some idea as standard, it was decided that any Ingrian Finns wanting to

Before they are allowed to come,
they had to prove water-tightly that
they are Finns. According
to the article, at least 24,000 ethnic Finns living in Finland are categorised as Russians.
These Finns are Ingrian Finns,
repatriated from Russia because of
their Finnish background, but categorised as Russians, since no more
accurate criteria are available.
In the early 1990s, the then
president Mauno Koivisto?s public
statement about the status of Ingrian Finns was interpreted as an invitation for repatriation, starting
a wave of Ingrians heading back to
Finland.

dispute prior to 1974. Latin America and, recently, Africa as
well as many other states,
unanimously support the Argentinean position on sovereignty. which the UK
itself placed on the islands
. These are
serious problems which aggravate the situation. So, in order to achieve
a concrete settlement of the
dispute, it is necessary to sit
down at the negotiation table.
What is at
stake in this dispute?
Not only Argentina, but
Latin America as a whole,
perceives this as an anachronistic situation that has to

that most of the foreign jurists who have studied the issue have arrived to the same
conclusion.
What about the public opinion in Argentina?
The general opinions of ordinary Argentinean citizens
are the same: Argentina was
forcibly deprived of a part of
its territory and the territory has to be returned. The UN has already established the means
by which this ?colonial situation. The Group of 77,
which is now composed of 131
states plus China, has adopted the Argentinean position
about demanding negotiations
in sovereignty issues. An awarded author and regular guest lecturer of several European universities, he
is a fierce defender of his home country?s thesis on the sovereignty over the Malvinas/Falkland islands. It would require an
agreement between the two
governments to take the case
to the Hague Court.. There
is also the militarisation of
the South Atlantic, an area
named ?Zone of Peace. The UK has established
the most powerful military
sources and walks away from
any settlement of the sovereignty dispute.

the current situation?
Nowadays, the situation is
stalled because the UK rejects any kind of negotiation regarding sovereignty.
They claim that it is the British citizens . It is not a government position, but a State policy.
Is there academic discussion
inside Argentina regarding the sovereignty over the
islands?
The specialists in International Law who have studied the subject agree that the
Argentinean thesis on sovereignty over the islands is
justi?ed. There was a referendum last week which
was not organised by the UN
but by the British government, and which wasn?t supervised by the UN or any
other regional, American or
European organisation. The goal of Argentina is to solve the dispute, not
to simply establish its position and then forget about the
subject. Argentina has taken measures to
prevent Malvinas/Falklands'
?agged ships to dock at Argentinean ports, and these actions
have been followed by Chile,
Uruguay and Brazil. In sum, there
is very important support
from the international community to negotiate and ?nally resolve the dispute, but the
intransigent British position
prevents any solution.

rental contracts signed last
year, the gap is even wider
with the average rent being
17.4 euro per square metre in

with slightly over 11 euro per
square metre elsewhere. This has boosted demand for smaller rental
?ats and put pressure on their
prices, even on the outskirts
of the growth centre.

room for rent negotiation, which may be making

basis for a two-state solution,

Back in May 2011, on the
eve of a meeting with Israeli Prime Minister Benjamin Netanyahu at the White
House, Obama made a speech
on the broader Middle East.
He then declared: ?The
borders of Israel and Palestine should be based on the
1967 lines with mutually
agreed swaps so that secure
and recognised borders are
established for both states.?
His call was a ?rst for a sitting US president, and a lowpoint in Israel-US relations.
This week not a single
time . Everybody considers
settlements. isn?t just ethically
problematic, it?s strategically problematic.?. The
New Republic, an important
liberal publication, ran commentaries by eight writers,
none Iraqi. and received a standing ovation which Netanyahu
would envy.
?Political leaders will
never take risks if the people don?t push to take some
risks. and highly narcissistic . ran a scattering of stories from Iraq in which of?cials and citizens voiced their
satisfaction or, more often,
their disillusionment with
the results of the invasion
and subsequent eight-year
occupation, as well as their

?How do we get sovereignty for the Palestinian
people, and how do we assure
security for the Israeli people. McNamara ruefully told the New
York Times in 1997. ignoring the Palestinian President?s opposition to such
a de?nition of Israel. Lynch wrote. ?
The habit of treating Iraqis as objects to be manipulated rather than as fully
equal human beings . But he outlined
his vision of a Palestinian

the schism between the West

in US relations with the rest
of the world, nor is it something that the still-reigning
global superpower has by any
means shed as a result of the
Iraq debacle. In fact, there are
many situations that are beyond our control, and failure
to appreciate that fact could
sow the seeds of similar debacles in the future.?
?Myopia has consequences,. with
their own identities and interests . ?We don?t
understand the Bosnians, we
don?t understand the Chinese
and we don?t really understand the Iranians.?

President Barack Obama laid
out his vision for a revival of
the long-stalled peace talks.
Yet, it was clear from his
statements that a settlement
freeze is no longer an immediate requirement. ?So I don?t want
to put the cart before the
horse.?
?It?s not only our perception that settlements are illegal. did the US
President mention the 4 June,
1967 cease?re lines.
At his meeting with Palestinian Authority President
Mahmoud Abbas, he conceded that ?the Palestinian
people deserve an end to the
occupation.. It
would also liberate the Iraqi people, serve as an example (and a ?rst democratic
domino) for the rest of the
region, intimidate Iran and
Syria, and ensure that the US
would have a reliable ally in
the heart of the Middle East
for generations.
Thus, it was not only Iraqis who were not listened to;
also ignored were those in
and outside the government
who were most knowledgeable about Iraqis and understood that the Chalabi-fuelled
dreams of the policy-makers
on top were in fact delusions
designed to appeal to the imperial narcissists at the top.
While this week?s retrospectives partially recti?ed
the latter problem by including many of those experts,
Iraqis, who, like the Vietnamese a generation ago,
suffered far more from the
decisions taken in Washington, remained almost entirely absent, as stressed by
Lynch.
?This self-absorbed world
view also assumes that
the United States can always control any events if it
just chooses the right tools
and puts the right people
in charge. he wrote.
Indeed, strategic narcissism, combined with a remarkable lack of interest in
foreign peoples for an imperial power that has long been
insulated by exceptionally weak neighbours and two

that materialised over the
week, he wrote, has ?almost

Back in the day, evil spirits
and witches were believed to
roam around the country, doing mischief on the Saturday
before Easter.
Nowadays, Finnish children reinterpret this old belief
by wearing old and oversized
clothes and headscarves,
painting freckles and rosy
cheeks on their faces, and
whisking birch twigs decorated with feathers and crepe
paper. This year, both The Passion of St. In Helsinki, a huge fire has been lit in Seurasaari
every Holy Saturday since 1982. Matthew and The Passion of St.
John are the most attended
concerts of the holidays.
For the Orthodox Church,
Easter is the most important
festival of the year.
The magnitude of the celebrations during Easter week
attracts Lutheran Finns and
tourists in such large numbers that sometimes they
outnumber the Orthodox
attendees. The
bon?re ritual is nowadays an
occasion for communities to
gather together, while different organisations and associations use the occasion to raise
funds for charitable causes.
Easter delicacies
Mämmi (or memma in Swedish) is the traditional Finnish
Easter desert. Its origins can be
traced to the 16th century, but
some scholars believe it originates from medieval Germany
or even from the Great Persian

at 20:00 on Thursday 28 and Friday 29 March, respectively.

and the flames will be started at 18:30. conveniently timed, as the arrival of the
spring brings longer days and
shorter nights.
Sacred music concerts are
also organised during Easter, especially on Good Friday.
Bach?s The Passion of St. This dish is made
by mixing water, rye ?our, and
powdered malted rye, seasoned with dark molasses, salt,
and dried powdered Seville orange zest. Other tourist attractions such as the Korkeasaari Zoo, Sea Life and
the Winter Garden will not
close their doors during
Easter.

Recipe for black rice pudding (makes 8 bowls)
Ingredients
. The two
extremes of the spectrum
are white and black rice, respectively . As a general rule, the
less processed a rice grain
is, the darker its colour; the
darker the colour, the more
abundant the grain is in antioxidants and ?ber. Remove from heat and cool to warm or room temperature,
stirring occasionally, at least 30 minutes. The family of antioxidants found in brown rice
also slows down the ageing
process. Stir in sugar, a scant 1/4 teaspoon salt, and 1 1/2 cups coconut milk and bring to a boil over high heat, then reduce heat
to low and simmer, uncovered, stirring occasionally, until
mixture is thick and rice is tender but still slightly chewy,
for about 30 minutes.
