Finns are nowadays saving more
money for their children. Supporters of the Finns Party would like
the Centre Party as their governing partner, whereas supporters of
the Social Democratic Party hope
for a government where the leading
parties are the Social Democrats
and the Centre. As in the
past, theatre and dance programmes
were the hardest to get into, with
less than three per cent of applicants
getting lucky.
Psychology was another field
where only a small proportion of applicants were accepted, with around
six per cent gaining admission.
The proportion of applicants getting into university was up by one percentage point compared with last year.
Around 26 per cent of the applicants
had taken their matriculation exam
this spring and a third of them got accepted to the course of their choice.

Sanomat.
The documents contain
classified information.

that suspects have in interrogations alleged that YIT
has been ?widely aware. In a
plea bargain presented to the
court, he pleaded guilty to

million euros, roughly 1 million of which was incurred in
projects carried out by YIT.
The profits obtained by
YIT amount to nearly 50,000
euros, the police estimate.

Basic income has a long history and was first discussed
in Finland about forty years
ago. There would be
no more child allowances,
student stipends, unemployment benefits, housing assistance, disability payments
or pensions. They are
easily spooked, and they think and act in herds. initiative
under the leadership of Perustulo which is attempting
to bring it before Parliament.
The exact amount a basic income should provide
has been much debated.
The Greens have released a
proposal for 440 euros per
month, while the Left Alli-
ance has suggested a starting
level of 620 euros. The entire edifice of the
social welfare state has been
to encourage people to work,
and this could come crashing
down into ruins if there are
no more incentives for work.
Finland?s economy remains in a dismal state, and
as Parliamentary elections
approach the idea for a basic
income will almost certainly
come back into public debate.
As of now the introduction of
a basic income is not imminent, but it is a concept which
is not going away.. Osmo Soininvaara
has been the main champion of the idea, and the party
has often included it in their
campaign platforms. Now there is a careful reassessment of risk, both among sovereign debt and
with private banks.
EUROPE?S strategy to deal with the banking crisis has
been to carefully and methodically work through bad
debt, raise new capital, provide cheap financing via the
ECB, and to bail out the worst banks with public money. Currently
there is a citizens. We had a few banking
stress tests, raised some new capital, blamed some foreign hedge funds, and got back to business. However, Alaska?s
plan is not designed to give
everyone enough to live on,
but is instead the rewards of
living in a resource-rich area.

wealth or income.
The idea for a basic income has grown in popularity in recent years due to the
current moribund state of
the economy. Other parties have been either
lukewarm towards the idea
or downright hostile. Everything
seemed fine, so it was a shock when a Portuguese bank
suddenly announced it couldn?t pay its bills on time.
YOU would
Portugal?s Espirito Santo said there was
a delay in payments on some short-term debt securities issued by one of its units in Luxembourg. Several years ago it
seemed as if financial Armageddon was at hand and
we would soon be reduced to hunter-gatherer status
again. We went through a
banking crisis in the 1990s but missed this current one.
While this should be considered a lucky break, it also
means we are not going through a deleveraging like in
the Iberian peninsula.

The main reason people are opposed to the idea
of basic income is the enormous expense, but Finnish
trade unions have expressed

Still, the idea for a basic income has received a diverse range of supporters.
Olli Rehn has been quoted as

than a decade ago. Finland does have some things to worry about,
however.

INVESTORS are the sheep of the human race. Economic futurologists such as Thomas
Piketty claim that our future growth will be much
less than in the past. Yet these
would not qualify as true
basic income programmes
because the amounts are
too low for living expenses. In
fact, it doesn?t matter if you
are destitute or a billionaire.
Simply by living in Finland
you would be eligible. Greece, Portugal, Italy and Spain had the
yields increase on their debt. But nothing happened. He is also a private investor with over
ten years of experience.
Our forgotten banking crisis

The public debt, a simple calculation shows, will thereby amount to nearly 20,000

memorandum to Katainen.
The message of the experts was short and brusque:
in 2009, tax revenue would
no longer suffice to cover
public spending.
Calculations drawn up at
the Ministry of Finance suggested that Finland would
have to run up as much as
20 billion euros in new debt,
if the economic recession
swept over the country and
lasted three to four years.
A series of emergency
meetings followed. The interest costs alone will be be
greater than the defence
budget, regardless of unprecedentedly low interest rates
and the AAA credit rating of
Finland.
The burden left to future
generations will be substantial. Pick the right way to
get on that property ladder.
1. Finland was
consequently referred to as
the ?honours student. The national economy is mired in

to access your money quickly.
The value of the funds may be
at all-time low just when you
find your dream home. if not with the
reluctance to borrow more,
then with the focus of the
stimulus measures.
The outcome was equally depressing for both sides.
In two years, the public debt
had swelled by roughly 20
billion euros, but even that
would have little significance
in the elections.
The Right suffered a comprehensive election loss, as did
the Left. One way of re-
its third consecutive year of
stagnation.
Yet, the Government of
Alexander Stubb (NCP) was
established on the remains of
its predecessor. Our public debt only equalled 30 per
cent of our gross domestic
product, while in several oth-
Signs of trouble
The first signs of trouble had
been detected a few months
earlier, in September 2008.
The financial crisis spreading
from the United States had
undermined the outlook for
Finland in the matter of a few
weeks. If you are under 31 you
can count yourself lucky: the
state will lend you a helping
hand in saving for your first
home. The most momentous
decision taken by the socalled quartet was that the
Government would run up
debt.
To appreciate the significance of the decision, one
must only compare two figures. Now, they
urged the public to consume.
In a bid to spur consumption, the Government distributed tax breaks and
beefed up social security,
partly by borrowing.

Costly debate
Thereby, the Government
sought to deprive the left-wing
opposition of political ammunition, with the emphatic victory of the Social Democratic
Party (SDP) of Paavo Lipponen over the Government of
Prime Minister Esko Aho (Centre) and Minister of Finance Iiro Viinanen (NCP) in the 1995
parliamentary elections still in
recent memory.
The SDP had virtually campaigned on stimulus
measures.
In the winter of 20082009, Katainen was repeatedly called to respond to the
demands of opposition leader Jutta Urpilainen (SDP). H S

date, but the momentous decision was taken in the autumn of 2008, presumably in
early November.
The names of the conspirators, however, are known.
The historic decision was taken by four ministers: Prime
Minister Matti Vanhanen
(Centre), Minister of Finance
Jyrki Katainen (NCP), Minister of Labour Tarja Cronberg
(Greens) and Minister of Culture Stefan Wallin (SFP).
They were the chairpersons of their parties and, as
was typical of the Government of Vanhanen, all major decisions were taken in
meetings of the chairpersons. An ASP mortgage has
the benefit of being secure.
If the interest rates go up the
state pays an interest subsidy
on the loan, which in practice
means that it pays some of the
interest charged on the mortgage for the first ten years.
3. The political
cost of the decision, however,
was high.
Unable to tolerate such
dramatic cuts in social security, the Left Alliance abandoned the Government.
Katainen in April announced
that he would relinquish the
office of the Prime Minister,
while Urpilainen was ousted
from the helm of the SDP a
month later.
The achievements of the
Government flattered neither the Right or the Left.
The Right had failed
to curb borrowing, while
the Left had yet to see the
stimulus measures create

It was therefore hardly a
surprise that the forecasts
drawn up by the Bank of Finland, the Ministry of Finance
and other experts were interpreted in two conflicting ways
in the government negotiations. It was certainly in a position to do so, having
little debt to begin with and access to low-interest loans.
The policy shift was justified with Keynesian arguments: during a recession, it
was necessary to stimulate
the economy by borrowing.
In particular, the Government of Vanhanen was eager
to maintain the purchasing
power of Finnish consumers
in order to ensure domestic
markets would help Finland
withstand the downturn.
In the midst of the early 1990s depression, policy-makers had warned the
public about the perils of excess spending
. they say.
It may never be recovered.)

But investment in youth is
relatively low in Latin America, especially when public and private investment

distribution business of their
own near the University of

well aware of this fact.
Neither of them has started university and Guadalupe
has not finished secondary
school. are
often targets of resentment
because of their privilege,
which include use of government-paid cars and drivers,
accommodations and even
golf club memberships.
According to a story on
Powerbuzz.in, a Web site devoted to the comings and goings of India?s civil servants,
the home ministry has gone
so far as to allegedly compile
a list of bureaucrats known
to frequent golf courses, fivestar hotels and private clubs
and forwarded it to the prime
minister?s office.
?The new government
is sending a message to the
senior bureaucracy, which
is: You can?t switch off,. his father Hugo,
himself a waiter, told IPS.
A wage earner in Chile,
which has a population of
17.6 million, earns an average
of 500 dollars a month, and
generally has no chance to
send children to university,
where medical studies cost
between 900 and 1,200 dollars a month.
Another factor is the high
rate of informal employment
in the region, which particularly affects young people.
?For instance, in Chile between 45 and 50 per cent of
workers are in informal employment, but in the 15-29 age
group, 60 per cent are informal
workers,. This makes
it a young continent, ?but not
for long,. Last week in
one of India?s many government offices, the elevator
was broken, stacks of files
gathered dust and potted
plants drooped in the heat.
Worse, when the new boss
showed up for an impromptu
inspection at 9 am, he found

Young Latin Americans face
spiral of unemployment, poverty

In Hopenhayn?s view, recent years have brought about
major institutional progress in
youth policies, moderate progress in terms of investment
in young people, and insufficient progress in investment
in young people?s education.
While waiting for that to
materialise, Latin American
societies continue to seek
their own alternative solutions to problems like inequality, and young people
demand . sociologist Lucas Cifuentes, a researcher with the
Work, Employment, Equity and
Health programme at the Latin
American Faculty of Social Sciences (FLACSO), told IPS.
He said, ?Undoubtedly
employment is the lynchpin
of social development,. This
transmission will determine
whether young people currently becoming economically
independent will re-experience ?the income poverty and
job insecurity of previous
generations, that is, of their
parents,

Brunsaw and his wife Julie Brunsaw are the founders
of Solar Roadways, a company developing technology for
generating electricity with
solar panels embedded in the
road surface.
The Brunsaws worked on
their idea for a long time in
the noughties before receiving funding from the Federal Highway Administration
in 2009, which they put towards developing a prototype of a road with solar
panels.
At the first phase, they
tested the solar panels indoors. giving themselves away in
the process.
The Benford?s test used by
auditors works on the same
principle.
Not many crooked entrepreneurs forging receipts
have the nous to check their
figures for Benford?s law to
see that the numbers often
start with the digit one.
?The Benford?s test is a
standard feature in the software we use for auditing,?
says Hiltunen.
Hiltunen, who has studied how the Benford test can
be used as a tool in auditing,
presents the test results for
company accounts that have
been tested for the first two
digits.
The distribution shows
a sudden peak at 32 euros,
which straightaway catches the auditor?s attention.
The explanation is found in a
product with a retail price of
32.02 euros, which has been
flying off the shelf.
Deviations
before the EU
Besides
garden-variety
fraudsters, the Benford test
has helped reveal scams at a
national level.
When Greece wanted
to join the EU in the 1990s,
the strict terms set for the
country?s economy led to
problems.
Published in 2011, a German research report Fact
and Fiction in EU-Governmental Economic Data revealed that the Greek
economic data showed the
greatest deviations from
Benford?s law among the EU
member states.
To boot, the deviations
were at their greatest in the
statistics for 2000, just before Greece joined the monetary union.
The results did not come
as a total surprise as the European statistical office Eurostat and the European
Commission have both previously stated that the Greek
debt figures had been fiddled.
The test run by the researchers showed that the
Benford test is effective in
revealing discrepancies in financial records.
Benford law works for
most naturally occurring
numbers but there is no point
in applying it to lottery numbers, which all have an equal
likelihood of popping up in
the draw.

Solar panel roads have also
been given the vote of confidence in the Netherlands,
where the research organisation TNO runs a project on
solar roads. Research teams at
universities focussed on the
durability and traction of
the glass surface and found
that using tempered glass as
a surface material was a feasible idea.
On the strength of these
promising results, the Brunshaws were able to secure
more funding, allowing them
to produce a combined solar
power plant and car park.
Now they have launched a
crowdsourcing campaign to
raise funds needed to gear up
for production at a commercial level. or to forge the
records.
At the next lecture, Hill
would spot the made-up results at a glance.
Hill?s rapid analysis was
based on a simple statistical
principle.
When a coin is thrown

Like stock prices, many
other naturally occurring

The Tax Administration
has applied Benford?s law to
the detection of tax frauds.
Professor Theodore Hill,
who was the first to propose a
mathematically satisfactory
explanation for the principle
behind Benford?s law, was also
interested in catching cheats.
Taking a chance
Hill was in the habit of taking his students at the Georgia Institute of Technology
by surprise by giving them an
unusual homework assignment. In the
future, the road surface can
also be used for recharging
electric cars. The organisation
speculates that roads with
solar panels could produce
more than a quarter of the
energy used in the country.
TNO and a couple of its
partners launched their solar power project around five
years ago.
Both having started by
developing solar powered cycling routes and car parks,
the projects in Idaho and the
Netherlands have many similarities but there are also differences in their approach.
Right from the start, Solar Roadways has also been
interested in developing
heating and lighting systems
for roads while SolaRoad, the
Dutch project, focuses on energy production.

In the future, when we are
building bigger SolaRoad applications, it is worthwhile to
give some thought to the best
way of doing this,. he says, adding that
TNO will build its first SolaRoad pilot on a 100-metre
cycling lane in November.
The Dutch researchers
have estimated that solar panels for roads cost around as
much as conventional panels.
This is too expensive but
the actual costs are cut by
the extra benefits the road
panels bring with them.
Electricity
and information
The electricity generated by
the panels in the road can
be used for heating and road
markings. The little statistician in us estimates that
one in nine numbers will begin with one, meaning that
the likelihood of its occurring
at the beginning of a number
stands at 11.1 per cent.
In reality, in up to 30.1 per
cent of the cases the population size begins with 1, with
small digits from 1 to 3 occurring much more frequently than larger digits.
Why do numbers follow
Benford?s law?
Risto Hiltunen, a senior
analyst at the Finnish Tax
Administration, explains in
simple terms why small digits are so common.
?Take a stock that has a
value of under a euro to begin
with but goes up by 20 per
cent a year.?
During the first year, the
stock is worth 1.0 euros, 1.20
euros the second year and
1.44 euros the third year.
?It takes five years for
the stock price to go up from
one euro to two, but then only four years to jump from
two euros to three,. The

THE SURFACE area of lakes,
population sizes in the world?s
cities and the total sums of a
company?s receipts all have
one thing in common.
If you look at these, and
other naturally occurring
numbers, you will find that
they start with the digit one
much more often than could
be intuitively expected. With new commercial solar power applications coming to the market,
the electricity storage provided by roads can prove very
beneficial.
Roads also have space,
which can be at a premium
elsewhere. So far, they have
collected more than 1.5 million dollars.
Testing carried out in January and February revealed
that the glass surface cuts
the amount of electricity produced by panels by around 11
per cent but the technology still produces enough energy to make it a promising
innovation.
Scott Brunsaw has calculated that if all the roads
in the US were surfaced
with these panels, the energy generated would be triple the current US energy
consumption.
He erred on the side of
caution in his calculation as
it is based on winter conditions in Northern Idaho.

The Ivanpah solar farm
in California?s Mojave Desert
ran into trouble as questions
were raised about its safety
to tortoises, birds and other
animals.
Road solar panels, however, seem to be animal-friendly.
One concern has been
whether heating the road
surface in winter would attract animals to come and
warm up on it.
Brunsaw explains that
they observed the car park,
their pilot project, around
the clock via a video camera
to record animal movements.
Not one animal was
observed.

the museum was built in 1862

there to take up space between more interesting stuff. but the most important thing is what delicious things
you add to flavour the quinoa.
Here is a blueprint for making a good quinoa pilaf (or
any other kind of pilaf, for that matter). For pilafs, I prefer a crumbly cheese, like feta, ricotta salata or gorgonzola, which is less likely to get gluey

cent less likely to develop eating disorders and 12 per cent
less likely to be overweight.
Finnish
researchers
have gained similar results.
A research team led Mila
Haapalahti, a doctor of clinical nutrition from the University of Oulu, studied 404
10-11 year-old children from
Ylivieska and found that
those children who had regular family meals ate sweets
and fast food less often.

eating more nutritious food.
A study conducted by Harvard University found that
those 9-14 year-olds who
regularly had meals together with their family ate more
fruit and vegetables while
drinking less fizzy drinks.

for Health and Welfare, the
decline in family meals is

of big set pieces, the action is

wondering, there are plenty of apes on horseback. An allegory for US
foreign policy, perhaps?

of the US box office, let?s see
what lies ahead for the Apes.
Much in the same way as
George Romero?s Dead films
keep cataloguing themselves
with prefixes of the likes of
Dawn, Day, Night and Land,
with these Apes, we already
have Rise and Dawn. CULTURE

The Jon Spencer Blues Explosion comes to Finland for the first time since 2002.

make it to London?s O2 Arena. But something more serious is lurking beneath the surface of

Mixing rock and roll together with a heady cocktail

blues, garage, rockabilly and
even hip-hop, the band has
released seven full-lengths
over the years.
Based in New York City,
the alt-rock trio has maintained the same line-up
throughout their career. Previously, they have only
visited Finland for an appearance at 2002?s Ruisrock festival. Oldman is wasted, disappointingly, lumped with a thankless
role. But what to do when she stumbles across someone she is romantically compatible with?
Advance word is positive, with lead actress Paulina Garcia
awarded the Best Actress in Berlin Film Festival this year.

The latest to throw down
the 3D gauntlet is Dawn of
the Planet of the Apes. Sure,
a handful of scenes reveal significant depth, as ape upon
ape add texture to the background, and those fancy production house logos sure look
nice in the third dimension
when the lights go down. In the hope of restarting a dormant dam that
lies nearby the apes. On Sunday 20 July, Monty
British comedy troupe Monty Python, (L-R) Eric Idle, John Cleese,
Terry Gilliam, Michael Palin and Terry Jones pose for a photograph

broadcast to movie theatres
around the world, Finland included, at 8 pm local time.

Reviews have been mixed

different from the vast, empty prairies I remember from
my childhood in the US . Most people know where they live, and
where they live is home. So the
concept of home for me has always been fluid: I used to say
that it was where the majority of my stuff was at any given
time, but that was when all of
it could fit in the back of a Nissan Sentra.
Does Facebook have an
?it?s complicated. a
place that will always be, in a
final sense, home for me. Waves
from Ireland and Poland
would form the core of the
nationalities most strongly associated with the Midwest?s major city of Chicago,
but the foundations of the
region?s culture seem indel-

way through modern life.
When people ask me what
I think of Finland and how
I?ve adjusted to being here, it
is this perspective that colours my impression; aside
from the language (of which
I have learned a handful of
words), the salient differences relate to mealtimes (early),
rules (not to be questioned),
and communication (straight
and to the point). my neighbour began,
as he settled into his seat,
?heading home??
I fly a lot, splitting my time
between two countries, and
because I usually fly standby
I?m nearly always in a middle
seat. the Midwest ?
saw a lot of immigration from
the Nordic countries in the
late 19th century, as people
came to settle farmland and
work in the factories. But
now, I have a foot in two other places; so where is home?
Is it the place I was born?
Where I have lived the longest. not to say that
it has been smooth sailing
