BUILDING resilience benefits from governance which is active, effective, honest, and fair, and not just in developing countries. Women continue to face serious barriers to real empowerment. Armed violence and organised criminal networks are a growing threat to human security in many countries. Unless developed countries are prepared to see years of human development and progress wiped away when adversity strikes, their systemic resilience to shocks is critical as well. Putting resilience at the heart of development
Resilience cannot be built overnight. It takes time. Articles should be at least 5,000 characters-with-spaces long (maximum length 10,000). Sustainable development based on resilience also calls for developing the capacity of the poor to overcome challenges, and should be guided by a commitment to national ownership, comprehensive and integrated responses, innovation and learning, and long-term strategic engagement.

THE WORLD'S population today is healthier, wealthier, and better educated than ever before. Community and livelihood risk reduction programmes were initiated, and emergency response systems strengthened. THE KEY lesson from Mozambique's experience is that when societies invest time in learning from adversity, they become better prepared to face it in the future. It takes time. INSTITUTIONS particularly structures and systems of governance provide frameworks for building resilience. Yet, despite incredible progress, disconcerting realities stubbornly persist. Many people still live in extreme poverty, even where economies are growing rapidly. The costs of an adequate social protection floor are one to two per cent of GDP. But it is our best chance of locking-in progress made to date, and advancing equitable and sustainable human development. Yet, without such capacities for tolerance, fragility can overwhelm the institutions and systems of a society.

says Ritva Inkinen, development manager at THL. Families have contacted officials and relatives have expressed their concern over the family's situation prior to the offence. The most common types of adverse event relate to medication. In his personal blog, Turkkila says his core motivation for setting up Hommafoorumi was the wish to bring together likeminded individuals and channel a shared criticism of multiculturalism into collective civil action. However, this condition could be made easier in certain cases by making it possible to do so by post or electronically. A founding member and the former editor-in-chief of Hommafoorumi, an `immigration-critical' online chat room, Turkkila has previously served as MP Jussi Halla-aho's (PS) campaign manager. According to a report by the Ministry of Employment and the Economy, in the past ten years, part-time employment rate has increased to 14 per cent. HT-STT
Part-time employment is increasing rapidly. Such practices include doublechecks, checklists and improvements in information systems. As the programme director, Milén is confident about its chances in reforming patient safety: "There seems to be a wave of enthusiasm about the issue, and a lot of resolve to push things forward in this respect. Hospitals join in happily as we don't seek to blame them for errors, but acknowledge that mistakes can happen anywhere and that we need to create safety measures against them," says Milén. hundredth hospital patient in Finland suffers from a medical error that has real consequences for their health or recovery, and 700 to 1,700 patients die each year due to flawed medical treatment, estimates the National Institute for Health and Welfare (THL). The work group will build on an appraisal memorandum written in the ministry last year and on comments given about it by various experts. "The ideal would be that risks are taken into account even before something has to happen." Luckily, the new programme doesn't have to start from scratch, as there are encouraging examples of the new approach at some hospitals. She says that in terms of clinical skills, healthcare personnel in Finland are world-class. Also, the patient information system could be used more effectively if it were made more user-friendly, says Inkinen. Also, issues in the flow and control of information stand out, such as when up-to-date information about a patient's diagnosis or medication is, for some reason, not transported with the patient to a new location. The Finns Party have invested heavily in revamping the print and web editions of their paper. The total number of victims is 57. When a child is born to parents living in registered cohabitation, the father must visit a Child Welfare Supervisor to make a separate claim of paternity. mote Nordic co-operation. To cut down on these numbers, THL launched a scheme last autumn that assists health care institutions across Finland in increasing patient safety. The offender usually has no record of violence. The current paternity law dates from 1975, when about 10 per cent of children were born out of wedlock. The Local Registry Office can then recognise paternity. Just as the other similar practices, the initiative's goal is to have all hospitals and health centres implement it as part of their routine operations. The proposal will up-
date the procedures by which the paternity of children of unmarried parents living in registered cohabitation is recognised. Moreover, the culture that the supervisors and middle managers implement in the health institution has effects all the way down to patients' care: "If it's not made clear, for instance, whose responsibility it is to make sure that equipment is functional, it is obvious that it will eventually break down," Milén says. The task force aims to collect data on how to prevent family murders and is to announce its findings after the summer. According to THL's approximation, the accumulated cost of additional care and corrective measures necessitated by medical errors is almost a billion euros a year. The tri-weekly Perussuomalainen currently has a circulation of 40,000 copies, and they aim to increase and broaden its readership before this autumn's municipal elections. Preventing human error In reforming patient safety, the approach of the initiative, named Potilasturvallisuutta taidolla (patient safety skills), is not to start by looking for someone to blame for mistakes. "First of all, healthcare staff and patients are people, and as such susceptible to human errors. In comparison to the EU country average, however, part-time employment rate in Finland is moderate. This is the guiding principle behind the new initiative, she says, as its overall goal is to implement practices that stop possible human errors before they happen, or prevent them from affecting the patient's health. Although he was hesitant to vote, believing his actions to be of little consequence, he finally understood that politicians "cannot destroy democracy completely. "The (old regime) was corrupted, they have destroyed the country and they didn't want to give up power," Bitros explained. For now it seems that no amount of scare tactics and criticism can turn the tide of support away from Syriza. Then it crossed national borders, spreading to other parts of the world under different names, such as Occupy Wall Street, where protesters first set up camp in Zuccotti Park in New York City's financial district. Demonstrators calling themselves the indignados indignant or angry - occupied the central squares of Spain's major cities to protest an economic model they perceive as socially unjust and political parties they see as subordinate to the economic-powers-that-be. Still, he showed up at the ballot boxes for the first time two weeks ago to cast a vote against aus-
Protest vote for austerity programme The size of the `protest vote' in Greece was directly proportional to the level of frustration among ordinary people in the country whose lives have been turned upside down by sweeping cuts in public spending mandated by the so-called austerity programme that has gripped the country since May 2010. "This urban vegetable garden is a symbol and a space for freedom," explained Málaga resident Miguel Ángel, who has been involved in the movement since it emerged a year ago in response to the severe economic crisis in Spain. Kosmas Bitros (29) didn't "believe in politics and in elections as a way of changing society". Krugman has estimated that cutting government spending by one euro generates only about 40 cents in debt reduction and 1.25 euros in lost production. The Fiscal Compact is squarely aimed at one cause of the crisis, which is fiscal mismanagement. In essence, it calls for balanced annual budgets and total debt not to exceed 60 per cent of GDP. Perhaps most importantly, spending cuts and tax increases must be coupled with structural reforms to encourage growth. In the 2007 presidential election she only got 10% of the vote. think many people were surprised when the Centre Party was tossed out of power during Finland's last election. This process is so well-established that there is a theory about the "political business cycle," where politicians try to time a recession into the middle of their term so that the economy will be booming when elections come up. Simply raising
spending is no guarantee of growth. Voters want a change from a depressed economy and choose whoever is in opposition. In 2012 they got 11%. According to this theory, countries with poor economies should not be enacting austerity measures cutting spending and raising taxes because they are only making the problem worse. Will they be able to fix our problems, or will they just make things worse. Finnish Prime Minister Jyrki Katainen has advocated the opposing view, sometimes called "growsterity," where economic growth can come from austerity measures. In the Netherlands, it's Geert Wilders and his Party for Freedom. His book about the issue, End this Depression Now!, was published at the end of April. Also, critics say that it breaks one of the cardinal rules of Keynesian economics.

happens if the fringe groups gain power. The major problems of our era: mountains of sovereign debt, unsustainable pension systems, high structural unemployment and trade imbalances, are not being dealt with by the traditional parties. Yet the argument about austerity is largely academic when it comes to the politics of Europe. Greece's economy would certainly be better off with an aggressive stimulus package, but it has no choice in the matter. Estonia increased its spending much more than Germany, but its GDP is still 9 per cent below pre-recession levels. But the flattening of the bell-curve to give long tails to the edges of the political spectrum is new, or at least hasn't been seen in a generation. Personally, I consider the Finns Party as part of the extreme left based upon their proposals for the economy, which do not resemble a traditional right-wing agenda in the least.
THIS FLIGHT to the extremes is best exemplified by the elections in Greece. Again using the French presidential election as an example, in 2007 the various communist or communist-style candidates pulled in a little over 7% of the vote in the first round. The paper also found that every country is different. Voters left the parties of the centre and flew to the wings. The European Fiscal Compact is the keystone of the reaction. 8

European extremes
VOTERS in Europe are a disgruntled bunch. Yet there is a relationship between fiscal policy and economic activity. A recent IMF Working Paper suggested that increasing taxes depressed the economy almost three times as much as cutting spending. The economy correspondingly collapsed under the higher taxes and decreased spending, first falling 3.5 per cent in 2010 and accelerating to a 6.9 per cent drop last year. As the European sovereign debt crisis escalated, one of the main policy responses has been fiscal discipline. The champion of this anti-austerity movement has been Paul Krugman of Princeton University and winner of the Nobel Prize in Economics. Syriza, the Coalition of the Radical Left, became the second largest party while a xenophobic party, Golden Dawn, entered parliament for the first time. If a member state breaks these covenants, it can be fined. Not only are

Realpolitik A difficulty that muddies the debate regarding fiscal austerity is that government spending and economic growth are only sluggishly related. However, it largely ignores all other structural imbalances. When the economy goes into a recession, the government should cut taxes and increase

Intera Partners announced the closing of their second fund, having raised 200 million euros from Finnish and international investors. "All of these factors contribute to the fact that Finland is an attractive market for many international investors," Lang says. "On the one hand, the flow of bad news seems to have dried up, but on the other hand, all market participants are aware that nothing fundamental has changed. "Good companies in the right industries will perform well also during a weak economy hard times can also enable companies to capture market share and differentiate from competitors," he points out. Now with the second fund about 60 per cent of the capital has come from international investors.

Finland also has a stable investment environment with prudent legislation and an extremely low level of corruption, which increases Finland's attractiveness from a foreign investors' perspective." The Finnish industries' expectations on economic development remain low. In April, the eurozone inflation was 2.6 per cent, preliminary data suggest. Targets According to an estimate by Finnish Energy Industries, the companies it represents are planning to invest a total of between three and eight billion euros in the development of renewable-energy power plants in the present decade. The tariff is in place for twelve years, and ensures a price of 83.50 euros per megawatt-hour of electricity. The increases in the use of renewable energy sources are to be achieved principally by increased harnessing of wind and water power, and by burning wood chips. Furthermore, there are plans to open 15 to 20 Starbucks branches elsewhere in Finland, Kalle Ruuskanen, the managing director of SSP Finland revealed to Helsingin Sanomat earlier this year. According to a questionnaire conducted by Luottokunta, the leading card payment service provider in Finland, nearly half of respondents use card for virtually all purchases. This is the view of Finnish Energy Industries, which represents the country's electricity and district heating companies. According to the organisation's chairman Juha Naukkarinen, measures for tackling the problem are urgently needed. HT-STT

The popularity of card payments in Finland is increasing. To achieve the goal for increased hydroelectric power production, the FEI says, there must be largescale investment in several plants throughout the country. In comparison to a survey conducted in January, prospects have improved slightly; the projections for the economic situation are nevertheless expected to ebb. In March, the consumer prices rose by 2.9 per cent yearon-year. Last year alone, the share of re-
newable energy consumed rose by about 32 per cent. According to Finnish Energy Industry lobbyists, the target of increasing the use of the latter source by ten million cubic metres of woodchip is most likely to be reached. Also in other Nordic countries, Starbucks cafés were first opened at airports. However, for a three-year period the fastest constructors of new plants can charge up to 105.30 euros per megawatt-hour. There are many promising plans in the works, Oesch says, but they are being held back by bureaucratic inertia. Now it's high time to reopen discussion on building new plants. Inflation was intensified by the hike of the vehicle tax, and the increase in food, alcoholic beverage and tobacco prices. With the exception of the large hydroelectric plants, renewable energy sources are still not competitive on the electricity market. The gross result, however, was 1.1 million euros in the red. Linnanmäki, or Lintsi as it's more often called in Helsinki, is Finland's biggest amusement park. 3) What places are you visiting during your stay. Lintsis best-loved ride, and one of the oldest rides still in use, is the rollercoaster Vuoristorata, which was opened in 1951. Situated in Helsinki and opened in 1950, it's also the oldest. Tourism in Helsinki is expected to grow again by around five per cent this year, possibly exceeding 3.5 million overnight stays. Its roots go even further back in history, to when the first carousel in Finland was built there in 1896. As well as being World Design Capital 2012, Helsinki is also co-hosting (with Stockholm) the Ice Hockey World Championships which started two weeks ago and runs until this Sunday, 20 May and from 26 June, the 2012 European Athletics Championships come to town for a week. 3) We are looking forward to seeing an ice hockey game during the week

One third of the roughly 130 courses extant are located in the Uusimaa region, but the population centres of Tampere, Hämeenlinna and Oulu also boast a number of quality courses. "The positive development and pioneering work in Finland are partly attributable to strict environmental legislation, as well as the Finns' obedience to the law," Laukkanen says.

As well as the health benefits and the enjoyment of being outdoors golf is seen very much as a sport with a social aspect.. In addition, frozen soil may deprive the turf of oxygen, extreme cold may devastate the turf and strong winds may drive off scarce moisture. The Finnish Golf Union was founded in 1957, but most of the country's courses were not constructed until the late 1980s, when many Finnish farmers in the face of agricultural over-production transformed their farmlands and pastures into golf courses. "As long as the soil is unfrozen, courses are being tended, and once it freezes there's equipment in need of overhaul and facilities in need of renovation," explains Laukkanen. While recent survey indicated that Finnish golfers slack off in off-season training, the courses hardly rest on their laurels for more than two months. 16

· BARF means feeding cats and dogs with raw food. Pet stores now sell tubes of meat purée and raw food in frozen form. In that area, LUT alumni have boldly painted a border on pedestrian asphalt for where "the Free City of Skinnarila" begins. · BARF is an abbreviation for both Biologically Appropriate Raw Food and Bones and Raw Food.

CELEBRATING an illustrious career that has spanned 50 years and consists of over 100 million album sales and five Grammy Awards, American singer Dionne Warwick comes to town on 20 May for a performance at Helsinki Music Centre. Putting herself in his shoes, Supperi wondered whether her father would succumb to some of the common problems of Finnish men such as social exclusion or alcoholism, or whether he would enter the serenity of old age, or even enjoy a second youth. Supported by Sabbath bassist Geezer Butler and longtime Ozzy band mem-
ber Zakk Wilde, the concert may disappoint those who had been hoping to witness the original lineup on stage. Advance word has been quite positive for this, the latest from screenwriter and director Terence Davies (The House of Mirth, 2000; Of Time and the City, 2008). OFFERING some small consolation for metal fans after the news that the full original Black Sabbath line-up will now no longer be touring together as was announced last year, Ozzy Osbourne makes his way to Finland once again for another gig. After staging a number of publicity-grabbing stunts in the media in recent times, it remains to be seen exactly just what Baron Cohen has in store for audiences.
What can be deduced, however, is that The Dictator finds director Charles abandoning the handheld-camera approach of his previous collaborations with Baron Cohen for a more traditional viewing experience if that's at all possible with this duo complete with a script and the participation of high-profile Hollywood clout. Each of them deal with the turning point of their subject's lives, giving voice to a group of males whose representation in the media is often far less frequent than females of the same generation.

funny bones in quite the same manner as his previous smash hit Borat, it seemed that British actor/comedian Sacha Baron Cohen was once again turning his hand towards more serious acting, last being seen in Martin Scorsese's Hugo earlier this year. Elsewhere at the Museum of Photography, shining the spotlight on an often-overlooked generation, Riitta Supperi's 50+ The Finnish Man A Portrait is also on display until 31 July. Or so the press material would have us believe. Making waves with a num-
ber of singles written by Bacharach and Hal David such as Walk On By, Say a Little Prayer and Do You Know the Way to San Jose, Warwick entered the `70s as a genuine superstar. Unfortunately it's not a remake of Renny Harlin's sharks-on-the-loose cheesefest from 1999; instead we follow an affair in the 1950s between a Royal Air Force pilot and the wife of a British judge. Inviting visitors on a journey from the city's outskirts to the downtown area, the images traverse their way through a rubbish dump, wastelands, industrial areas and sleepy suburbs. Here Cohen teams up once again with the director of Borat and Brüno, Larry Charles, for the story of "a dictator who risks his life to ensure that democracy would never come to the country he so lovingly oppressed". Reilly on board, time will tell how successful their more cinematic approach will be. peppering her career with two children's books and an autobiography entitled My Life As I See It. Certainly, given the events in the Arab world in recent times, the film's release could not be more timely. Beginning the series by photographing her own father, Supperi was forced to contemplate just what his life is really like as he gradually begins to face the idea of retirement. However, there's no need for the lauded thespian approach this week, as Baron Cohen returns to the big screen this week hoping to create some comedic waves as The Dictator. Upon the dissolution of the trio's working relationship, Warwick went on to struggle for the majority of the decade, before the smash hit single I'll Never Love This Way Again in 1979 brought her back into the limelight. Plans for reuniting the quartet were scuppered when it was declared that drummer Bill Ward would not be taking part, and then guitarist Tony Iommi was ruled out of all but three dates this year due to his battle with lymphoma. The exhibition asks a range of pertinent questions, hoping
to uncover just what it is that goes on in the minds of these men, contemplating their hopes and dreams for the present and the future as they presently occupy the middle ground between youth and their autumnal years. With actors of the calibre of Ben Kingsley and John C. Capturing objects that aren't traditionally found in city guidebooks, Schantz seeks to use the landscapes to embody a particular state of mind, and portray the atmosphere permeating a scene and its human presence.
Combining shots that capture scenes as they appear in actuality with those that have been staged for the camera, Schantz's images create a link between three decades of his output. The exhibition consists of 95 different portraits, which have been taken all around the country. Warwick has also popped up in more unexpected places, such as a guest role in Chuck Norris' TV series Walker, Texas Ranger. These images contrast with his black and white images from the `80s and `90s, which offer a glance back to another era. 18

In operation for nine years, the restaurant continues to serve Latin American tastes to a loyal following, with a packed house almost guaranteed over the weekends.

As for the food this time around, I decided to order Croquetas de Maiz (15), corn-potato croquettes with nacho-nut crusting, vegetable quinoa and sofrito sauce. There are lots of places here in Helsinki that serve Mexican food, but it is always Tex-Mex." Some of the most popular items on offer at Maya can be found in the minidillas section of the menu, a selection of small appetizers ranging from 3.30-4 each. My next visit, on a weekday evening, did not get off to a good start. "The spices and good ingredients," explains head chef Juhani Hietala. Unfortunately on this occasion, the croquettes were lukewarm when they arrived to my table. Taking my final sip, I lamented my selection from the menu, with memories of the impressive minidillas from my previous visit. Perhaps another time then.

HAVING walked past Maya Bar and Grill on countless occasions, it is with great curiosity that I step indoors on a Monday afternoon to observe the restaurant's interior. It's cosy, but has enough table space to comfortably seat 80 inside, with space for a further 40 outside on the terrace during the warmer months. I am immediately greeted by the sound of panpipes as I am shown to a table next to a window overlooking Rautatientori. However, the sofrito sauce and quinoa managed to win back some of my favour with the delicious tang of the sauce biting through the disappointment of the croquettes

embarrassment, I have to admit I was stunned by the obsession of the Finns to stay in line for any reason. Restaurants in the Helsinki area can be found from the internet service www.eat.fi, which provides information on restaurants, their menus, opening hours and some user rating etc. They wait for a bus and they instantly form a queue, they want to use the elevator in a crowded building, they just sit one behind the other and wait for it. In a number of Finnish towns public internet posts are quite rare due to extensive per-person internet use at home. Restaurants. Medical services. How could I allow the predictable season-
