Gender equality is promoted in the Act through quotas and equality planning. Prior to this spring's annual shareholders' meetings, the number of women on company boards amounted to a mere 18 percent. The same contention can be made about men: for example, health differences between Finnish men are significant: a high-wage earning man can expect to live 13 years longer than a poorer man.

A BROADER human rights approach affords the opportunity to consider the importance of promoting the gender perspective. Every year there are also many cases relating to recruitment. According to European estimates the pay gap in Finland remains
attracted to research work, and so account for a majority of licentiates and doctorates.
THE NUMBER of women in higher managerial posts remains low, particularly in business. phenomenon in Finnish society is the division of working life according to gender into men's and women's sectors. In recent years, the discussion on gender equality policy has extended to men's experience of gender equality, as well as problems relating to men in society, such as the difficulties faced by boys at school, higher life expectancy of women compared to men, and the situation of fathers in divorces or in decisions on paternal authority. This division is reflected in salary differences between different areas of activity: in primarily female sectors, wage levels are clearly lower than in male

evident in the Act on Equality between Women and Men and in subsequent amendments to the Act, which attach increasing importance to the obligation to promote gender equality. In parallel with the development of equality legislation, there has been discussion on multiple discrimination and
diversity reveals the differences between different groups. The Finnish approach is based on the European Union Court of Justice's doctrine that equality legislation should be applied to gender minorities. This is made possible by a well-functioning day care system. However, to date Finnish gender equality policymakers have done little for ethnic or other minority groups. Approximately a third of cases brought to the attention of the Ombudsman for Equality are raised by men. At universities the majority of students are women, with the exception of universities of technology. Women take up the bulk of family leave, including all of their maternal leave and often also the family leave. There are hardly any women at all in upper management in listed companies. A fairer share out of family leave has also been a gender policy objective for some time. Quotas seek to safeguard men and women's participation in decision-making on an equal footing: women and men are each required to make up a least 40 per cent of decisionmaking posts, as well as deputy posts.

The Act's discrimination provisions prohibit any kind of genderbased or sexual harassment, as well as discrimination in educational establishments, in trade unions or employers' organisations. Finland aims to promote equality policy from the perspective of all human diversity. In 2011, the Finnish government decided to draw up a human rights action programme. Since the existence of the Act, men have been actively involved in getting investigations initiated on suspected cases of discrimination, particularly on questions relating to recruitment.

Beer companies are active in the Finnish ice hockey league, SM-liiga. "If this law becomes a reality, sponsorship will end," Elina Uzza, Managing Director of the Federation of the Brewing and Soft Drinks Industry, told Helsingin Sanomat. The proposed crime would cover persistent intimidation or harrassment by email, telephone, or any other communications medium. The Ministry of Justice estimates that the two new criminal categories would bring an increase in the number of court cases of approximately two hundred a year. The bill would prohibit the advertising of mild alcoholic beverages, such as beer or cider, outdoors and in public areas. The move to criminalise harassment and intimidation comes in the wake of the Council of Europe's new Convention on preventing and combating violence against women and domestic violence. The draft bill is circulating among various authorities, non-governmental organisations and business groups for their comments. As with the other proposed law, the maximum sentence would be two years' imprisonment. The Minister of Social Affairs and Health, Maria Guzenina-Richardson, will give her comment once she receives the input from interested parties.
Some have already made their opinions known. If the working group's proposal becomes law, persistent intimidation could bring a maximum punishment of two years' imprisonment.
If the new bill to limit alcohol advertising will be enacted, it would prohibit the advertising of mild alcoholic beverages outdoors and in public areas.

tion, other means of promotion, such as lotteries, online video ads and games would also be banned. In the majority of these cases, the reason for seeking a new identity has been economic exploitation rather than identity theft. Finland signed the Convention on 11 May 2011, but has yet to ratify it. Mild alcoholic beverages could still be advertised outside points of sale and in restaurants. Giant icebreaker Nordica finally left Helsinki on Tuesday 1 May after police detained nearly 40 Greenpeace activists who had tried to prevent the departure of the vessel to the Arctic, where it is to help with Shell's oil and gas production in Alaska. Vainioniemi also stresses that an agent knows how to look for any hidden faults in the property prior to the deal. Most of us lack the legal and financial expertise needed for a safe and secure sale. Interest rates hit all-time low
MORTGAGE interest rates in Finland have dropped to alltime low, as the European Central Bank (ECB) has reduced its key interest rates just one per cent. This is as a result of the ECB pouring over 1 trillion euros of ultra-
cheap, 3-year funding into the banking system since the end of December which has driven interbank rates to half of what they were last August.
In effect this means that the monthly repayments
on a 100,000 euro loan are roughly 179 euros cheaper than four years ago, or if the monthly repayment stayed the same that the loan repayment period would be reduced by about five and a half years, reports Helsingin Sanomat. Even if you succeed in finding a buyer on your own, there is still the daunting task of filling in the required paperwork. Fragmented protests rise in Jordan
On a Friday afternoon, police cars blocked the roads around the Al Husseini mosque, where hundreds of men were kneeling for the noon prayers. "From a security point of view, under Gaddafi it was better." Her 25-year old Tabu classmate, Kadisha Jacky, is married with four children. We asked him to stop and he didn't. Tribal patriarchs have been increasingly wary of the growing power of the entourage of Queen Rania, who is of Palestinian descent.
However, inter-communal rivalry is not the only factor preventing the pro-democracy movement from getting ahead. The authorities have played successfully on these divisions. The prodemocracy movement is a mix of tribal Jordanians, leftists and IAF followers. The Zwai clan is spread north from Kufra through the oil rich desert to coastal Ajdabiya. It happens because every side wants to control the border." Bill Lawrence agrees. Concentrated in urban centres, they are highly visible in the private sector. The Tabu suffered chronic discrimination under the Gaddafi regime, exacerbated by a violent territorial war with Chad over minerals, that Libya eventually forfeited in the 1980s. "When you take the lid off, it all starts percolating again."

power vacuum following Muammar Gaddafi's overthrow, the fighting over turf and rights at this lucrative smuggling hub nearly 1,600 kilometres from Libya's coast bordering Egypt, Sudan and Chad threatens Kufra's equitable participation in June's national elections and the stability of Libya's southeast region. A United Nations Human Rights Council report in July 2010 says Kufra's Tabu, accused by Gaddafi of being Chadian, were stripped of their citizenship in 2007. They were subsequently barred from education and health services, and subject to arrest and house demolitions. "Basically, this is an old chronic problem between two tribes," Col. "This can be attributed to the fact that JordanianPalestinians feel and act like they are guests in this country," explained Masri. The clashes illustrate the challenges in building a new state.
"It's not easy to get employed in Kufra, and nepotism plays a role,"says Omasayad, 26, a medical student from the Zwai tribe. In the streets of Amman, rumours abound of misspent public funds involving three corruption scandals namely, allegations surrounding the state-owned National Resources Investment and Development Corporation (Mawared), the illegal licensing of a Dead Sea casino, and the Jordan Petroleum Refinery.

Last April, Islamist Salafist demonstrators armed with daggers and clubs attacked police in Zarqa, an incident that ignited the anger of the local population. Tabu networks were activated across southern borders to block the flow of sub-Saharan mercenaries to the old regime. "It's bigger than before because of the availability of weapons."
Though the regime introduced dozens of changes to the constitution last year including the expansion of parliamentary powers, limitations to the jurisdiction of military courts and the enforcement of temporary laws in the absence of elected lawmakers its response to the population's grievances has been generally slow and inefficient, with authorities still appearing to bank on communal antagonisms.

According to the authors, a series of political decisions and developments in the banking sector in 1986 proved instrumental to the crisis that erupted around six years later. According to the historian's account, it was Finland's good luck to be accepted as a member of both the IMF and the World Bank at the beginning of 1948. Emotional intelligence is more than just empathy, though. There were persistent capital shortages in the country at the time, with the two single biggest drains on capital being the countrywide reconstruction efforts and the need to pay war reparations to Russia. It was at that time that the government ceased to regulate banks' lending rates. The boss had had to sack an employee. One of the most important qualities that a manager can possess is the ability to take criticism. He and his sisters had to start running the farm, completely changing the young boy's life in the process. One was the failure of legislators to reform and replace the country's woefully outdated banking legislation. Lappalainen teaches social interaction and communication to trainee engineers at Aalto University.
Logical intelligence overrated According to the findings of Lappalainen's PhD, lower-ranking employees want managers to be assertive,
even-handed and fair. The Central Bank of Finland and other banks also deserved their share of the blame, which they duly received. According to Kuusterä and Tarkka's account, the collapse of oil prices and the weakening of the US dollar were the most decisive influences on the decision to deregulate.
Salvation A major theme of the book is the importance of several events in the year 1948 to Finland's subsequent economic history. With the collapse of the Bretton Woods agreement in the 1970s, of course, Finland became subject to the same sorts of rigorous monitoring by the IMF to which Greece is now being subjected.
Soviet suggestions Kuusterä says that one of the most surprising findings that emerged during the course of the research was to notice how turbulent the history of the Bank of Finland has actually been. More specifically, a build-up of errors led to the crisis. Tarkka, for his part, was most surprised to learn that in the early 1980s the Soviet Union had proposed doing trade with Finland in convertible foreign currencies. One

The refusal came after Finland had already joined; had the Soviet Union decided earlier, Finland may have found it politically impossible to become part of the Western banking system. Conversely, employees don't place much value on such intelligence, according to Lappalainen's research. Banking historians Antti Kuusterä and Juha Tarkka cover these and other developments from the turbulent period in their history of the Bank of Finland, which was published on 19 March. According to the authors, membership of the two Bretton Woods institutions moved Finland closer to becoming a modern industrial country, and made possible the rise of the Finnish standard of living to the Western European level. However, the manager promised that he'd do everything he could to get the sacked worker working again, thereby showing his empathetic side. Empathy is the act of reading non-verbal messages, such as facial expressions and bodily movements. When screening for managers, recruitment firms have held mathematical-logical intelligence to be of crucial importance. Although empathy is commonly understood as a sign of sympathy, it can also involve concrete action. And find them she did! And those individuals seemed to have a tough personal history. This was a major break with regulatory practices that had become firmly established since the end of the Second World War. One engineermanager imbued with a great amount of emotional intelligence was found to have had a father who committed suicide when he was 11 years old. The Bretton Woods international agreement had been finalised in the US four years earlier, setting out the main features of the international monetary system. One of the Bank of Finland's most fateful mistakes turned out to be the adoption of certificates of deposit, which were promoted most enthusiastically by the Säästöpankkien KeskusOsake-Pankki (Skop) bank. The work is a grim but interesting story of the struggles that have marked the recent history of the Finnish economy.. Emotional intelligence refers to a person's social skills and his or her ability to function in different situations with different people. However, when internal conflicts became public, a defensive wall was erected and an inability to tolerate criticism was uncovered. "The decision to join the Bretton Woods system can rightly be regarded as one of the most far-reaching trade policy and foreign policy decisions made by Finland in the decades following the end of World War

Many people endowed with emotional intelligence have also grown up in a setting where they have had a model of emotional intelligence from an adult close to them. Achieving this goal requires that we achieve three intermediate goals: the national balance of trade has to be brought up to surplus level, people need to be motivated to stay in work longer, and the State deficit has to be got under control.

Most cruise ships will dock at the Hernesaari cruise harbour. This season's novelty for cruise tourists is a convenient water-bus connection to Kauppatori. The fastest growing group of visitors is from Europe. Though it is significantly smaller than the regional capital of Vaasa, it is a town where these two poles of the national personality meet. The Saunaranta area of Hernesaari will be fitted out for this purpose for the summer of 2013. In summer months the town blossoms, as Finland does, with a week of festivity in mid-July, but there is also a host of other attractions. But for those who seek the source of the elusive Finnish soul, the town of Jakobstad/Pietarsaari is as distant as it is domestic i.e. The replica 18th century wooden galleass Jakobstads Wapen can be seen in the Old Harbour but is undergoing lengthy repairs, so no trips are possible. There is a selection of museums all within walking distance of the centre, or, if you have energy to spare, try a stroll around Skata, the folksy wooden residential quarter just behind the old tobacco factory. The service will be run by Xmare on days when the cruise vessels arrive. In the 1970s the town received the first Vietnamese refugees in the country outside Helsinki, and very soon their restaurants dotted the town centre. The cruise tourists will come mostly from the USA, Great Britain, Germany, Spain and Italy. Out-of-season visitors might appreciate the diversity of the populace. Nowadays the range of diners is even more eclectic. In evenings there is a reasonable selection of bars, and every Thursday one of these hosts the weekly Jazzoo club which manages to book many contemporary bands from both sides of the Baltic. Subject to availability. Established by arctic explorer Pentti Kronqvist in 1991, the museum draws on his extensive experience trekking in Greenland and shows also how primitive the living conditions in the fur-trapping areas of Finland would have been, prior to industrialisation. the international cruise season from May to October, around 400,000 cruise tourists and 285 ships will visit Helsinki. a town well within travelling reach of the capital, but as different from most as you can go within national borders. Surrounded by exclusively Swedish-speaking rural areas, the town is a minor beacon of multiculturalism in central Finland. "Hernesaari will also get a market area, where local businesses will be on show in six containers. On average, each visitor spends 66 euros in Helsinki. This is around 15,000 visitors more than 2011, the year the last record was set

IN AN era of the comeback and reunion tour, it comes as no surprise that The Lemonheads, those hands-in-thepockets indie hipsters of the mid-90s, are now well and truly back together. Re-emerging in 2005, with a self-titled effort dropping the following year, the new lineup released their long-awaited covers collection, Varshons, in 2009, featuring takes on notable cuts from the likes of Gram Parsons, Leonard Cohen and Townes Van Zandt. This year, the half marathon commences from a new starting position on Vauhtitie, close to the Olympic Stadium and Swimming Stadium, with groups departing every ten minutes starting at 15:00. Third release, Behind the Music, however, saw them reaching a wider audience in 2002 thanks to such memorable cuts as Sister Surround, with the band going on to tour with the likes of The Rolling Stones and Oasis and receiving a Grammy Award nomination.
Having hit the Finnish stage on numerous occasions during their career, the band returns here with a new album fresh on shelves, and will be airing tracks from Throw It To The Universe. Directed by Welshman Gareth Evans and showcasing leading man Iko Uwais's formidable skills in the Indonesian martial art known as Pencak Silat, the film is the second collabora-
tion between the two after their first action film, Merantau was released in 2009. Meanwhile, Circus Uusi Maailma's sombre and sensitive Globally Wanted performance entails love, domestic violence and solitude, and will be performed at Stoa on Wednesday and Thursday evenings. Its release date has been shifted to 4 May.

of the significant growth in interest for circus in Finland in recent years, with audience numbers doubling between 2006-2010, the annual CIRKO Festival is being staged for the second time from 9-13 May with a range of performances on offer. Finally, the festival will finish off with Circus Helsinki: Jazz at CIRKO Centre and Linnanmäen sirkuskoulu: Koti at Stoa. Other highlights of the festival include Circo Aereo's visually stunning Ro:Pu at Stoa on Friday and Saturday nights and a magic and stand-up evening at Ravintiola Lämpö on Saturday night. In fact, for a country whose population is pushing a quarter of a billion, it comes as a surprise to discover that their filmic output hasn't made more of an impact on the global scene. This appears to be changing, however. Participants may run, jog or walk the route, and have a maximum time of three hours to complete it.

The biggest half-marathon event in Finland, the run covers a course of some 21.1 km and regularly attracts large attendance numbers; having been enjoyed by around 13,000 participants last year.
Under the logo of "Enjoy the happy atmosphere and exceed yourself!" and conveniently staged at the commencement of the year's fairer weather, many runners utilise the race as a good stepping-stone in preparation for the Helsinki Marathon, which is held in early August. And, of course, what would Mother's Day be at Lämpö without various workshops and a lunch on offer on Sunday. Now, finally appearing more than four years afTraversing much of the city and surrounds, the course hugs the coastline and moves through Central Park on its way back towards the Olympic Stadium for a lap of glory around the historic stadium to the finish line. Susan finds out Mike's secret and Gaby's new job isn't to Carlos' liking. Case in point is the fifth season of American Chopper now appearing on Jim (Sundays at 11 am and 10 pm). Why did North get so wealthy and why was South left behind in development?

I CAN'T believe it's already been two years since I left the UK and arrived here in Finland to start a new life. Medical services. I'll happily relax in a red hot sauna and think how Finnish I've become, yet suddenly find myself shouting "stop" as my Finnish wife decides to throw yet more water on the stove, merrily filling the room with clouds of skin-searingly hot steam. Usually these encounters are brief and follow the same pattern. Banks are usually open Mon-Fri 9:15-16:15 except for the bank at Helsinki-Vantaa Airport, which is open 6-22 daily. Most grocery stores are open Mon-Fri 7-21, Sat 7-18 and Sun 12-21. I'm trying to speak the language and regularly attend language courses with my fellow immigrants. Wanha Kauppahalli ("Old Market Hall") at the Market Square and Hakaniemen Kauppahalli ("Hakaniemi Market Hall") are the most popular. Well, I'm trying to. At these public terminals internet use is usually free of charge. I see a look of panic in their eyes and they become visibly tense. So I go out on my skis and shuffle awkwardly along the ski trails, pretending I know what I'm doing. Have I embraced my new homeland and all things Finnish. Dial 112. Post Offices. In a number of Finnish towns public internet posts are quite rare due to extensive per-person internet use at home. I don't know whether to laugh or cry.
I try to speak Finnish to the Finns whenever I can. Grocery stores in the Helsinki Central Railway Station tunnel are open Mon-Sat 7-22 and Sun 10-22.

Our broad selection of regenerating, stress-removing and revitalizing treatments has been very well received in Finland. Slowly we discover the many devious methods that Finns use to make their language as complicated as possible for foreigners. My illusions are usual-
ly shattered when I get easily overtaken by pensioners who glide quickly past. After this I subject the Finn to a few poorly pronounced Finnish words, hoping they know what I'm talking about. Both are open Mon-Fri 8-18 and Sat 8-16 but are closed on Sundays. I then listen desperately to their reply for any words I recognise. Health centres around the country are open MonFri 8-16. Restaurants. Perhaps I'm not quite hardened yet. Send us feedback so we can develop the themes according to your wishes!
In this series expatriates write about their lives in Finland.. Then we are told that as well as formal "written Finnish", we must also learn "spoken Finnish", which is different. Progress is slow, but I remind myself how little Finnish I knew two years ago and I realise that actually I've learnt quite a lot.

Market halls. Now I can't go too long without my coffee fix and spend too much time in coffee shops. Then I read that Finns consume more coffee per head than anyone else on the planet. So I made an effort to develop a worrying addiction to coffee, as I felt this was the Finnish way. The currency exchange counter at the harbour in Katajanokka, Helsinki is open every day (Mon-Sat 10-11:30, 1617:30 and 19:30-21:15, Sun 10-11:30, 16-17:30 and 6:30-8). I wasn't born a Finn and I'm never going to be Finnish, but this is my new home and I like it here, so I may as well try to be as Finnish as possible
