The court found Räty
guilty of assault after concluding that the long-term
mental abuse endured by Ahde met the elements of the

Ahde has since been reinstated, whereas Räty was
?red from the union in June
2012.
Employers, the court emphasises, have under no circumstances the right to bully
their employees. ?The primary responsibility for the problem
lies with the police departments of the capital region,
because this is where the
groups typically come.?
Smooth ?ow of information between police departments,
Nyyssönen
emphasises, is crucial. The system has
proven promising. The evidence
presented against Räty, however, indicates that his attitude toward Ahde and his
secretary is incomparable to
the problems and con?icts
typically encountered at
workplaces.
?The actions of Räty were
repeated, disregarded the
warnings of third parties,
aggravated when Ahde and
[the secretary] sought to defend their legal rights and
ultimately culminated . The men
are suspected of approxi-
mately ten break-ins in Nurmijärvi, Hausjärvi, Lohja,
Espoo and Kirkkonummi and
were found in possession of
stolen goods.

Putting aside that the US blocked
Iran from participating in Geneva I, thus preventing
it from taking part in formulating the protocol in the
?rst place, the US reading of the Geneva I Communiqué is misleading and was, in fact, rejected at Geneva I.
The ?nal communiqué calls for ?the establishment of
a transitional governing body?, which ?could include
members of the present government and the opposition and other groups and shall be formed on the basis
of mutual consent. In Syria, both the Gulf monarchies and the US attempted to co-opt the uprising to serve their interests.
The Gulf monarchies have tried to turn the nonviolent
social and democratic uprising into a sectarian war.
US policy has effectively been to support the status
quo, that is, it hasn?t pursued a policy to dismantle nor
democratically reform the Syrian regime. When pressed
on the human rights situation in Egypt as late as 2009,
then US Secretary of State Hillary Clinton responded by
praising Mubarak as ?a friend of my family?. It is for the Syrian people to determine the future of the country.?
If the peace process takes off the ground, a united international community, including Iran, could exert considerable pressure on all parties to abide by the
stipulations of the Geneva communiqué.

is unlikely to agree to enter into a political process, dictated by Washington, that preconditions its own demise.
The US has blocked Iran, one of the most important
actors in the peace process, from participating in the
proceedings on the grounds that it doesn?t accept the
removal of Assad as a precondition for talks. Unfortunately, the prospects for a meaningful peace process seem bleak.
According to the UN, the death toll in Syria has surpassed 100,000. 10

For organisations in the
front line of response to the
country?s raging HIV/AIDS
epidemic, this could spell
disaster.
Pavel Skala, a senior policy manager at the International HIV/AIDS Alliance in
Ukraine, the largest NGO in
the country working on tackling the disease, told: ?The
new law will be catastrophic for local NGOs, making
things harder for organisations working with HIV/AIDS
sufferers and providing harm
reduction services. any equipment.
The White House issued a
?Fact Sheet. It is potentially a very
negative development for the
situation in the country because so much of the HIV/
AIDS response is carried out
by civil society in the Ukraine.
?The problem is that ?
money from the Global Fund
EU foreign policy chief Catherine Ashton (L) and Iranian Foreign
Minister Mohammad Javad Zarif on the ?first step. Zarif observed
that the actual agreement
said nothing about ?dismantling. that asserted that
Iran had agreed to ?dismantle the technical connections
required to enrich above 5%.?
That wording was not
merely a slight overstatement of the text of the ?Joint
Plan of Action?. with the
title, ?First Step Understandings Regarding the Islamic Republic of Iran?s Nuclear
Program. We have spoken
to partners in the Ukrainian Health Ministry and they
are all of the opinion that the
Global Fund money will still
be tax free. 23 Nov. Rouhani responded, ?Not under any
circumstances.?
Those statements have
been interpreted by US news
media, unaware of the basic
technical issues in the negotiations, as indicating that
Iran is refusing to negotiate
seriously. This was
put down to the widespread
implementation of harm reduction programmes.
But provision of these services may now be at risk.
Protesters shout slogans during their action ?Impose sanctions - stop the violence. Local and international health groups have
highlighted poor and muddled policy and inadequate
funding while there have also been accusations of corruption and incompetence
leading to shortages of lifesaving anti-retroviral drugs.
According to UNAIDS, the
Joint UN Programme on HIV/
AIDS, less than 40 per cent of
people with HIV in Ukraine
receive anti-retroviral drugs.
For comparison, the rate in
some sub-Saharan African
countries is around 80 per
cent.
Meanwhile, despite the
epidemic having been histor-
ically driven by injection drug
use . But they are not
the only ones involved.?
Since September last year,
the International HIV/AIDS
Alliance in Ukraine has been
battling tax and customs of?cials over duties it claims
authorities are wrongly trying to impose on its import
of syringes. But many of its partners, which are sub-recipients
of that money, are civil society groups and will be forced to
register as foreign agents.
UNAIDS country coordinator for Ukraine, Jacek Tyszko,
told IPS: ?We are very concerned about this [new legislation]. the objective in
his prepared statement. by Iran,
but con?rmed that, ?as part
of that comprehensive agreement, should it be reached,
Iran will be required to agree
to strict limits and constraints
on all aspects of its nuclear programme to include the
dismantlement of signi?cant
portions of its nuclear infrastructure in order to prevent
Iran from developing a nuclear weapon in the future.?

US ?dismantling. as a minimum
necessary response to Israel?s position that the Iranian
nuclear programme should
be shut down. But such rhetoric represents a serious
provocation to a Tehran government facing accusations
of surrender by its own domestic critics.
Zarif complained that the
White House had been portraying the agreement ?as
basically a dismantling of
Iran?s nuclear programme.
That is the word they use time
and again.. he said.
When Kerry boasted,
?centrifuges will not be able
to be installed in places that
could otherwise be installed,?
should be tax free but the
law is unclear and so there is
now doubt. At the Fordow facility, which had been
used exclusively for enrichment above ?ve per cent,
Iran had operated four centrifuge cascades to enrich at
above ?ve per cent alongside
12 cascades that had never been operational because
they had never been connected after being installed,
as the International Atomic Energy Agency (IAEA) had
reported.
The text of the agreement was quite precise about
what Iran would do: ?At Fordow, no further enrichment
over 5% at 4 cascades now
enriching uranium, and not

centrifuges?. in front of the
European Union delegation in Ukraine in Kiev. harder
following the introduction of
controversial laws in Ukraine
in response to months of anti-government protests.
Among legislation introduced this week . on Iran?s
commitments under the
Joint Plan of Action ?for their
domestic political purposes?.
He refused to say whether that agreement involved
any ?dismantling. In fact, Zarif has
put on the table proposals
for resolving the remaining
enrichment issues that the
Barack Obama administration has recognised as serious and realistic.

to immediately impose personal sanctions for those responsible for the use of force against peaceful protesters and journalists, as well as involved in the adoption of unconstitutional laws in Ukraine
that violate fundamental human rights.

Under current national legislation, Global Fund ?nancing
is exempt from any taxation.
But there are doubts that this
will continue to be the case
following the introduction of
the new ?foreign agent. of nuclear
programme agreement last 24 November, 2013. by
some international rights
groups . Kerry
responded, ?That?s the next
step.?
A moment later, Kerry declared, ?And while we
go through these next six
months, we will be negotiating the dismantling, we will be
negotiating the limitations.?
After that, Kerry made
?dismantle. In 2012, for the ?rst time,
the rate of new HIV infections
in Ukraine dropped. is a new law forcing NGOs that receive foreign funding to register as
?foreign agents. rhetoric

For many years Ukraine
has had one of the world?s
fastest-growing HIV/AIDS
epidemics, according to United Nations ?gures, and currently has the highest rate of
HIV infection in Europe.
Successive governments
have been criticised over
their approach to the disease. law.
The International HIV/
AIDS Alliance Ukraine implements the largest HIV prevention programme in the
Eastern Europe and Central Asia region, supporting
170,000 drug users in more
than 300 cities through its
own services and those of
more than 170 partner organisations across the country it helps ?nance.

world?s worst HIV/AIDS epidemics say their task may
get ?catastrophically. parts of its
nuclear programme in the
comprehensive agreement to
be negotiated beginning next
month.
Kerry appears to have
concluded that the administration had to use the ?dismantle. authorities have been either hostile or reluctant to
adopt harm-reduction practices that have been hailed
a success in helping halt the
spread of HIV/AIDS in many
Western states.
The government?s approach to the disease has already had consequences for
how its spread is tackled.
When it was discovered that
the government in 2004 had
paid more than 25 times the
market price for anti-retroviral drugs, the Global Fund
to Fight AIDS, Tuberculosis
and Malaria started to channel much of its funding to
civil society groups.
This has led to the front
line response to HIV/AIDS
among high-risk groups
such as drug addicts and sex
workers being taken up by
third sector groups.
These organisations have
focused on prevention programmes, including harm
prevention.
These services already
seem to have had some success

however, casual exercisers,
for whom steroids are related, for example, to the goal of
getting a tight beach body for
the summer.
Another big group are
those training for team or individual sports at the amateur
level and wanting to improve
their own performance and
speed up recovery. He has actively practiced strength sports for
years and belongs to the inner
circle where doping is openly
discussed.
?For many, it?s very hard
to quit when you?ve taken it
once, and the regimen has

A native Finn Janne Leppänen moved to the Turks & Caicos Islands (Providenciales) and
the US (Ft. just

was coming to Siberia!!! There
was some strange white substance on the ground, it was
dark 24 hours a day, everyone
wore really heavy and dark
coloured clothing, and nobody
really smiled or talked a lot. I
moved to the Caribbean with
my parents in 1976 at the age
of eight, and from there to
Florida in 1980 at the age of 12.
Being a Finn, I was forced to
come back to Finland to enlist
in the Finnish armed forces in
1987. next recruit!. Myers, FL) in the 1970s. Coming from the tropics to Finnish Lapland during
the middle of the winter was a
shocking experience! The culture was very different, the
language was dif?cult and the
weather was?!
Having just graduated
from US high school in 1987,
I received a letter from the
Finnish armed forces requesting me to serve my country.
Since all physically ?t Finnish
males have a mandatory military service usually at the age
of 19 ranging (back then) from
9-11 months, I had no choice
but to enlist. When the of?cer asked
me if I had any requests as to
where I would like to serve,
I replied ?Anywhere really,
but if possible, not Sodankylä.. Of course,
I meant to say personal interview, but in Finnish what
I said meant something completely different and very
funny. I
can remember when skiing,
the other soldiers would always wait for me at the bottom of a hill to see me fall
really badly off my skis with
gear ?ying all over the place!
I also found that in extremely cold temperatures, my jaw
would somehow freeze and I
would have great dif?culty in
speaking clearly.
After the army, I spent a
year doing odd jobs and taking a year off before going to
