long [before the bankruptcy]," he says. The lads sold it to Lotus Development, the maker of Lotus 1-2-3 spreadsheet software, in the early 1990s. "I took it apart and it never worked again."

WHEN he graduated from McMaster, in 1986, the tech world was on fire. A few days later, he was appointed head of Microsoft's business division, where he was responsible for the Microsoft Office products.
TWO-AND-A-HALF years later, Nokia came knocking and he was made CEO of the world's biggest mobile phone company, complete with a $6-million (U.S.) signing bonus. "The lesson I learned is that the laws of gravity apply," he says. The phones got ever smaller, affordable and innovative. The iPhone and Google's Android phones were quickly making Nokia's clunky gadgets irrelevant. He has a terrible memory for dates and keeps asking his PR staffer for help in figuring out where he worked when. "My mother said, `Do you really have to move that far away to find a job?'" Soma was a remarkable success. The Lumia 800, Nokia's first Microsoft product, and another model called the Lumia 710, sold more than 1 million units in the last quarter of 2011. For my wife it was a good thing because she got to ask what schools are like in Redmond. The shares fell 47 per cent in 2011. To say that few CEOs face a greater turnaround challenge is like saying Greece has a little debt problem in need of a cure.

N slick, airy headquarters in Espoo, hard by the Baltic Sea just beyond Helsinki, houses a display that traces the evolution of Nokia's mobile phones. He hasn't forgotten his junk-food lingo. He then consulted for Lotus and a high-flying fast-food chain called Boston Chicken, which he later joined as chief information officer. Mobile phones galore. Having eaten reindeer the night before, and craving something Italian after a week on the road (I live in Rome), I go for the risotto, though in deference to my latitude, I start with the blinis, served with roe, red onions and a heavy cream (delicious!). He joined Adobe, lasted a year, then landed at Juniper Networks, the California maker of networking equipment, as chief operating officer. "It has nothing to do with the drug," he says. Hero Lasse Virén, the Finnish long-distance runner who fell in the 1972 Olympics and went on to win gold in the 10,000-metre event (Virén won four golds in the 1972 and 1976 games).
ELOP begged not to be left in professional limbo and before he knew it, Ballmer's plane had landed at Kitchener-Waterloo Airport. ELOP'S arrival did nothing to halt the rot, at least at first. The scout told him "Steve Ballmer wants to see you." They talked technology, including mobile technology. "My younger brother will remember that he received a transistor radio for Christmas," he says. "Focus," he says. "If you have a multiple-hedging strategy while you're going through a significant transformation, then what you're saying is that everyone in the company gets to decide what's important. "When you went into a Boston Chicken and ordered quarter-chicken, white, with mash and corn, when that was rung up, that would signal all the way along the supply chain the need for more potatoes to be put on a truck a thousand miles away," he says. A man has been remanded in custody charged with a number of offences, including attempted murder and attempted manslaughter, in relation to last Friday's shootings in Orivesi. One pack is allowed to contain, at most, 0.42 grammes of nicotine and a single dose should contain no more than 10 milligrammes. According to Juhana Suoniemi, Member of the Council of Tampere Region, the preliminary planning has already been completed and accepted by the City Council. The first part of the project establishes the Hervanta-Downtown-Lentävänniemi line. PTT predicts that the prices of meat and milk products will increase more this year than other food categories, rising by 5 and 4.5 per cent respectively. HT

Paavola says that the intention is for a proposal for the revision of the directive to be submitted in autumn of this year. Tuorila says that it's now been half a year since he last smoked regular tobacco; a longer time than ever before. The code could take the form of a particular sound signal or song played over the school's internal communications system. Waitinen told the paper there is good reason to consider devising an emergency system for use in schools in the event of an emergency, such as last week's school shooting in Orivesi. The complete tram planning should be ready by early 2013, and by 2016 the tram should be in full service. 4

Finnish authorities are taking a cautious line regarding electric cigarettes. Using chemical analysis, it's been shown that electric cigarettes contain many of the same substances that are found in traditional tobacco products. Nicotine is classified as a medicinal drug, regardless of concentration. If the directive is extended to electric cigarettes as well, it could mean that it will be possible to sell them subject to the same restrictions as tobacco. "All options for amending the directive are possible. "So far we haven't received any applications for permits regarding electric cigarettes," says Kristiina Pellas of the Finnish Medicines Agency. `It's traditionally been this way, and all manner of other business is planned for that time. Turku previously had a horse-drawn tram network from 1890 to 1902; later on, it had an electric tram system that was terminated in 1972. Most importantly, the impact will be seen in the user's attitude. He had tried to force his way into the classroom, but was pushed back by a brave and quick-thinking teacher who then locked the door. This is a fairly long tradition, I can't actually say how long. Meri Paavola from the Ministry of Social Affairs and Health thinks the current situation lacks control: while nicotine-infused liquid solutions fall under Finland's law on pharmaceuticals, there is no clear legislation on nicotine-free liquid solutions in any law. The hearing at Pirkanmaa District Court heard that man, who had problems accepting the end of the brief relationship with the girl, had earlier allegedly shot and injured her father with a flare-gun before arriving to the school which is 35 km northeast of Tampere. Even though the tram project has many enthusiastic supporters in Tampere, some politicians are still against it. Ordering from other EU/ETA countries is permitted. The general aim of the reforms, according to the TS report, are to increase efficiency of treatment and to introduce a wider range of services, including rehabilitative treatment, and more extensive use of outpatient treatment and home care treatment. Unless Helsinki updates its tram network, it will be left behind by Tampere's tram system, which promises a target speed of more than 20 km/h, in contrast with the shorter and slower one operating in the Finnish capital city at 13 km/h.

Kiviniemi responsible for election loss, says Väyrynen
CENTRE'S Paavo Väyrynen has placed responsibility for the party's loss in last year's parliamentary elections firmly at the door of the party's leader, Mari Kiviniemi. These parties think it's a taxation policy that is unjust and which increases inequality because it affects those with low and middle incomes the most. There are far too many of them, they are poorly or not at all co-ordinated, they are technically old fashioned, and they are used for entirely the wrong reason (to slow traffic, instead of facilitating the safe and efficient flow of traffic). That is roughly one thousandth of the country's population. In other words, Helsinki's traffic management is content with the situation as it is. This is especially pertinent when one considers the poll's margin of error and the mere one-percentage point decrease in support for the party the poll recorded. A VAT increase also increases the tax burden of a small entrepreneur in the service sector. The biggest by far is the traffic lights. Starting tomorrow, information about repossessions that are the result of overdue child maintenance payments will also be given to credit rating agencies if such repossessions have lasted a long time.

HOT ON the heels of Minister of Defence Stefan Wallin's announcement on Friday that he won't be standing for re-election as leader of the Swedish People's Party, Mari Kiviniemi, leader of the Centre, surprised us all with news that she'll be doing the same. There are two essential problems. I hold very little hope of improvements ever being implemented, but it is somewhat soothing to see that visiting experts share the view that the current situation stinks. Contradictory analyses of the consequences have been made. This leads to added congestion, which in turn leads to increased air pollution, energy waste, and driver frustration. Kiviniemi doesn't think much of Väyrynen's talk of a crisis situation. On this last detail, Iltalehti had a different interpretation: in the space of ten years, four Centre Party leaders have chosen to stand down at least half out of pressure to resign. In the future, defaulting will be registered if the recovery of a person's debt by an enforcement order has lasted for an overly long time. Helsingin Sanomat dwelled on Kiviniemi's irritation with party rivals like Mauri Pekkarinen and Paavo Väyrynen both of whom Kiviniemi beat to become leader two years ago who have consistently failed to stand behind her. For instance, prior to Kiviniemi's announcement that she won't be seeking re-election, Pekkarinen and Väyrynen had already signalled their intention to fight her for leadership of the party even though it's not in keeping with Centre Party tradition for a leader to be challenged in this way. What practically all papers were in agreement about was that Kiviniemi stood a decent chance of being re-elected leader, suggesting that there's more reason to walk away from the job than simply the party's present unpopularity among voters. `I don't share his analysis of the state of the party,' Kiviniemi curtly affirms while speaking to Ilta-Sanomat at a constituency meeting. The other main problem is the steady and ongoing closure of city streets to traffic. For there is no doubt that if a metropolitan area of just one million people has traffic problems, then such problems are self-inflicted. Moreover, experts, such as Permanent Under-Secretary Martti Hetemäki from the Ministry of Finance, who heads the working group for taxation, have estimated that the increase in VAT will widen income gaps because it raises the taxes of high earners less than those of low earners. "We slept very little, put out fires, and tried to keep the game running intact when it felt like most of Helsinki was trying to come through doors and windows. "They were just four people when we first met, but had already achieved a lot in a short timeframe and on a shoestring budget," Holmes wrote. You might want to practice your pitch with a few that are not on top of your list, but then just go directly to the ones you can think can contribute the most to your company. "We are working on a new game which will again redefine what a great mobile game can be, just like Shadow Cities did when it came

For some good old child's play you can visit Kouvola's Tykkimäki Amusement Park, which has a sky-high ferris wheel and exhilarating water rollercoasters. 2) The last place I went was to the United Kingdom. Kouvola's city centre, Manski, is home to various shops and cafes where you can sit indoors or out, to enjoy some coffee and take a moment to reflect on the many things that make this Finnish city anything but useless and ugly. The academic institutions in Kouvola include a reputable business economics institute with a
thriving international exchange student population as well as a respectable music college. These are the findings of Statistics Finland's tourism study, for which
2,200 people per month, aged 15 to 74, were surveyed, with overnight trips in and outside Finland and day trips abroad the focus. However, the average length of stay decreased from 1.75
nights to 1.72 nights. They remained the largest international group of visitors, spending 306,000 nights in Helsinki with 1.74 nights on average per visit. The historical and cultural sites in Kouvola include the Unesco World Heritage site Verla Mill Museum and the enchanting forest gardens of Arboretum Mustila. 3) I will go back to Greece. The city is an important pulp-producing, paper-milling and printing centre and has a leading industrial engineering sector. You can easily find Chinese, Thai, Spanish, Middle Eastern and Italian food around the city. My favourite place to travel is Europe. When Finns travel, their preferred destination in the south is Spain. It is also a vital distribution point for the VyborgFinland natural gas pipeline. Petersburg line. · Kouvola has Finland's only Argentinean ice cream parlour, called Caminito. Tourism grew significantly faster in Helsinki than in the rest of Finland on average, increasing Helsinki's market share to almost 17 per cent. Finns apparently didn't get the
memo, because not only did they continue to travel, they actually travelled more. 2) I went to Greece two years ago to all the islands. The city has a population of approximately 90,000, covering an area of 2,883 square kilometers of which about 11 per cent is water. Back in 2008, economists suspected that the economic situation would reduce the amount of travelling. been deemed "the most useless" or "the ugliest" city in Finland, the city of Kouvola might have a bad reputation. There is no shortage of food and restaurants either. On average, 9,200 visitors spent the night at accommodation outlets in Helsinki each night, with 46 per cent of these being Finnish travelers. The same year, Finns made over six million trips abroad. The number of visitors from Russia grew by 15 per cent. Finland's neighbours Sweden and Estonia get their constantly growing share of travellers too. The cost of travelling has come down, and this can be seen even at the grass-roots level. Tom (29) from Finland 1) I love to travel so I try to get away maybe five times a year. Its geographic location was very convenient as a starting point for tracks that ran north to the Savo province and south to the Kotka harbour. Kouvola is a growing city that welcomes international visitors, has efficient transportation and business sense, and maintains a serene beauty in its natural park reserves.

· Kouvola has over 450 lakes and over 7,500 summer cottages. More than two-thirds of overnight cruises from Finland are to Sweden. In 2010, an average Finn made three leisure trips and didn't let even the recession or the ash cloud stop them from travelling. Unlike much of Finland, where most travel during summer, Lapland receives most of its travellers during the winter. 2) I went back home to Estonia to visit family and friends. It is in fact very useful and can be very beautiful, but like many other things in life, in order to understand it today we must look back at its history.

Calm and steady "The Icelandic horses are very social animals, and are also very dependable when they are allowed to grow within the herd," Väyrynen says. The compact and rugged Icelandic horse is also suitable for horse riding therapy, in which Väyrynen specialises. And that's wonderful. Väyrynen normally receives only one client at a time, and if there's more than one, each client has his or her own assistant. The horse, which is specially trained for the purposes of therapy, also has an important role. One instance she says she remembers particularly vividly was with a mentally impaired girl who did not speak at all. Väyrynen trained the horses for therapy herself, and says she used her own children for practice. · The therapist's education determines the clients he or she can work with. Therapy typically focuses on improving motor skills, for example, and on other pedagogical and psychological goals. The clients must be able to feel that there is no need to be afraid. I was amazed beyond words," she recalls. I always say that in the winter they're just like big hairy meatballs," Väyrynen laughs. "Movement mobilises the back and hips, and improves posture. The breed is just the right size for riding therapy, Väyrynen says: their backs are comfortable to sit on, and the breed is also well suited to the Finnish climate, with fairly thick hair. "I had already become a riding therapist before I discovered Icelandic horses. · In Finland, training in the provision of therapeutic riding is organized at Ypäjä Equine College, in the southwestern town of Ypäjä, in cooperation with the Association of Finnish Riding Therapists. Riding therapy can be used as part of the rehabilitative process in the treatment of physical injury or mental health problems. The animals have to be trained to become accustomed to that, and to sudden movements or shouts. I also place great importance on the client getting a feeling of satisfaction from each session," Väyrynen says. This ensures that each animal has all the space it needs, and that there is enough space for the herd to order itself naturally, Väyrynen explains. Riding therapy is a form of rehabilitation that is tailored to the individual client, depending on his or her specific physical, mental, or social needs. All the horses are Icelandic horses, a breed which stable owner Anki Väyrynen fell in love with immediately after encountering them in Iceland in the early 1990s. The horses had to learn to stay calm no matter what happens." Safety is the first priority in equestrian therapy, Väyrynen emphasises. Therapeutic horseback riding is done without saddles, which enables clients to get the full benefit of the horse's body temperature and movements. Forbearing friends "Horses transmit to the rider about a hundred multidimensional symmetrical impulses per minute while walking. She said one word, `grass', and had never spoken before. The actual stable building is small, since the horses are mostly kept in a free-running area, where they live in packs and can go in and out of the stable as they please. "We figure out together with the client what would be most suitable for him or her, and how the client's goals for the horseback riding therapy can benefit him or her in everyday life. A list of customised objectives is compiled with each client, and the staff and client pursue them together. They can be ridden easily by children and adults alike, depending on the individual of course."

Väyrynen says many gymnastic movements come quite naturally on horseback: when riding uphill or downhill the rider leans backward or forward as required to maintain balance, and dodging overhanging branches comes instinctively also. So I do tend to get a lot of clients with mental health problems, but also a lot of blind children," she says. "And they're just so nice and cute, they're not scary. · Riding therapy dates back to ancient Greece, but the type of treatment now in use began to be developed in the 1960s. Väyrynen has had many rewarding moments in her career so far as a therapist. Depending on the skill and daring of the rider, vaults can also be done, such as turning, sitting backward, or going on one's knees. While younger viewers may smirk at the various awkward situations the gang find themselves in, the rest of us will unfortunately shake our heads and lament another wasted two hours. Director Timo Vuorensola presides over the somewhat unorthodox premise that sees Nazis returning from their hiding place on the dark side of the moon in order to take over the world. Throw in a pinch of schmaltz, a hint of corn and a hefty dose of impressive spectacle, and you're in for an enjoyable three-and-a-bit hours of viewing. Meanwhile, Titanic is seeking to be king of the worldwide box office once again, with a spanking new 3D conversion. And so American Reunion appears for your amusement this week but is it any good. The lines between pastiche and homage blur constantly amidst the under-polished script and occasional wooden performance, yet the sheer enthusiasm that has been invested in the making of the film elevates it to an enjoyable viewing experience. Returning in 2005 with a focus that shifted their repetitive drone into folkier soundscapes tinged with jazz and country, the inclusion of a drummer brought yet more sonic texture. Subsequent albums have seen him sticking to a similar style, with last year's well-received Sticks and Stones soon finding him back out on the road again. Much like its characters, the film's charms have aged. Finally, Wuthering Heights sees another adaptation of Emily Brontë's classic novel.

WHO in hard rock and heavy metal circles hasn't been influenced by Ozzy Osbourne and Black Sabbath. After forming in Seattle in 1989, the band immediately made its mark with a sound that was short on vocals and long on drone-heavy experimentation. Organised since 1997, this spring edition of the film festival will be followed later in the year by another instalment that is traditionally held around Halloween. Another big scoop for the festival is a screening of Cabin in the Woods, the highly touted collaboration between writer Drew Goddard (Lost, Alias) and Joss Whedon (Buffy the Vampire Slayer creator and the director-screenwriter of the forthcoming The Avengers). 14

for, then Night Visions might just have a solution or two for you. Eventually moving around America and settling in Los Angeles a number of years later, Sardinas hooked up with
bassist Paul Loranger and drummer Scott Palacios, setting out on a mission to share their rocking blues boogie with a wider audience. While the festival is non-competitive, the Night Visions Audience Award is bestowed every year in October. Spawning a couple of sequels that would then see cinematic release, along with a handful of direct-to-video efforts, the series' worldwide box office currently stands at over 800 million dollars. Their most recent album, Angels of Darkness, Demons of Light: II, dropped in February this year, following up last year's acclaimed first instalment with another batch of well-received tunes. Combining everything that we knew back then about teen comedies with a peppering of gross-out moments, the film went on to become a huge success. For those in the front row during his performance, be sure to keep an eye out for his antics, as Sardinas is known for setting his guitar on fire on occasion a stunt that also saw him suffering from thirddegree burns to his wrist after a stunt at a Sydney gig in 2000.

The traditional Easter food in Finland is mämmi, which is prepared from malt, rye flour and water. The coloured Easter egg comes from a legend that has its origins in the early days of Christianity. Egg painting and decoration was originally considered to be an Orthodox practice, however, and only proliferated in Finland when the keeping of hens became common from the 1800s onwards, starting in Karelia. The other Easter staple, the bunny, is a symbol of fertility, and has pre-Christian roots. We have a big feast and we also give each other eggs as gifts which we paint and decorate for each other. Post offices. While most of the rest of Europe are enjoying their actual spring time Finland has their interim period between winter and spring, or what I prefer to call `the big melt.' The big melt merely marks the prospect of spring and teases the excitement of long forgotten privileges such as being able to choose non sensible footwear once again. I know, I know, how very British to be talking about the weather, but Finland has an annual weather pattern of four clearly defined seasons that would make Antonio Vivaldi proud. Banks. The changing colours of Finland
AFTER living in Finland for two years I can now safely say that I have come to appreciate the reliability of the Finnish weather. Helsinki Times is on Easter break, so don't wait for your HT on 12 April. Dial 112. Public transport in the Helsinki region will run according to Sunday timetable on Good Friday 6 April, Sunday 8 Apriland Monday 9 April. Of course this frustrating time of year is interrupted by the almost certain downfall and return of the white stuff, just when we'd had enough of it. Still very beautiful but coupled with that hard felt drop in temperature and the ever more frequent rain, our spirits are dampened and we quickly remember to never leave the house unless armed with an umbrella. The people slowly start to disappear again and all that's left to do is pray for the snow to come and take away the dark greyness. Why bother to go anywhere else during summer. Short and sweet spring then morphs into something even more glorious about Finland the summer. I challenge anyone to walk along their local paths in the clearings of the trees and not feel
the inner warmth and giddiness that this snowy silence provides. Snow is to be expected from a typical Finnish winter and boy are we all happy when it finally arrives. VR runs some additional passenger rail services while some trains have been cancelled. The main post office in Helsinki will be open on Saturday 7 April and on Easter Monday from 10 am to 6 pm.
