? The bodies of two young children were found in a private
flat in Kuopio at approximately 6 pm on Saturday, after an
emergency call placed by their mother.
? The mother has been arrested on suspicion of the murders.
? She has had no prior run-ins with the law, nor was she under
the influence of alcohol at the time of the killings, according
to investigators.
? The family has been a client of social services.

Susanna Huovinen, the Minister of Health and Social

shock and sorrow at the news
that a mother is suspected of
killing her two young children in Kuopio.
The tragedy was discovered on Saturday, no more
than a few weeks after another mother killed herself

The people who resort to

outrageous.
?There?s child psychiatry,

A visit to a psychologist,
she points out, is unlikely

Like Finland, Sweden has

as other Baltic nations . said Rehn, who as a child
watched boys from her village come home in coffins after battling Soviet troops in
World War II. said Hanna
Smith, a Russia scholar at the
University of Helsinki.
Necessary option
Niinistö suggested that logic still stands, pointing to the
country?s
quarter-millionstrong armed forces, which are
supported through conscription, and noting that ?250,000

writer-director responsible for choosing the winner explained
during the award ceremony that the choice was difficult but
in the end it was made on the basis of which book left the
greatest impression on her inner child.
This is not the first time when the karjaa-based author has

a former member of the
Finnish and European parliaments. So everything
the Russians are doing, surely the Finns notice and think
very carefully about what
that might mean,. because of the risk
of unintended escalation.
Russian officials have
brushed off the significance
of the breaches. Speaking
in Washington this month,
Sergey Kislyak, the Russian
ambassador to the United
States, said they were the result of an increase in military
training flights.
Such explanations are
viewed with extreme scepticism here in Finland, where
the country?s airspace was violated in August three times
in one week. But Finland also has upped its trade
ties with Russia and leans
heavily on its eastern neighbour for oil and gas.
Finnish Foreign Minister
Erkki Tuomioja said in an interview that Russia benefits
from its relations with Finland and has no incentive to
start a war.
?From a Russian point of
view, it?s the most stable and
least problematic frontier
they have, and I believe they
want to keep it that way as
long as they have no reason to
believe that the Finnish territory would be used for hostile
action,. ?But now that?s being
questioned.?
Finnish Prime Minister
Alexander Stubb has argued
that the country needs to join
Nato, and a growing share
of the public seems to agree,
although the issue remains
hugely sensitive here.
Even Finns who favour
membership in the alliance
acknowledge that joining
would be a gamble, with Russia threatening to disrupt the

country has long enjoyed

Nordic region can be seen from several different perspectives. There has been peace between the Nordic countries for 200 years. In the future, Nordic people

are the same for both foreign and Russian companies.
Viljakainen underlines that
Skolkovo is inviting not only Russian companies to apply for the residency but also
foreign companies, and the
same selection criteria are

Skoltech University, which
was established in 2011 in
collaboration with MIT, and
at the Moscow School of Management SKOLKOVO, which

The Skolkovo
model to be copied
in other Russian cities
Even though the Skolkovo
project is a relatively new initiative, it has become a wellknown brand in the world
within the start-up community, according to Viljakainen. To quote myself from The Decline
and Fall of Nokia: ?Nokia have come back to technology and consumer products time and time again, so it
is likely we will see them back in this industry in some
fashion in the distant future?. Viljakainen mentions that ?one big challenge
for start-up culture in Russia is that even though there
are a lot of experts, there is a
need for a generation of leaders?. It is
a huge annual networking
event that takes place in Moscow every June and it aims to
create the new Russian generation of entrepreneurs and
innovators. While it is nice
to see the big Nokia and Samsung stands, I hope that
Slush remains more of a start-up event instead of just
another tech show. Viljakainen encourages everyone who is
looking for the growth in their
business to get to know the
Russian market and start-up
scene. Skolkovo also provides offices, apartments,
schools and day-care centres, which are competitively
priced. At YLE?s

columnist for Helsinki Times. According to Pekka Viljakainen, an adviser to
Skolkovo Foundation President Viktor Vekselberg, it
has been natural to focus on
these clusters because Russia and the former Soviet Union have already had a wealth
of scientific research and talent in these fields.
Skolkovo offers several
benefits for start-ups
Skolkovo creates a stimulating environment for the complete R&D and innovation
cycle, from education and research to commercialisation
of enterprise-based innovations. It is basically a
Nokia-branded Foxconn product and just one of many
cheap Android tablets. The annual Slush and
Startup Village events provide
the great window of opportunity to see what is really going
on in the start-up world.. They try to make traffic for ads transparent, so
advertisers know the sources of their viewers and how
to convert them into customers. I can?t wait until next year.
Innovators, entrepreneurs, investors and government officials all gather at the annual Start-up Village conference in Moscow.
Russian Silicon Valley provides
a favourable playground for
foreign and Russian start-ups
The state-sponsored Skolkovo Innovation Center boosts the innovation and start-up culture in Russia. In response to the
crisis, then Russian President
Dmitry Medvedev made modernisation the centrepiece
of his economic-policy agenda and the aim became to accelerate the transformation
of Russia from an economy
based on natural resources to
one based on innovation and
scientific development.
One concrete step towards the modernisation
has been the establishment
of the non-profit Skolkovo Foundation by the Russian Government in May
2010. After becoming
residents, each company can
apply for the grants from the
foundation.
According to Viljakainen there are currently 1065
start-ups residing at Skolkovo and benefiting from
the international network.
Roughly 10 Finnish companies have also found their
way to the Russian Silicon

buzzing interior, a more subtle affair was brewing: a
clash between rival taxi

it?s a problem of efficiency.
Since drivers and customers
aren?t matched efficiently, it
causes a lot of wasted time so
people need to wait. The key idea is that you will be able buy a

ways to innovate.
Talkin. I want a

Villig tells that Taxify?s strategy, however, is different.
?Our main advantage is
that we?re collaborating with
the bigger and traditional
taxi companies, who are already licensed and have good
quality and reliability.. In
Amsterdam it took a matter
of weeks,. says
Villig.
Taxify originally started
in Estonia, and has recently
launched in Latvia, Lithuania

to call anyone and waste

the regulation is quite tough

to be the consolidation of the
current central organisations
or the consolidation of several high-powered trade unions
into a new organisation larger
than SAK.
There are currently three
central organisations of trade

if you had to decide whether to trust someone without
knowing the gear they were

after he was forced to quit
basketball due to a sickness.
In most gyms where
CrossFit is instructed, newcomers commence with a

choose to give some of this
money back to Player 1, and
again, anything she returned
would be tripled - or Player 2
could choose to keep it all.
In theory then, the more
generous you are in the beginning, the richer you could
become by the end. ?I think it?s because
of the big variety of movements that can attract people
with various backgrounds, like
in weightlifting or martial arts.
It?s good for all active people!?
?yOu CaN
It is not only for those already physically active ?
CrossFit also attracts those
less inclined to get off the
couch, emphasises Thomas.
Although CrossFit is high intensity training, it?s scalable
for everyone. I take the bar of 15
kg on my shoulders, step
back and squat so low that
I?m almost sitting on the ball
that?s on the floor. To make
it more exciting, the players
were told that at the end of
the trust game, this notional money would be converted
into real hard cash.
As Player 1, how much
would you give away to a
complete stranger. ?Physically, any
kind of person could come to
CrossFit, but the most important thing is to find an individual level to practice it,?
Claesson explains.
Individual
concentration
As not all people can do the
exercises with the same rigour, coaches provide alternatives and help to figure
out how to build up their
strength or continue working out after an injury. At the
same time, women of my size
are lifting 50 to 70 kg. The
advanced group does three
weightlifting movements. If they
succeed, it?s your turn to be
punished. The weight is increased with every turn and
Thomas is right there, providing backup. ?You
have lifted 50 kg six times
before, so this time, more??
suggests Thomas to one of
my group members. It
is growing in popularity in Finland as well, Claesson tells me,
taking a moment out from instruction. At Wolverine, it?s also possible to just
come and try out a class for
the first time, just like I have.
We start with a warm-up,
a game similar to dodge ball:
you throw a ball at someone,
call their name and if they fail
to catch it, they receive a pun-
ishment of five sit-ups. The gamble was
this: She could give her money to the stranger she was
paired with, Player 2, and
anything she gave would be
tripled. Phishing fraud, where
links in carefully crafted, apparently legitimate e-mails
redirect users to a different server, into which they
are persuaded to enter usernames, passwords or bank
account details, cost Britain about 500,000,000 euros in 2012, according to RSA
Security.

A recent study led by Tim

to my squatting technique.
After this, we gather around
a white board and Claesson
explains what today?s first
20-minute workout consists
of, while the other coach Miska Toivonen demonstrates
the exercises practically.
The fitness group completes two different weightlifting exercises with a bar and
then a burpee: a squat, kicking
your feet back to a plank position, doing a push-up, squatting again and jumping up. Even I write
down my six squats.
When I leave the gym after a bit of stretching, I feel
unusual heaviness in my muscles that doesn?t occur after my regular workouts. Well if

They truly manage to do

parliamentary consideration
on 14 November by the Government as part of its structural policy programme.
The objective of the proposal is to increase the share
of first-time applicants who
receive a study place and,
thereby, to expedite the transition of young people from
secondary to tertiary education, says Immo Aakkula, a
counsellor at the Ministry of
Science and Education. Transfer students, in turn, will be
obliged to forgo their previous study place upon their
transfer to another institution or degree programme.
Six month increase
The Government has estimated that the proposed revisions will expedite the
transition of young people
to working life by roughly six
months.
Despite being already able
to do so, no higher education
institution has yet to introduce a quota for first-time
applicants.
The Government has refrained from specifying the
size of the quota for reasons
of practicality. Students are
currently allowed to register
as being absent even for their
first year of study and thereby to delay the start of their
studies.
In the future, however,
students admitted to Finnish
universities or universities
of applied sciences can only
register as being absent for
their first year of study under
certain conditions, such as
conscription, parental leave
or inability to begin studies
due to an illness or disability.
The legislative revisions
are scheduled for implementation next August and will
be applied to students who
begin their studies after the
implementation.

enough bittersweet chips guarantee the essential chocolate experience. Sini says simply.

the new to hating just about
everything . Some
stubbornly cling to the place
