IN THE eight months since I
became Vice Foreign Minister in charge of European Affairs, I have paid nearly ten
visits to Europe. No one
knows better the preciousness of peace, or cherish today?s peaceful environment
more than us.
FINLAND was one of the ?rst
Western countries to recognise and establish diplomatic relations with new China.
Over the years, China-Finland relations have maintained steady progress, and
our practical cooperation has
deepened in economy, trade,
environmental protection,

that some European friends are concerned
over the Diaoyu Dao issue recently. Japan stole
the Diaoyu Dao from Chi-

the Diaoyu Dao were provoked solely by Japan. In blatant denial of the crimes Japan committed during the war, they

both earned and capital income levels is the increase in
unemployment.
?The more people are
working, the fewer are receiving income transfers.
However, unemployment has
been on the rise since the beginning of the autumn, and
I estimate that it will reach
eight per cent next year.?
More detailed information on the development of
income disparities will be
available in early December,
when Statistics Finland publishes the income distribution statistics for last year.

mystery, as police have suspended the preliminary investigation into the tragic
events of 18 June this year,

economy to 8% in 2060.

Recruiting staff from geographically and culturally

to various kinds of problems.
The aim of Tehy?s report was
to ?nd out what challenges
the foreign staff have faced
as they have worked in Finland and how the Finnish
working communities are
prepared for a multicultural
working environment.
The study revealed that
the recruits encountered
many problems related to
culture and language, and
that the preparedness for
multiculturalism in Finnish
work places is lacking in certain aspects for newly-arrived immigrant staff.
Over half of the working
communities were not prepared to work with trained
immigrant care workers, and
only a quarter of the Finnish
staff was trained for treating
patients with a background
in immigration. ?Out of the 25 recruitments that were made, three
did not turn out to be successful. The
recruitment of immigrant
healthcare professionals is
endorsed by The European
Social Fund, private human
resource service companies
and by the initiative and support of single employers.

Foreign nurses in
Finland face difficulties
Hiring care personnel from abroad is one solution for easing the
shortage of staff in health care.

of Applied Sciences.
Helsingin Sanomat reported in July that three of the employment relationships had
ended prematurely, and the
nurses were forced to return
to the Philippines against
their will. Two of them reportedly ?led a complaint in the

people working in the Finnish economy has gradually increased over the years,
the number of immigrants
in the ?eld of health and social care is still relatively
low, reveals a study by Tehy,
the Finnish Union of Health
and Social Care. The relative competitiveness of Finland as a working country is
affected by low wages and a
high price level.
Tehy?s study classi?es the
Philippines as a less than
ideal starting point for immigration to Finland. The re-

Finland are factors that hinder the integration of Filipinos to Finnish society.
Healthcare in the Philippines
is also described as critical, with a shortage of equipment, adequate training and
staff.
Sari Koivuniemi, Manager of International Affairs and
editor of the recent study on
trained social and health care
professionals, says that Filipinos are wary of acting on
problem situations, for fear

?rst did a thorough report in
2005 on trained professionals in healthcare with an immigrant background and the
problems they have faced,
and a more recent one at the
end of 2011.
Two years ago, the Hospital District of Helsinki and
Uusimaa (HUS) recruited, in
collaboration with Opteam,
25 Filipino nurses to ease the
shortage of care staff. The shortage of staff
in health and social care by
the year 2025 is estimated by
the Ministry of Employment
and the Economy to amount
to tens of thousands, even
65,000 at the most. The layoff case
reported by HS was explained
with inadequate Finnish language skills: the nurses in
question had not passed a required language test.

considers the project a relatively successful one despite
the problems that have arisen. Some don?t
acquire the necessary language skills quickly enough.
It is also not possible to transfer these employees to other
tasks. Many
have not been able to reunite
as they would have wished,?
Koivuniemi says.
In order to combat the
lack of health care staff, it
has been estimated that at
least a thousand nurses must
be recruited from abroad.
It should be noted that up
to 30,000 trained healthcare professionals in Finland
are currently not working in
their designated tasks.. Obviously it would not
be convenient for a quali?ed
nurse to work as a practical
nurse, for example,. The level of the required Finnish skills is incredibly demanding

There are professional, sports, hobby, student and
many other types of association. From the employees?
standpoint, the concern is
understandable. This is especially
the case when the members
of the network are people in
high of?ce, who are seen to
use their in?uence to subvert
the course of of?cial decisionmaking for personal gain.
Such networks may be referred to as hyvä veli ?verkosto, literally ?dear brother
network?. The idea is to form
stronger municipalities that
are better equipped to render services. effect that draws many
senior professionals in there.?
Of course, more professional
sites like LinkedIn are crucial
as well, but the practice of recruiting on Facebook, even for
relatively skilled and responsible positions, is very much a
Finnish thing.
The upshot of this is that,
for those who live in Finland
and wish to use Facebook as a
tool for ?nding employment,
it is important to present
a professional face to the
world. So if
we were forced to let people
go due to ?nancial reasons,
the dismissals would focus on non-regulated services like sports, culture and so
forth,. This would
bring about many municipal mergers. Indeed, the use of
?dear brother network. How
does the economic recession
show. he continues.
?In the social and educational sectors . A shared activity also builds trust, which is hard
to come by. In the admin, for example, how can
you ask someone to work his
tail off preparing a merger, if
this work eventually results
in this person?s dismissal?
However, you must remember that the people that we
have are there for a reason;
the protection only covers ?nancial and production-related reasons, and employees
who fail to meet the agreed
standard of work for one reason or another can be dismissed at any time,. HELSINKI

over, will a lot of people get
?red. Joining any profession will
usually bring an invitation to
membership of the appropriate body, as will taking part in
a sport or hobby. ?For years, these services were provided by private
companies, but after they
had different dif?culties,
such as in getting quali?ed
doctors, the town decided to
reassume the responsibility,?
Nylund says.
Not only remote corners of Finland suffer from
a dearth of doctors. They are ?lled through
informal networks, including
Facebook friends lists.
If you have a number of
working-age Finnish friends,
you are likely to see a job offer pop up every so often on

A practical solution is to
maintain two accounts . in business dealings. It is considered a
perfectly acceptable mode
of recruiting, since the applicants are known to a member
of staff, and indeed this confers an advantage. In Finland, municipal employees are legally
protected against dismissal for a period of 5 years following the merger. the work remained
much the same, just the employer?s name on the payslip

Arrangement

The town?s HR reports for
2009-2011 show that the total workforce in Raasepori
has increased, particularly
in the provision of services
in the area of social protection. at day-care centres, schools and residential
care . in many
service branches, municipal
workers have traditionally had long careers, in many
cases lifelong.
The beginning of 2009
saw the birth of Raasepori,
as the towns of Tammisaari
and Karjaa and the municipality of Pohja were merged
under the impressive historical name. ?Not all of those who
have retired have been replaced,. sometimes refers to the exclusion
of women from decision-making positions, and also those of
non-native origin.
A prime example of this
kind of networking was former president Urho Kekkonen, who was noted for
communicating with of?cials using precisely this salutation, overstepping his
formal powers in doing so.
This type of informal power is seen as a bit shady, but
is a powerful force in Finnish
decision-making.

Benign
Aside from these noxious
manifestations, there are
more benign networks at
play in Finnish life, although
even these can work to the
disadvantage of certain
groups in society.
For example, it has been estimated that as many as 70 per
cent of all job openings in Finland are never advertised on
open media such as newspapers or even recruitment agencies. Training in a
sport, for example, brings
one into contact with people from all walks of society,
who might otherwise never
meet. Nylund says.
Accountability
Is the dismissal protection
period too long, as some
people suggest. one
for family and friends, and
another for professional purposes. ?In my own
opinion, ?ve years is too
long. Just remember which
one is which, and set your
privacy settings properly!
Networking is a vital

It takes time and effort to
build your networks in Finland, especially for foreigners, but it is something that
pays off greatly in the long
run, both professionally and
personally.

responsibilities and need personnel to do this.

ONE HOT potato in the recent
council elections was the municipal reform planned for
Finland. ?That is impossible.
A lot of what municipalities
do is regulated by law. As the fourth
post-merger year comes to a
close, we discuss the municipal employment situation at
Raasepori with a town representative, HR Director Johan
Nylund.
Changes in
administration
and job locations
?When the merger idea was
brought up, our personnel were mainly concerned
about a lot of possible extra
work relating to the merger
and the effect of the merger on long-term job security,?
Nylund says. he replies.
The said HR reports indicate a slight increase in the
proportion of part-time employees
He sports
a mohawk, and his other projects mix accordion music with
wrestling, or farm tools and
animals. The
social and health care reform is a cautionary tale about
how the ever approaching elections prevent or hinder
rational decision-making.
THE CENTRE PARTY claimed that only they have the right
social and health care reform model, and the government
has nothing to show. If no municipalities strong enough are
formed, the services will be provided by the municipalities. Other-
wise, the gaps in people?s health will implode, and private health care businesses will eat up our basic public
health care. The other
model, again, resembles the government policy?s regional model, for which the Centre is taking credit.
THE GOVERNMENT
Finland on
track to
give most
residents
100 Mbps
?FINLAND says that their goal
of delivering 100 Mbps broadband service to all country
residents by 2015 is on track.
Back in 2009 Finland went
so far as to declare access to
broadband a legal right for
all residents, and the government began their plan to ?ll
in the broadband cracks with
a plan that provided all residents with access to 1 Mbps
by July 1, 2010, 2 Mbps by 2012
and 100 Mbps service by 2015.
Finland now says they?re
well on their way of reaching
the 100 Mbps goal. incomprehensible dialogue and
quarrelling over the reform drove away some of the
voters who did not understand what was going on.
THERE was a considerable amount of these voters. He has served in the
Kuopio city council from 1993 to 1997, in the city?s board of directors
from 1995 to 1996, and was re-elected to the city council in 2005.

avoid wearing kippot in public for fear of antisemitic

A security of?cer said

In addition to his impressive and experimental saxophone
playing, Stetson?s second solo album, New History Warfare
Vol. Currently playing with Bon Iver, Stetson is known for
his collaborations with a diverse cavalcade of artists, such as
Tom Waits, Arcade Fire, TV on the Radio, Feist, Lou Reed, David
Byrne, Jolie Holland, Sinead O?Connor, LCD Soundsystem, The
National, Angelique Kidjo, and Anthony Braxton.

eyes began to distinguish between the two kinds of bright-
ness: one was the moonlight,
but if you looked closely, there
was something else, like a
green luminescent veil covering the sky.
And suddenly it all fell into place. Having already experienced the midnight sun in
Lapland a few years ago, and
the frozen sea every November to February, the one thing
I?ve always wanted to see was
the northern lights.
The northern lights have always seemed like some kind of
amazing miracle to me, something strange, magical and fey.
However, there was the slight
problem that they are exceedingly rare in the south of Finland, and are usually seen up
north during the winter, which
meant braving temperatures
as low as -30C. Dial 112. Most grocery stores are open Mon-Fri 7-21, Sat
7-18 and Sun 12-21. It was
even worth nearly freezing
to death in a boat in the middle of a lake at two o?clock,
just to see this sight. Banks are usually open Mon-Fri
9:15-16:15 except for the bank at Helsinki-Vantaa Airport, which
is open 6-22 daily. We offer a 150 ha

they had exciting news; they
had seen the northern lights
in the sky: very faint, but still
shining, above our island.
Immediately, my heart leapt.
This was my chance to ?nally see them! Our teacher took
us to tour all the high places
on the island for a glimpse of
the northern lights, but we
didn?t see anything, just the
bright, moonlit sky.

back to our cabins, our teacher suggested that we may

have a chance of seeing them
if we rowed out into the bay;
maybe the trees were blocking the view from the island.
I volunteered to join him, as
did another friend of mine.
We rowed into the middle of
the bay, and looked at the sky.
It was a clear night, the moon
was shining brightly, and the
sky was peppered with stars.
It was very beautiful, but
there was one small problem:
we couldn?t see any northern
lights! I felt very disappointed
that we rowed out all this way,
but couldn?t see them.
But just as we were about
to turn back, someone said,
