Minister Jutta Urpilainen (SDP) has said that a deal has finally been agreed with Spain on ensuring collateral for Finland's contribution to the Spanish bailout. Finland's receipt of collateral means that the country will forego part of the interest generated by the loans.

PICKPOCKETING has not been a serious issue in Finland in the past, but has certainly grown more prevalent in recent years. A figure of 770 million euros or 40 per cent of Finland's total contribution of 1.9 billion euros to the deal will be guaranteed by collateral. Finnish law-makers will debate the proposed deal today, Thursday 19 July, and a vote is expected on Friday to ratify the plan. Prime Minister Jyrki Katainen (NCP) has said he hoped the Finnish parliament would quickly ratify the deal, so enabling the sustained stability of the Finnish and European economies. Though the agreed deal is similar to the one used to aid Greece, it has one major difference in that the amount of money concerned will be in the public domain from the off unlike the Greece deal which was secret. A NATIONWIDE approach to local food trade would bring a more diverse range of locally produced, fresh Finnish food to dining tables in Finland, suggests Markus Ranne, the Vice-Chairman of K-Retailers' Association. The structures sustaining economic life are also being infiltrated. He added that hit-and-run type crimes are expanding from the direction of Estonia, as is the funding of terrorism from Finland. "K-retailers are a strong operator in local food market, both locally, regionally and nationally. I believe that the figure would be considerably higher if we would get a national, consistent approach to speed up the local food trade," says Ranne. However, strict food safety regulations and costs often get in the way of these ambitions.

The army headquarters' summer symposium in Mikkeli on 6 July brought together prestigious speakers and a full auditorium to discuss whether Finland is a safe country in which to live. A related problem derives from alcohol abuse. "Today's phenomenon are the so-called lone wolves, whose motives can't always be explained from social premises," Paatero said, in reference to the shootings in two schools and in Hyvinkää. Last year, the K-retailers' direct purchases from regional producers were more than 560 million euros. Changes in the legislation relating to citizenship have seen an increase in the number of applications for Finnish citizenship. The same groups of former citizens headed the number of those receiving positive decisions in early 2012. Of those granted citizenship in January to June this
year, 4,086 obtained their Finnish citizenship by application, and some 486 by declaration. Do you agree with this view?
THE NUMBER of people who were granted Finnish citizenship doubled to 4,554 in the first six months of this year compared to the same period in 2011, which saw just 2,220 people granted citizenship. Despite a rigorous stance on euro bailouts, Finland has retained a good rapport with the other eurozone countries, believes Finland's Minister of Finance Jutta Urpilainen (SDP). A sense of security is based on a child's ability to trust parents and siblings without fear, on a positive atmosphere in the family and on the child's sense of being able to effect changes as well, Jokinen says. On the other hand, the rise in the number of citizenship declarations is because all former Finnish citizens have been able to regain citizenship by declaration without having to move back to Finland since the beginning of last September. Citizens of Ukraine and the Democratic Republic of the Congo were new to the ten largest groups of applicants. The study did not inquire as to whether problems are caused by poor self-esteem, fear or depression, but a general sense of dissatisfaction with life was evident among the children.

Pekka Mikkola, 25-years old student of music education at Oulu University, won the popular tango singing contest at Finland's annual Seinäjoki Tango Festival on Sunday July 15. The number of those applying for citizenship also grew in the six-month period to June, to 3,708 an increase of 42 per cent compared to a figure of 2,605 for the first six months of 2011. At least 10,000 children in Finland live through divorce every year. This basic trust is severely tested if the family suffers from substance abuse, violence or constant financial troubles. More numerous positive experiences will be needed to establish a sense of trust in life and relationships. Jokinen points out that arguments, violence and substance abuse can befall traditional families, while a family that does not resemble a traditional nuclear family can function very well in providing a child a sense of security.. Swedes (127), Canadians (25), Australians (23), citizens of the United States (19) and Germans (12) made most citizenship declarations as former Finnish citizens. Alternative bus routes are organised by the Helsinki Region Transport. As regards citizenship by declaration, former Finnish citizens wishing to regain their citizenship came predominantly from Sweden and English-speaking countries. 25 per cent some 17,000 of the 68,000 applicants were admitted to a university in the spring's joint application system. Positive decisions on citizenship by declaration totalled approximately 91 per cent.

total of 64 children living in foster families, abusive families or divorced families were interviewed for the study. The largest groups among those who sought citizenship by application were Russians (1,065), Iraqis (275), Estonians (210), Somalis (209) and Afghans (182). This, and greater efficiency in decision-making, also markedly increased the number of citizenship decisions: the number of application decisions more than doubled and the number of declaration decisions rose by around 60 percent. What matters most is that the family has routines and a certain kind of predictability, and that the family's internal relationships are healthy. The largest groups among those who obtained citizenship by application were Russians (1,402), Estonians (284), Somalis (192), Afghans (162) and Iranians (159). Jokinen says that surprisingly many children live in challenging family circumstances. In Yle's A-studio, Urpilainen revealed that the Italian Prime Minister, Mario Monti accepted Urpilainen's invitation last week to visit Finland. Terhi Matikainen from Jyväskylä got second place. Former Finnish citizens, young people aged 18 to 22 who have spent the majority of their youth in Finland, and the illegitimate children of Finnish fathers, are among the groups that may obtain Finnish citizenship by declaration, which is less onerous than by application. The increase in citizenship declarations was up 77 per cent on 2011. Former Finnish citizens who took another nationality may also now regain their Finnish citizenship.

Europe has a problem
THE YOUTH unemployment rate has climbed to great heights in Europe. However, rather than addressing youth unemployment, there is more discussion over the need to increase the retirement age, so that the competitiveness of Europe would be preserved in the future as the population grows older and the number of people of working age diminishes. MANY EU countries are weighed down by the financial crisis, and it is difficult to direct funds to new projects, when the final cost must be cut by billions in order to bring balance to the economy within some time frame. Erkki Liikanen, governor of the
Bank of Finland, said in an interview at the weekend that recent rate reductions are indeed intended to lift household spending, but added that fam-
ilies need to carefully consider borrowing. The best way to achieve this is to give young people an opportunity to take part in working life. This is due more to the increased unemployment rates in the EU crisis countries, rather than lowered rates here, at least to any significant degree. The opposite extreme is represented by Greece, Spain, Portugal and Slovakia, all of which have a youth unemployment percentage of over 40. "The HCC ruling failed to provide any legal rationale for dissolving the entire assembly," Atef al-Banna, Professor of Constitutional Law at Cairo University told. US Secretary of State Hillary Clinton met with Egyptian Field Marshall Mohamed Tantawi this week to discuss the smooth transition to democracy.
President's decree highly contested Many legal experts continue to question the move's legitimacy. He went on to describe the move as "nothing less than a soft coup against Egypt's post-revolution democratic transition." Some analysts believe that Morsi's back down from last week's presidential decree was a strategic retreat; that the presidency and by extension the Brotherhood is merely saving its strength for its primary objective: the abof more than two to one 67 per cent to 31 per cent over his Republican challenger John McCain, according to the Roper Center for Public Opinion Research at the University of Connecticut. President Obama addressed a less contentious part of the deportation issue earlier in 2012, a move that earned him a mixture of both praise for his efforts to push for along immigration reform as well as criticism -- considered a political manoeuvre. In 2010, three Latino candidates, all Republican, ran for and won political offices. American denizens have long been predominantly white and of European descent. AS THE
Latino population in the United States rises, the demographic shift will affect future as well as current voting habits, and therefore election outcomes, in the United States, according to several experts. However, 2012 marked the first time that minorities such as Latinos and blacks have outnumbered the majority non-Hispanic whites in the US. Tamar Jacoby, president of Immigration Works USA an organisation focused on immigration reform called the Latino influence in the election "the whisker that wags the dog". Another prickly issue regarding the Latino population is the issue of deportation. One of the most intriguing candidates in this elections cycle has been Rubio, who has been named as a potential though unlikely candidate for vice president on the Republican ticket with Mitt Romney, the party's presumptive nominee. Badawi asserted that: "The HCC, meanwhile, is only mandated with ruling on whether something is constitutional or unconstitutional. According to the National Association of Latino Elected and Appointed Officials, the rising Latino voting populace "solidifies this emerging electorate as an important voting bloc among US voters". According to exit polls conducted by the Pew Hispanic Center in 2010, 60 per cent of Latino voters supported Democratic candidates' in House races, while 38 per cent supported Republican candidates. In Nevada, Brian Sandoval became the state's first Hispanic governor. Vowing to abide by the court ruling, he stressed the presidency's "respect for the HCC, its judges and all rulings emanating from Egypt's judiciary." "out of respect for the 30 million-plus Egyptians who cast ballots in last year's parliamentary polls." Legal authorities and constitutional law experts, meanwhile, continue to disagree on the legal and constitutional validity of Morsi's executive diktat. "According to the addendum, the president will share executive authority with the military council," prominent political analyst Abdullah alSennawi told. "The Muslim Brotherhood and its allies may have swept last year's parliamentary polls, but lawmaking power remains in the hands of the military," said Magdi Sherif, political analyst and head of the Guardians of the Revolution Party established in the wake of last year's Tahrir Square uprising. "Morsi's decision had no constitutional basis and was outside the authority of the presidency," al-Gamal told. The constitutional court went on to stress that its decisions were "final" and "irreversible." The following day, Morsi backed down. Every month, an estimated 50,000 Latinos in the United States turn 18 and thus are legally allowed to vote in the country. "Issuing the decree was entirely within Morsi's legal rights. Sherif said "If the decree had gone unchallenged, and parliament was allowed to reconvene, Morsi would have taken additional steps aimed at consolidating his position with the ultimate objective of overturning the constitutional addendum and restricting the military's political role." Morsi supporters, meanwhile, have been arrayed in Cairo's Tahrir Square since mid-June to protest the dissolution of the Islamist-led People's Assembly and the terms of the constitutional addendum. The new state monopoly: agriculture
YOU undoubtedly know that the government of Finland holds a number of important monopolies, such as the retail sale of hard alcohol or postal services. One is heritage, because Finland's agriculture is so important a part of our culture and history. The way to get out of this mess is to use them in the way they should be used. Postal and logistics company Itella is completely owned by the Finnish state.. Instead of being used to guarantee income, they should help the industry transition. "Solidium's mission is to support and require profitability and continuously develop the factors contributing to it." Although income is desired, the government has two main goals: profit and social responsibility. This would mean an increase in subsidies to begin with, so farmers are able to make needed improvements in equipment and methods. "State holdings in listed companies account for about 10 per cent of the market value of the Nasdaq OMX Helsinki Stock Exchange." Yet the government owns many companies that are not listed on the stock exchange, such as the alcohol retailer Alko. Pekka Ala-Pietilä, Chairman of the state holding company Solidium.
FARM subsidies have become a way of life instead of a means of transition for an industry under stress. They should be temporary, like to promote renewable energy as the technologies are developed. AFTER painstakingly combing through our 2012 budget, I estimate that Finland will transfer 3.4 billion to agriculture this year. Quoting the circular reasoning on the Ministry of Agriculture and Forestry's (MMM) website: "On average agricultural support amounted to more than 2 times net agricultural income, so support clearly represents a vital lifeline for farming families, and for the overall viability of farming as a livelihood in Finland."

"In 2011,the dividends paid to the State by the companies in respect of which ownership steering is exercised by the Ownership Steering Department in the Prime Minister's Office totalled 1,187 million as compared to 863 million in the previous year," says Heidi Hautala, the minister responsible for government holdings in the 2011 annual report. According to the OECD, Finnish agriculture produces 5 billion a year. The state's ownership in companies is not static. Some are companies with a simply a commercial purpose, such as Altia, the maker of the infamous grain alcohol Koskenkorva.
Big profits While a few of the stateowned companies have little economic value and exist to serve a specific purpose, others are quite profitable. But a firm deadline should be set: subsidies should decline by a set amount until they are at zero and the industry is allowed to thrive on its own.

Beware of the blue-green algae · Occasional overgrowth of blue-green algae in Helsinki waters is caused by excessive nutrient loading in the river and seawater. The islands of Suomenlinna, Uunisaari and Mustikkamaa also have their own beaches and one can combine visiting Suomenlinna's fortress or Helsinki Zoo at Mustikkamaa with a dip to the sea or just a lie-down in the sun. Seurasaari is also a popular destination for urban beach goers. The Cathedral was designed by Carl Ludvig Engel, and it was to be the culmination of the Senate Square. From long sandy beaches to small intimate shores, these peaceful beaches, beloved by locals, offer fresh ways to experience seaside life. Apart from the nudist beach, there is also a regular beach and a wide range of comfortable cliffs to spread your beach blanket on. The Cathedral was only finished in 1852, after his death, so he never saw the Square in its full glory. Pihlajasaari island, reachable by a short ferry ride, has a unisex nudist beach.

Known for its open-air museum and excellent footpaths, Seurasaari also has one of the few nudist beaches in Helsinki, with separate areas for women and men. · It can be toxic to humans and animals. Tucked away between cliffs and forests, the beaches of Laajasalo and Hevossalmi are peaceful seaside escapes with spectacular views over the archipelago. Engel also designed all the buildings facing the square. The largest and best known of Helsinki's beaches is Hietaniemi beach, or Hietsu as the locals call it, located just a short walking distance from city centre. Officially, the capital has 28 public beaches maintained by the city and supervised during the swim-
ming season, from mid-July to the end of August. Before the Cathedral, on the same spot stood a smaller church dedicated to and named after its patroness, Ulrika Eleonora, the Queen of Sweden. South of Vuosaari, you can find the sandy beach of Kallahti in a recreational park on a peninsula covered with pine trees. Most of Helsinki's beaches are situated by the seashore but the Vantaa River also has beaches worth visiting

BEST STEAKS IN TOWN Welcome!
w w w
This year saw the six-person jury unanimously award Finn Heikki Marila the first prize of one million Swedish krona for his expressive works, which were lauded as modern relatives of 17th century Dutch flower still-lifes.
Heikki Marila scooped this year's Carnegie Art Award.
Carnegie Art Award 2012 Until 30 July Amos Anderson Art Museum Yrjönkatu 27 Helsinki. Dane Christian Schmidt received third prize for his paintings of Danish suburban settings that speak both on a visual and narrative level. With the majority of the cast returning for round three, Christian Bale as Batman butts heads with Tom Hardy's Bane, with Anne Hathaway's Catwoman pouring herself into the pvc0 cat suit made famous by Michelle Pfeiffer and infamous by Halle Berry. The band currently stand on the cusp of a new era, thanks to the news that the legendary "Mr. Box office records are already creaking in anticipation.

AS PART
of the World Design Capital celebrations this year, a number of Finnish companies will exhibit their unique takes on design at Kaapelitehdas until 2 September. By providing an interaction between the model and the artist, the viewer's experience is thus similar to that created by the artist's work. The end credits arrive swiftly, the extended roll of
names punctuated by a mildly entertaining montage of various bloopers and wacky goings-on from the set. Kicking off a year after the events portrayed in Alexandre Aja's flick (itself an amusing remake of Joe Dante's 1978 Jaws rip-off), the pre-historic school of blood-thirsty piranhas make their way towards a newly opened water park. To achieve a genuine sense of reality with her 1884 painting Breton Girl Holding a Jar,
strokes create various associations in the viewer, which are then described in Tuormaa's video installation. Fix It" Rick
Rubin will produce their next album. Racing by in a swift 83 minutes, not a second is wasted, with the gratuitous excess of dismembered limbs, bouncing bosoms and half-baked 3D filling the screen at all times, as well as a number of amusing cameos. Crowds gradually grew tired of the one-note approach to hit singles, however, with the group suffering from diminishing returns with subsequent releases. Characters come and go, things get downright sleazy and a legless Ving Rhames makes a welcome return for a handful of scenes initially at odds with his tough guy image. Fast forward to 2012 and the trio of beards (two by follicle and one in name) makes their umpteenth return to Helsinki on Saturday 21 July. Launched in Oslo, the Carnegie Art Award exhibition tour will last a year and a half. All of these works are from the last two years and incorporate a wide range of
materials and methods of expression. It explores the different perspectives of local companies that use design extensively in the development of their products and during their operations.
two forms of artistic expression, Girl and a Cherry Branch presents a painting by Amélie Lundahl accompanied by a new video installation by Markus Tuormaa, on display until 16 September, Having studied in Paris, Lundahl would travel to the coast during the summer months to paint her encounters with both the scenery and the people there. One of the largest art prizes in the world, this year's award saw 17 Nordic artists selected from 127 nominees. Advance word is very strong. Piranha 3DD sees the latest school of dagger-toothed fish emerge from the tail end of said bovine to wreak havoc this week. Flemish still-life painting, weeds from central Reykjavik and the light night of the summer solstice are but a few examples of the starting points of the 2012 collection. The frequency converters, propulsion pod systems and energy efficient solutions for housing of ABB, HKL's tram of the future, two innovative new elevators of KONE, the production of Nokia phones and RAY's Valtti slot machine are just some examples of what can be found at the exhibition. At least they were having a good time during production, unlike those who enter the cinema in search of a masterpiece. Lundahl portrayed her subject in her own natural environment, playing with colour and paint in a multi-tech-
nique fashion akin to keeping a journal. The mid `90s saw them gradually stripping away these synthetic elements, further adding to their catalogue with compilations and live albums. And just in case you haven't heard, a small indie flick by the name of The Dark Knight Rises is also arriving this week. No need to cross your fingers in the hope of a return appearance for our finned friends: judging from its less than stellar box office in the US, this piranha series is dead in the water. The exhibition was previously shown in Stockholm and will continue on to Copenhagen at the end of the month.

OULU CAPITAL OF NORTHERN SCANDINAVIA
The Oulu region with a population of over 250,000 is clearly the biggest regional hub industry- and commerce-wise in Northern Scandinavia. The first phase street plan for Hiukkavaara is now completed and the second phase is being prepared. Key industry sectors in Oulu also include the internationally recognized High Tech know-how. The solid industrial base of Oulu will certainly offer possibilities for growth as the Northern Scandinavian and North-West Russian investments worth over 100 billion will kick off in the following years. Actually, the Oulu export and import harbor has the largest container terminal in the Bothnian Bay and the arctic region of the Nordic countries.
New North New Oulu Oulu HealthWorld
The Kontinkangas area in Oulu is the knowledge and collaboration cluster for LifeScience and IT as well as Health and Wellbeing service providers. As an outcome there will be an internationally linked Oulu HealthWorld, which will offer a true Living Lab for testing and developing the new generation social and healthcare models and systems.
Hiukkavaara the most significant future construction site in Oulu
One of the most significant reasons for Oulu to be so dominant its versatility in the business scene. Oulu has the youngest average age in Finland (34.5) and the highest level of educated inhabitants beyond the capital area. This close by area, 7 kilometers north-east from the city centre, will offer city like one-family homes for about 20,000 people. The mayor of Oulu has already launched an initiative on building a gas pipe to Germany from Northern Norway by using the Bothnian Bay and the Baltic Sea. All in all, there are over 800 ICT companies in the region, with such global brands as Nokia Siemens Networks, Elektrobit, Renesas, Google and Polar Electro. There are excellent conditions for carrying out international Data Center investments as well as to build, productize and market hi-tech based services. Furthermore, Oulu is also the logistic hub of Northern Scandinavia and can easily be reached by the Finland's second busiest airport, excellent harbours and railways and highways. Additionally, there is an open idea competition for the street planning of Hiukkavaara center.

With excellent global connections globally and a safe and optimal environment, Oulu is viewed as the Silicon Valley of Europe. This area is being developed into one of the best known centers of Connected Health on the globe. The competitive advantages of Oulu include reliable electricity networks and price of electricity, readily built power transmission infrastructure, proven green energy, infrastructures exploiting the cool environment plus the close vicinity of the Internet Exchange point.

The kitchen also boasts an authentic tandoor, or traditional oven, to grill meat and bake naan. The lamb masala, meanwhile, offers tender chunks of meat in a mild gravy. "There is no hard and fast rule with the items on the

The ideal amount of consumption is 20-200 mg per hour, and while it may increase attentiveness and work-speed, it might not improve complex cognitive functions. A taste of Nepal Soon I am seated in front of a thali plate consisting of butter chicken, lamb masala, mint and raita (yoghurt dip), with rice and naan (17.50). Tearing off a piece of naan, I dip it into the raita, which surprises with its salty and sweet combination. Typical of the cuisine from the region, thalis offer a variety of different flavours. The restaurant was founded by chef Hans Välimäki fifteen years ago, and recently welcomed a small bar establishment.
HAVING thoroughly indulged in the various flavours of Indian cuisine in recent years, I have always wondered just how it is different from that of its neighbouring country, Nepal. A mythical creature, the yeti apparently lives in the mountains of Nepal, and is similar to the American Bigfoot. "We are really flexible to serve our customers. Having arrived in 1982 as the first ever Nepalese immigrant to Finland, Sharma is responsible for establishing the first Himalaya restaurant on these shores, and is widely respected in the Nepalese community as the founding father of Nepalese cuisine in Finland. At lunchtime, after enjoying curry, rice, salad and naan bread, people don't have to eat for 5-6 hours afterwards. Small snacks are served at the bar. We use less oil and less spices,
which we believe tastes better and is much more healthy." Situated in Ruoholahti, Yeti Nepal has been offering Nepalese cuisine since August 2010. The chicken enjoys a balance of spices and creamy texture, enhanced by a garnish of ginger juliennes. "Our cooking styles are a little bit different. 16

OFTEN stunned by masculinity and what it means to be male, Åland-based Finnish photographer Kenneth Bamberg depicts the Shan tribe boys undergoing a male rite of passage in the northern Thailand. As the name suggests, the participants will examine and interpret issues and possibilities related to empty, unused and wasted spaces within and around urban areas. For photo enthusiasts and others who're wholly moved by the concept of maleness and its manifestation in cultures, this juncture is unthinkable to miss and a last chance to mesmerise with Bamberg's illustration.
