A tASk fOrCE appointed to contem-
plate the role of the Finnish Security Intelligence Service (Supo) has
identified three alternative models
for the organisation of Finnish security and intelligence operations
in the future.
In a report presented to Päivi
Räsänen (Christian Democrats), the
Minister of the Interior, on Wednesday, the task force refrains from
stating its preference among the
alternatives.
Ultimately, a decision on whether
to allow Supo to continue in its current capacity or to establish a new
security intelligence service will be
taken by policy-makers. The number of those employed is set to have decreased by
0.5 per cent this year and by 0.7
per cent in 2015. would not be bound

measures of the police but a new
broader purview would have to be
defined for it.

of establishing a civilian intelligence
agency is that it would enhance information sharing with other intelligence agencies. HT

The Ministry of the Interior appointed the task force to mull over
the role and powers of Supo roughly a year ago, after Ilkka Salmi, the
director of the Situation Centre of
the European Union, proposed that
Supo be dissolved in its current configuration and transformed into a
modern intelligence agency.
Later, another task force was
set up by the Ministry of Defence
to mull over the extension of online
surveillance powers to Supo, other
police units and the Defence Forces.
Civilian development
The most radical model floated by
the task force of the Ministry of
the Interior is to set up an intelligence agency in the mould of the
Central Intelligence Agency (CIA).
The task force proposes that Supo
be dissolved and transformed into a civilian intelligence agency operating, for example, under the
Government.

Unemployment is set to increase again next year.
According to PTT, the small economic growth is not enough to decrease the unemployment rates
next year. The unemployment percentage is estimated at 8.5 this year

The current economic recessioncompared to those from the country's past. Supo was previously
known as the Finnish Security Police.
Another model proposed by the
task force is to maintain Supo as
part of the police organisation but
transfer it under the direct supervision of the Ministry of the Interior.
Paatero is unsure of the merits
of this alternative. ?There has to be
one police unit in Finland that operates under the Police Command,. Exports are predicted to
reach 2 per cent next year from the
current rate which is close to zero.
According to PTT?s estimation, the
predicted slow economic growth is
reflected in the lack of new products
and rising industries.
?Domestic markets have deteriorated due to the small amount of
investments and weak income development,. The prediction was published
on Tuesday, and suggests that the

2008 and March 2011.
The suspects have rejected all criminal accusations in

Altogether, six people were
suspected in the pre-trial investigation, but the Office of
the Prosecutor General decided against bringing charges
against two of them, a 28-yearold and 31-year-old man.
The decision not to bring
charges indicates that the
28-year-old man was suspected of complicity in the transportation of two children
from Finland to a terrorist
training camp. The aggravated form of the offence, in turn, carries a
minimum punishment of four months. ?Even if you don?t

it abroad with a cleric in an attempt to seek religious justification for it.
Hämäläinen and Jorma
Kalske, the Deputy Prosecutor General, concluded however that the role of the man
in the course of events and
devising the plan does not
warrant prosecution.
The 31-year-old man, in
turn, was suspected of sending 50 dollars to an al-Shabab

yet again of such proportions
that the police have opened

Overall, officials at the

her belief in Finnish entrepreneurship in Savon Sanomat. The
current situation where Finns bring in a third of Estonia?s alcohol tax revenue does not make sense.
tHe FINNs Party just introduced their development aid
model, which would give taxpayers the right to decide
whether the taxes they pay can be used to fund foreign aid, while decreasing the share paid by the state
by a quarter. The
high favourability of protein
is recognised by many food
distributors: for instance,
Valio has doubled its production of quark in its Seinäjoki
factory and made a large expansion investment.
And currently dark green
vegetables such as cabbage
are also at the peak of restaurant trends around the world.
The growing popularity of cabbage is also seen in
the sales figures. The Finns Party wants to give citizens the
right to decide who they want to support and by what
amount.
tHere is an alternative to the current financial policy of
ever-increasing taxes. purchasing power, which will in turn hinder the creation of

Russia lie dormant in freezers in south-western Finland,
for which new markets need
to be found. In connection with this reform, we could lower VAT rates and
make them more uniform. With measures to cut unemployment rates failing to deliver results, successful tax
policy holds a key role also in this policy field.
FIrst, I will propose two tax policy reforms, which will
help improve the employment situation.
tHe FIrst one of these is to make it possible for employees, pensioners and full-time carers to earn a thousand
euros a month tax free. We must bring our
alcohol policy up to date. Even the recession of the 1990s
did not hit Finland as hard. This year
somewhere in the region of
1.6 million kilos of avocados
have already been sold, and
over one quarter of the year
is still left.
According to the S-group
information channel Patarumpu, there are a number
of other fruit and vegetables that have increased in
popularity.
One of these is ginger,
in which sales have grown
steadily. I believe that
the punitive additional costs falling on employers to
pay on top of the wages make companies think twice
before hiring new staff. This
includes an overhaul of information systems in the
public sector, allowing teachers and doctors along with
all the other public sector employees to focus on doing
the job they have been trained for.
tO FINIsH, I will make a few more policy proposals that
would carry economic significance. This would
bring the twofold benefit of boosting the competitiveness of our export sector and creating new jobs. Three squirrel carcasses were slouched

a topic he believes has been

NIINA WOOLLe Y . The British research team has previously
studied how the waist measurement affects the risk of
cardiovascular diseases.
According to the researchers, the average 30-year-old,
178 cm tall man should ideally have a waist circumference of no more than half of
his height, 89 cm. ?We have people here
who have suffered physical injuries while in service abroad

in Afghanistan, army
chaplain Heikki Arikka had

He lived in a tent, which he
shared with 13 other Finns,

of square metres of personal
space.
?My army knife hung on
the wall above my head. And suddenly
he thought how ?funny. In
contrast, the waist measurement method provides much
more accurate readings for
apple-shaped obesity, which
has been shown to be particularly harmful to health.
Kirsi Pietiläinen, an associate professor at the
University of Helsinki specialising in obesity research,
says that the new results are
exciting.
?It?s interesting if an indicator as simple as this works.
Experts have for many years
considered the waist measurement to be an independent predictor of poor health,
which many people have believed to be unfair. This ratio meas-
urement factors this in,. the

waist measurement less than

closely on war, and the more
he thought about it, the
more absurd it all seemed.

?You don?t feel you belong

Pietiläinen.
The researchers behind
the new study have previously found that the waist to
height ratio is a reliable indicator of diabetes, high blood
pressure and heart disease.
Pietiläinen says the new results fit in well with this
picture: cardiovascular diseases increase mortality
and therefore, if people with
a high waist measurement
suffer from these diseases
more often, it is logical that
their risk of early death is also higher.
Healthy limits
In Finland, experts have considered a waist circumference of either 80 or 90 cm
for women, and 90 or 100
cm for men, to be within
healthy limits, depending on
the study. If the
waist circumference creeps
above this limit, a risk of early death increases, reveals a
new British study.

medical follow-up data, the
study by City University in
London found that the waist

Many also believe that the

Incredible collections
To shed light on the history
of postal services in Finland
and the development of the
Itella Group, the Postal Museum houses a series of incredible collections.
The collection of artefacts, for instance, is unique
because no other museum in
the country has similar objects related to postal services on display. When
the reason for not having a

to dig deeper into each other,?
Ville says. If the woman found out about her husband?s feelings, she might be

Difficult to discuss

from different times in his

a baby and was convinced that
Ville did too, if Ville could only
believe that the child produced
with donated cells would be
like his own once it was born.
Jenni?s reassurances, however, felt like pressure to Ville
and made him anxious. Their son Voitto is now
a year and four months old.
The boy?s name is tattooed
in block letters on Ville?s
right arm. Ville eventually
acknowledged that his wife
knew him better than he did.
His love towards the boy is
impossible to describe.
Jenni and Ville believe the
crisis has made them a strong
team. Over the
years Tiina underwent a hormone-induced menopause,
hormonal in vitro fertilisation
and suffered one miscarriage.
Janne and Tiina believe
that the crisis brought them
closer from the start. When the pregnancy test
is once again negative, crying
feels natural . A man with a non-biological child may feel like an
outsider at first.
This is what Ville was concerned about, but the psychologist told him that once the
child was born he would love
it like a biological child. Jenni left the
pregnancy test on the bathroom table in a Florida hotel
room. Ville was
unsure if he could consider the child his own, but Jenni was certain that his fear
would turn out to be futile.
Now the argument had led to
threats of divorce once more.
Half of the couples that

The display of Laaksonen?s exhaustive personal
correspondence covers several decades, from the early 1940s to 1991. explains Antila. Her period
became a source of endless
pain, causing her to faint and
sometimes even to vomit. This places
spouses in unequal positions.
One of them has to carry the
burden of guilt, wondering if
their partner might be happier with someone else.
?One often feels guilt over
robbing the other person of
the opportunity to have children. ?There are a lot
of activities for children. Accepting that one

The employer-subsidized commuter
ticket offers a modern option to commuters
This autumn, HSL is targeting its campaign
at employers. This year, the survey is conducted on commuter trains, trunk
route 550 and on regional routes to
Kerava.
The survey examines what tickets passengers use, where they live,
what is the average journey length
and what are the feeder modes
used. In this case, the employer may
make an agreement with HSL and
order the tickets. In the first phase,
three surveys are conducted during the fall: Travel Survey, Traffic
Survey and Park & Ride Survey.
The Travel Survey 2014 studies journeys in the Ring Rail Line
catchment area made at least
partly by public transport as
well as all journeys starting or
ending at the Airport.
In the Traffic Survey, HSL collects information about resi-
dents. Employers can
choose to offer the benefit as the
electronic TyömatkaPassi or alternatively as HSL?s commuter vouchers worth ?10, which employees
can use for loading season tickets

Ingredients
1 cup uncooked quinoa, 1¼ cups homemade or store-bought no-salt-added vegetable broth
(see Scrappy Vegetable Broth at washingtonpost.com/recipes), 1 medium eggplant (400 g),
cut into 1.5-2 cm unpeeled chunks, 1 small cauliflower (400-600 g), cut into 1.5-2 cm chunks,
1 large onion, cut into 1 cm chunks, 6 cloves garlic, thinly sliced, ¼ cup extra-virgin olive oil, 1
tablespoon light or dark brown sugar, 1 tablespoon garam masala, 1 teaspoon ground turmeric,
½ teaspoon ground chili powder, such as ancho, ½ teaspoon fine sea salt, plus more as needed, 1½ cups (one 425 g can) no-salt-added chickpeas, rinsed and drained, 2/3 cup dry-roasted, unsalted peanuts.
1 cup lightly packed cilantro leaves and tender stems, finely chopped, plus a few leaves for garnish, 1 tablespoon pomegranate molasses, 1 tablespoon balsamic vinegar.
Plain non-dairy yogurt, such as soy or coconut milk yogurt (may substitute dairy yogurt), for
garnish (optional).

The food arrives swiftly and
is beautifully presented. Drain thoroughly, then transfer the quinoa to
a small saucepan. Pour in the broth. Bring to a boil over medium-high heat, then reduce the
heat to medium-low so the liquid is barely bubbling; cover and cook for 30 minutes. It?s not unusual to have a
twist to the food, with either
American or Finnish influences,. ?The staff has specifically been trained to assist
the customers in choosing

is light and foamy, adding a
luxurious feel to the dish. he adds.
Kuja?s concept definitely
seems to be working. And for good reason: too many
vegetarians are really carb-etarians, and if you?re looking for foods high in protein and low in
carbohydrates, sooner than later you?ll run into something that calls for quinoa.

Kuja seats approximately 60 people and the terrace
holds a further 20 during the
summer. According to Launivuo, August has
been the busiest month so
far. ?On a daily basis, we get
busy during lunchtime and
then again typically around 7
o?clock in the evening.?
Apart from its hefty portions, Kuja is a supporter of
different forms of culture.
In addition to the monthly
changing photo exhibition, it
took part in the Art goes kapakka event in August.
?Generally, we?re open to
all kinds of suggestions for
co-operation when it comes
to events and culture,. Furthermore, an extensive brunch
is served on the weekends and
regardless of the day or hour,
the kitchen staff put their best
efforts into the preparation
of all of their food. I suppose that?s why
I was drawn to a recipe in Sally Butcher?s new book: Salmagundi for quinoa with eggplant and
cauliflower. A
brick wall paired with plain
wooden floor boards and simple, black lamps hanging from
the ceiling give the place a
rough, industrial feel, yet
the atmosphere is warm and
welcoming.
Studying the menu we find
that there is a lot to choose
from, with meal options
stretching from salads and
burgers to crêpes and steaks.
The burgers . have gained
something of a reputation, in

Fresh and self-made
The website declares that the

you would end up using it if
it?s there?. . The burger
also comes with a side order
of one?s choice, with an option for either salad, raw root
vegetable sticks, deep-fried
sweet potato, fries or crisps.
Mildly put: because our burger arrives with French fries,
there is no chance of either
of us leaving the place feeling
hungry.
We wash the delicious
meals down with the house
beer, Kujan Ipa, which has
been specially made for Kuja
and its sister restaurant, Café Bar No 9. Taste, and add salt as needed.
? Transfer the cooled quinoa to a mixing bowl; add the chickpeas, peanuts and cilantro, tossing to incorporate.
? Whisk together the remaining 3 tablespoons of oil, the pomegranate molasses and balsamic vinegar in a small bowl.
? To serve, divide the quinoa-chickpea mixture among shallow bowls. Top with the baked
vegetables and drizzle with the dressing. Not only does Butcher combine the quinoa base with chickpeas, a fistful of cilantro and roasted peanuts; she also gives the baked vegetables on top a good dose of warming
garam masala, among other spices, and drizzles a truly brilliant three-ingredient dressing (olive oil, pomegranate molasses, balsamic vinegar) over the top. Drain through a fine-mesh strainer and rinse
for a minute or two, until the water runs clear. The dinner menu is
more permanent, changing
just three times a year. Apart from
the white-wine sauce, the
meal doesn?t surprise with any
unusual elements. The ale is of good
quality and sipping it on the
sunny terrace tops off the
whole experience.
working concept
Launivuo explains that the
place actually specialises in
beers and provides an extensive list of ales to choose
from. If you love quinoa, you?ll appreciate its
inclusion, and if you think you don?t, this might be the recipe that changes your tune.

Every so often, I come back to quinoa. he says.
?The definition of a bistro
for us means making this a
place where food is prepared
by skilled professionals in a
relaxed manner. I have amped up the spices
even further.
Eat it warm or eat it cold, depending on your mood. My
choice of meal is smoked
salmon, which comes with asparagus, early potatoes and
white-wine sauce. As a head
chef, Launivuo holds the main
responsibility in putting the
menus together.
?I draw inspiration from
cook books and create dishes that are suitable for a bistro. For those who remember what I?ve said about it before,
this is perhaps surprising. MAKE AHEAD: The baked vegetables, the salad dressing and the
cooked quinoa can be refrigerated separately for up to 1 week. In addition to that
statement, one gets an impression from talking to Launivuo
that the kitchen staff really are determined to offer authentic, fresh, self-made food
without exceptions.
Lunch is served from 11
am to 2:30 pm and the menu
changes every day. (The
quest was mostly successful, by the way, in that I no longer sigh when I see quinoa, even if I
don?t rush to embrace it.) When I want to make something that includes quinoa, I either try
to make it disappear or, if it?s going to be more prominently featured, I make sure my cooking
method accentuates its fluffiness.
And now I?ve added another strategy: I heavily spice the dish and add lots of crunchy things
in addition to soft ones, looking for textures and flavours to distract me. The
salmon is tender and the asparagus compact. Garnish with a dollop of yogurt, if using, and the
cilantro leaves.

Meantime, Ironhead and Unsung the band was soon touring on the back of a wave of
popularity for the alternative metal movement.
Betty followed a couple of
years later and the band was
arguably at their peeak. When a character gets sucked up into a
tornado made of fire, even
impressive computer-generated magic can?t transcend
reminders of the inane cult
hit Sharknado.
The found footage element can also be distracting.
When Donnie and his crush

an abandoned building and
she?s whimpering for help
with a cut ankle, he has to
take a few moments to set up
his camera to catch their every move. Stripping some of the huge riffs
in order to introduce various
textures, while the album did
not sell as well as its predecessor, it nonetheless earned respect from critics.
By the time 1997?s Aftertaste arrived, the band was
now a three-piece, resigned to

lives were irreversibly changed as they became a household
name both here and abroad. That?s one thing the disaster flick Into the Storm has
going for it. Donk and
Reevis are redneck stereotypes: brainless and drunken rubes with thick accents
and a spray-painted sign on
the back of their pickup that
reads ?Twista Hunterz.?
For the most part, the
movie is at its best when
the special effects are front
and center and grouchy Pete or cheeky Trey are spouting those goofy one-liners
that action movies are now
required to have. Here intoxicated puppets and greedy humans live
side by side. The tornado that
threatens to decimate Silverton, Okla., during the movie?s
climax isn?t so much a well-defined cyclone as an amorphous
blob that lumbers destructively across great distances. Whilst containing a handful of winning
tracks, the album failed to
make an impact on both critics and fans, with the band
disbanding soon afterwards.

25 september . Long story short, I
have been living in Finland
for five years now, and the
adaptation journey has been
exciting.
Coming from a different
climate to the one here in Finland was the first adjustment
that I needed to make, but
with the proper clothing and
eagerness to experience nature, say at -20C, it has been
quite interesting. Across
these years it was always
quite an experience to see
different aspects of Finnish
life, however being in hotels
and business meetings for
the whole trip did not even
scratch the surface of the
day-to-day life of Finland.
My company offered me
relocation to Finland in 2009
and after a lengthy discussion with my wife and son,
we all agreed that it was a
great opportunity for us to
experience a new culture and
lifestyle. Proud to say,
if proud is the right word, that
I became fond of avantouinti!
It is not a secret that Mexican cuisine is rich in variety and flavours. And
when the journey ends and we
decided to move to the next
chapter of our lives, we can
proudly say that we ?enjoyed
the ride while it lasted?.

A mexican adaptation journey to Finnish life
perHAps you had read similar stories in this column but
one more is not going to hurt.
I had the privilege to visit
this country since 2001 due
to business travels. However, keeping your cultural background
and providing that mixture
of cultures to this fascinating
country also enriches everybody?s diversity. For me adaptation is to understand how
you as an individual can integrate to the new society and
lifestyles that you are joining and get the best out of the
experience. Success of the largest chain
of spas in China, Liangtse, continues in Europe
