In its decision regarding Sampo, Moody's expressed worry about Finland's official support for some types of bank debt, saying that the support "may no longer be sufficiently predictable or reliable." Finnish banks are still rated relatively highly, however, and at the end of May the Finnish Financial Supervisory Authority released its assessments of the Finnish banking industry, which found conditions to be improving. Tuesday, Budget Minister Cristóbal Montoro suggested in a radio interview that European bailout funds could be used to directly fund banks instead of bailing out general governments. Branislav Gosovic is an expert on environmental and development issues. On the other hand, most of the themes that were articulated in the Brundtland report and Agenda 21 can be found in the Rio+20 draft document, though often worded in a manner that indicates a lack of consensus and commitment to act. How can this best be achieved. The negotiated document keeps many of the ideas and objectives alive. How does agenda 21 and Rio+20 stack up against the landmark Brundtland Commission (UNWCED) report. This will require hard work, commitment and the leadership of some countries that are in a position to offer it, and involvement of social forces in a genuine global movement. But, weeks before the event, bracketed paragraphs indicating disagreement and ambiguous wording on key issues signal lack of agreement and mean that the international community is in for a continuing period of drought. These continue to be topical and will play a major role at Rio+20. As mentioned above, one of these conflicts has to do with North-South divisions, the international development agenda and the related issue of the existing global and political order that is being challenged. As such, it cannot match UNWCED or UNCED outcomes, both of which were produced by teams dedicated to the task that worked together over a lengthy period of time. Global environmental problems will continue until such time when the North changes its policy and assumes a position of solidarity be present at Rio+20 and it will continue for the foreseeable future. In sum, North-South conflict is well and alive, it will

recent version of sustainable development, adopted at the UN Conference on Environment and Development (UNCED, Rio, 1992). While progress has been made in a number of areas, there has been little or no movement on key outstanding issues and underlying conflicts. This gathering is taking place at a difficult moment for global and national economies, and after 20 years of neoliberal globalization predominance. The former means that the heads of state will be preoccupied with responses to the current crisis, which they are not sure how to manage and overcome. The latter has done damage to the global sustainable development agenda, and has stalled or rolled back some of the policy and conceptual advances made in the earlier period, up to and at the summit in Rio. They cannot be wished away, as some in the developed countries do, trying to find divisions and differentiation within the South. However, I dare be optimistic that in the longer run, and following the neoliberal globalisation interlude, given the maturing of many
issues and concerns and aggravation of global problems identified 40 years ago at Stockholm, Rio+20 may mark the onset of a more promising 20-year period of international cooperation. He has worked for the UN World Commission on Environment and Development (UNWCED), and is also the author of several books on development, international relations and the United Nations.

It should not be surprising that developing countries are rather suspicious of the ultimate motivations and practical implications of the recently launched concept of "green economy" and of the institutional moves to create a specialised environment agency. Have we made any substantial progress since that report and also since the 1972 Stockholm conference on the environment. How much faith do you have in the Rio+20 outcome document currently under negotiation. In practice, there has been little progress on fundamental issues of this kind.. I am not optimistic about great achievements and major breakthroughs at Rio+20. This conflict is present within the North and within the South. Instead, one witnesses eager efforts to morph the environmental agenda into a major business and job creation opportunity, and to project the image of key developing countries as the principal global environmental threat, and in climate change-related negotiations to pit against them smaller groupings of vulnerable developing countries in their never-ending efforts to divide the Group of 77. The other conflict, less visible to the eye, has to do with the nature of the dominant socioeconomic order, or paradigm, which is challenged globally as socially and environmentally non-sustainable. To no surprise, such changes will be resisted and fought tooth and nail, by all means available, by those who oppose them. South

The sentence, for illegally passing information to the espionage organisation of a foreign power, has been postponed for a month. Isoniemi predicts that the total number of
donors will rise this year because the situation has improved in HUS. The former Centre Party chair became Finland's youngest Prime Minister at the age of 36, and led the country through the troubled recession times of the early 1990s. Leinonen and two accomplices face charges after they presented documents claiming they had to remove the statue for maintenance purposes in February 2011. · At the moment, there are about 350 people waiting for an organ donation. The message, even from many MPs from government parties, was that, although pertinent, the bill does not sufficiently indicate culpa-

On 5 June, employees from Finnair Technical Services staged a walkout involving over 1,000 staff. There was a bottleneck in organ donations in the Hospital District of Helsinki and Uusimaa (HUS). The Chair of the Legal Affairs Committee, Anne Holmlund (NCP), admitted that she would also wish to see the 0.5 mg/ml alcohol limit enforced for all boaters. She explains that organ transplants often fail due to a lack of staff and proper facilities. "We do not have enough precision breathalyzers on police and coast guard boats," MP Kari Tolvanen (NCP) pointed out. Parliament finally decided to lower the limit for professional boating, which concerns freight and passenger transport. "The chances of completing over 300 transplants are good. Last year a total of 275 organ transplants were performed." The legal amendment was expected to increase the number of organ donors by at least 10-15 per cent. · Tell your relatives how you feel about organ donation, so that they will be able to communicate your wishes on the matter. After narrowly losing the 2000 presidential election to Tarja Halonen, he spent a year at Harvard as a resident fellow at the Institute of Politics. Researchers and authorities are concerned of the growing marginalisation of young men in Finland. When this is discounted the overall number of donors in the country increased by 20 per cent last year. Every year dozens of people for whom suitable transplant organs are not found die as a result.
Although no longer obligatory, organ donation cards can help confirm and clarify donors' consent.. Such a situation is potentially fatal because staying afloat or reaching land, especially under the influence of alcohol, is difficult for a lone boater without proper implements or assistance. Most of them are waiting for a new kidney. The most vocal opposition to lowering the intoxication limit came from the former police officers among MPs, who cited insufficient police resources and the increase in policing duties which the amendment would bring. The donor must be brain dead, with functioning blood circulation to sustain the organs. · Organ donation cards are no longer obligatory but they can still be used to confirm and clarify consent. One donor can provide an average of three organs for transplantation. The amendment came into effect in August 2010. The idea was to obtain donations from at least those terminal patients whose closest relatives have refused to consent to donations.
Timo Kivimäki, a professor of political science at the University of Copenhagen since 1999, had met what he believed to be Russian diplomats over a number of years, and passed on information and documents to them. · The limit for water traffic intoxication is 1 mg/ml, while the limit for road traffic is 0.5 mg/ml. Most of these occurred when a rowboat or a small motorboat capsized or tilted. Kivimäki, who maintains his innocence, has stated: "the sentence is based on claims by the Danish security services that the recipients were spies, but no evidence was shown proving this." To the amazement of many observers, the trial was held behind closed doors, and the wording of the court's decision also remains confidential.

Though some flights are due to be cancelled, Finnair maintains it can fly the majority of its schedule during the industrial action. His upcoming fellowship with the prestigious US college will allow him to continue his research on the role of the state in maintaining welfare and global competitiveness. The total number of accidents has decreased but the number of accidental deaths rose. Donors require intensive care until organs have been removed. · In 2010 there were 1595 water traffic accidents. Though the Danish court admitted that none of the information was classified, it found that the diplomats Kivimäki had met were, in fact, Russian spies. This bodes well for patients waiting for transplants. The three defendants have admitted only petty theft, denying the fraud and forgery charges. · Only a small share of the deceased qualify for organ donations. Parliament now wishes to pass a law rectifying this.

The birth rate in many European countries has dropped after the financial crisis of 2008, but while the number of firstborns has decreased in Finland, the change is very slight for now, according to Lainiala. son for this is still unclear, but based on previous studies childlessness is not necessarily a choice. · At that time, the respondents were either childless or had just one child. men are a hot topic, but we must remember that this is not just an employment policy problem. The study analysed the effects of anti-tobacco policies on tobacco demand in 11 Eu-
ropean countries. The costcutting plan has seen heated debate in many smaller municipalities, with fears that they may lose out on essential services if forced into mergers with larger neighbouring municipalities. Couples who have finished their studies and entered full-time employment are the most likely to have children. However, by the same token, the consumption of loose tobacco goes up by 17 per cent. In terms of health, good policy would be to increase the price of loose tobacco more than the price of cigarettes," says Research Professor Markku Pekurinen. "Planning to have children is important, but it is more likely to happen if the family's financial situation is good," says researcher Lassi Lainiala. The law was due to be presented to Parliament before the end of the year, but as Minister for Local Government Henna Virkunen (NCP) explained it had been postponed temporarily as the municipalities have asked for more consultative talks this autumn. Several countries have banned tobacco advertising and smoking in public spaces, and placed warnings on cigarette packs. The results show that increased taxation of tobacco products reduces smoking effectively, although the impact of a single price rise is limited. "Financial factors don't play as big a role as before, it's more about relationship dynamics," says Lainiala. In Uusimaa, Finland's most populous region, the current 28 municipalities would be reduced to somewhere between five to eight city municipalities. Society can offer a feeling of security."

In Sweden, for example, the financial crisis of recent years has not been reflected in a declining birth rate, but rather the opposite, as the birth rate has actually been rising. A study by The National Institute for Health and Welfare (THL) shows that a ten per cent increase in cigarette prices sees smoking decrease by three to four per cent. Health warnings must now cover 80 per cent of cigarette packages in Uruguay and each brand is permitted only one design per package. "Public health initiatives should be focused on challenging this deadly industry," Stewart told. "We know that Mubarak and Al-Adly were not on the rooftops firing at protestors, yet somehow nobody is to blame for the shootings and killings despite forensic medical reports, witnesses, video footage and security log book evidence," protest organiser Tarek El Halaby told. In response, the tobacco firm Philip Morris International has declared the policies "excessive" and filed a lawsuit at a World Bank affiliate, seeking unspecified damages for lost profits. Tobacco kills nearly six million people each year. This attitude of defiance is being echoed by other protestors who have called for a complete boycott of the runoff election due in mid-June. Scott Ballin, a health policy consultant and former vice president for public policy and legislative counsel at the American Heart Association, says that "there is a need to think from the standpoint of what the companies could do if they wanted to for instance, stopping the production of tobacco tainted with other products, cracking down on smuggling and raising standards." Ballin suggested that "the best way to find a path forward is to sit down with the stakeholders". Northern Cairo criminal court Judge Ahmed Refaat convicted Mubarak and Habib Al-Adly, the former head of Egypt's interior ministry (MOI) merely of "failing to stop the killings." Many Egyptians believe Mubarak and Al-Adly, together with the state's security services, were responsible for the killing of hundreds of protestors and the torture and detention of thousands more political detainees. Peer interaction Yet these free pages also allow consumers to interact with each other, and peer interaction is a much more powerful way to influence behaviour. This increased to 5%, on average, in 2010. If you are in Helsinki, they are worth something. Other companies are also hesitant to spend money on Facebook ads. It is a smooth lake, with the water equally deep anywhere you look in the bucket. One of the newest ideas, which has some merit, is what they term a "banking union," where we jointly guarantee bank deposits throughout the euro area. It hit 73 billion in March 2012. Increasingly, what we see in social media is influencing our purchasing behaviour. Advertisers might think like GM, and believe that their free pages are the best way to reach the public. The survey also found that the most prevalent comments are declarations of satisfaction, and asking and giving advice. After the Christmas season boost, advertising revenue fell in the first quarter of this year. 8

A world leader in nanotechnology, Beneq has just attracted 25 million euros from Russian investors.
DAV I D J . The Asian market is becoming increasingly important, and Beneq added new resources to their office in China. At the moment the key markets are in Asia, but Ahonen says that they will also target Russia, which has potential for superior growth. "I think that it is important to evaluate in advance what each of the owners is willing and capable of bringing to the company when they join. Beneq was founded in 2005 and focuses its business on production and research equipment for advanced thin film coatings. "However, I must say that for us, and for many Finnish growth companies aiming to expand internationally, we have a limited number of investors in Finland which easily leads us to consider international options. With its robust history and strong potential for the future, the company has attracted significant investments. We will continue to strengthen our patent portfolio, both for our own protection but more importantly for the benefit of our customers."

The Church in the Rock (Temppeliaukion kirkko)
The Church in the Rock, known locally as Kalliokirkko or Temppeliaukion kirkko, was built in 1969 in Etu-Töölö. The Helsinki-based gallery specialises in old icons, featuring a

collection of more than 500 pieces the largest in Scandinavia. It has since gained even more popularity and spread to churches all over Finland. The Espa Stage in Esplanaadi Park is one of the most traditional venues for Helsinki Day events on Tuesday 12 June. The show includes regular manufactured and custom-built motorcycles, so expect everything from Harleys to hand-built hogs the likes of which might normally only
be seen on television's American Chopper. The interior is excavated and built into rock, but it bathes in natural light, which enters through the glazed dome. In October 2011 the City of Helsinki banned tourist buses from parking next to the church. Fine castings and crosses, mostly from the 19th and 18th centuries, are also featured in the collection, with materials including copper, brass and enamel. Temppeliaukio church is also where the Metal Mass was invented back in 2006. This year the Espa Stage presents both a day and an evening programme.
Banging tunes The Bassline Festival runs over the weekend of Friday 8 Sunday 10 June, and there are events at Kiasma, Mbar terrace, Sinebrychoff Park and on the HSL Culture Tram. It was designed by brothers Timo and Tuomo Suomalainen. In the Metal Mass, traditional hymns are played in heavy-metal style, while the mass is otherwise conducted as usual. One of the hottest tickets in town during the festival is Pihlajamäki goes Blues even if there's no ticket involved, as the event is free of charge. The oldest of these date back over three hundred years. Everybody is hoping for the same superb weather as last year. Wood paintings and metal works offer unique alternatives to canvas paintings. The ban was issued because the locals had trouble getting around the buses, which were blocking the way. Established in 1989, Art Baron has gained international recognition, and it operates all around the world, supplying art for collectors as well as churches and icon-lovers. Knocking out some banging tunes over the weekend at the various venues are Mr Woodnote, Eva Lazarus and Lil Rhys all from Bristol, UK, Snareophobe (Manchester, UK), Frans With You And Yours with Bassline DJ's, GRUM (Leeds, UK), Lenno, Kuti 77, Bright Shades, Koobra, Jesse Oliver, Jay Lamar and Hemo DJ's.

Elections at the Russian Embassy in Helsinki
During the elections to the supreme organs of government in the Russian Federation, the Russian Embassy in Helsinki and other Russian diplomatic representations in Finland are turned into polling stations for Russian citizens residing in or visiting the country. The Finnish group Fortum is engaged in a large-scale modernisation programme of power installations belonging to it in Russia. In April 2012, the building of the second line of the gas pipeline was completed. Companies such as Nokia, Nokian Tyres, Kesko, Stockmann, Fazer, Kone and Rautaruukki are expanding their activities in Russia. The new building will house the consular department of the Embassy, 80 residential apartments, a swimming pool, sports complex, utility rooms and underground parking. The volume of trade between the two countries increased by 12.6% in 2011, reaching 21.4 billion US dollars. Their votes were distributed between the candidates as follows:
Dynamic construction work for the new Russian Embassy complex is in progress on Tehtaankatu, Helsinki. Genuinely friendly relations of partnership and co-operation have taken shape between the two neighbour states. Russian-Finnish Relations
Russian-Finnish relations are characterised by the highest intensity at all levels, a dense network of contacts between departments, regions, organisations, businesses and the people of the two countries, and by a variety of events. In January 2012, Finnish President Tarja Halonen paid a visit to Moscow and held meetings with Russian President Dmitry Medvedev and Prime Minister Vladimir Putin. The head of the Finnish government Jyrki Katainen went on one of his first foreign trips in August 2011 to the Olympic city of Sochi, where he was received by Prime Minister Vladimir Putin. It can now be said, with good reason, that Russia and Finland are closer than ever before. Investment co-operation is also developing. The contractor of the project is the Russian company MRSU-1, and subcontract work is also being carried out by Finnish building firms.

AFTER having their gig washed away by the freak storm at Sonisphere in Pori a couple of years ago, bobbing up once again like an old shoe (albeit a stiletto) Mötley Crüe are headlining the Rockin' Hellsinki concert on Thursday 7 June at Kaisaniemi Park. Take a brief look at the cinematic output of the last decade or so. On Tuesday 12 and Thursday 14 June, Sinebrychoff Art Museum will provide a story cabinet and an introduction to the mysterious Enlightenment animal world. No strangers to the bottle, the needle or a bottle of hairspray, this Los Angeles outfit has sold some 80 million albums worldwide during their career, with their cockrockin' strut adored by fans around the world. Need a little magic in your turn-ofthe-century Europe cinema experience?Then try 2006's The Illusionist and The Prestige. Inevitably, things don't go to plan, with the two pin-ups joining forces with several dwarves and her childhood love Prince William to help young Snow exact revenge. The crown of the festival occurs on Friday 15 June at the Fêtes Galantes, with the Lumières festival celebrating its 10th birthday in the White Hall of Aleksanterinkatu. Following a similar pattern in Beyond Reality, Reichstein has built a 3D fairy tale land based on Koivu's illustrations. Born Christel Martina Sundberg in Sweden, before moving here when she was an infant, the female artist first made a splash with her first single Mun koti ei oo täällä (My Home is not Here) and the release of full-length Alkovi (Al-
cove) in 2008. After various bouts of infighting and lineup changes, the original Crüe reappeared on the radar with the publication of their 2001 autobiography The Dirt containing some of the more entertaining escapades ever committed to print. Reconvening in the studio for 2008's well-received Saints of Los Angeles, the band struck while the iron was hot,
touring to packed out arenas around the globe. This year the content derives from France the origin and heart of the Enlightenment. Fancy a spot of Greek mythology. Reichstein also stresses that this summer's exhibition in Retretti is quite unique since it's the first time so many of Koivu's works of art are found under the same roof. "Koivu was an orphan and also always poor, so he created magical realities to escape from his own reality which was very hard," Reichstein explains. In short, we have learned to embrace summers. And what a summer it promises to be! The afternoon sun streaming through the dense leaves, gently caressing everybody with its golden rays; rows of neatly planted multicoloured flowers nodding their
heads, as if in greeting; large sea gulls circling the church spires, adding to the already giddy atmosphere; lush green lawns dotted with picnickers sporting tank tops, or even less. Restaurants in the Helsinki area can be found from the internet service www.eat.fi, which provides information on restaurants, their menus, opening hours and some user rating etc. But we came with our eyes open and we were more than prepared. Grocery stores. The blazing sun simply sapped all our energy, leaving entire cities full of dull, irritated and exhausted people. We landed in Helsinki just as spring was setting in. It looked more like a carnival or celebration of sorts. We think it a crime to stay indoors. We stayed indoors as much as possible, allowed the kids to play only after sundown, and thought of new ways to beat the heat. After all, can there be a "happy" without an "unhappy" or a "great" without a "lousy". Most grocery stores are open Mon-Fri 7-21, Sat 7-18 and Sun 12-21.
