Barrier to work Qualified doctors are in short supply in Finland, but often those arriving from abroad to work find language an impassable barrier. However, Finnish people's interest with their near neighbours is also associated with negative connotations: some 16 per cent of respondents feel their neighbours pry too much into others' businesses, while 18 per cent think neighbours are too eager to complain. Moreover, in comparison to the 1980s and 1990s, both interaction with neighbours and the significance of neighbour-to-neighbour relations are decreasing. Sometimes a teacher can also act in a racist manner. Indeed, Finns generally have a good rapport with their neighbours although interaction is typically restricted to greetings and the occasional chat. It is also a skill, which can be trained. This would give Italy some much-needed breathing space to put. Heli Markkula, a specialist in anti-racism work, says teachers have been actively asking the organisation for practical advice on how to act. "When racist insults are being thrown about in the classroom, you shouldn't concentrate on individuals," Markkula says. "Instead of summoning the student who told a racist joke and their target to a hearing, you should address the matter in front of the entire class." According to the child protection organisation, racism is always a problem of the community and the entire society, not just a few individuals. Also then the organisation's advice is to not make a single person the culprit, but to organise schoolwide discussions about the matter.
When the joke isn't funny Jokes, though thought to be harmless, can often be a serious thing for the one they target. According to Yle, State Secretary for EU Affairs, Kare Halonen and Under-Secretary of State, Martti Hetemäki from the Ministry of Finance will conduct the talks in Rome with senior Italian officials.

If he leaves the compound, he will be arrested and extradited to Sweden, where he faces allegations of sexual assault. Anyone who has spent time studying declassified documents is well aware that overwhelmingly, they are kept secret to protect elected officials from the scrutiny of citizens, not for defense or some other legitimate purpose. I haven't read all the WikiLeaks exposures, but
I have read quite a few, and I have not seen an example of anything that could legitimately be kept secret, nor, to my knowledge, have the horde of angry critics presented an example. We understand that very well with regard to official enemies. 2

accept asylum from such a country. Why. As for the charges against Ecuador, they should be evaluated seriously, just like those against England, France, and others. What's at stake here. The apparent conflict can be easily resolved. Assange denies the allegations and claims they are part of an effort to get him to the United States to face more serious charges related to his work for WikiLeaks. Those who think that this analogy is unfair have something to learn about contemporary history. They could also issue a statement that they will not extradite Assange to the United States. It is worth adding that Sweden is quite willing to follow Washington's orders in even worse circusmstances than this for example, when the United States wanted Sweden to send someone to Mubarak's Egypt to be tortured. According to documents published by WikiLeaks, the Ecuadorian government doesn't support freedom of the press domestically. Sweden claims only that they want to interrogate Assange. Someone who courageously carries out actions in defense of democratic rights deserves applause, not hysterical denunciation and punishment. Of course not, no more than it is hypocritical for him to stay in London, which has a shameful record of violation of freedom of press of course, targeting weak and defenseless journals, so that it passes without comment. Now,
receiving a fair trial are very limited. He has also written and lectured widely on intellectual history, contemporary issues, international affairs, and US foreign policy.

sued biometrical passports since 2006 to improve both security and flexibility of the borders. In 2009, fingerprints were added to every biometric passport provided. A biometric passport contains all the information that a normal passport does, but also has a small microchip inside that includes the biometrical identifications such as fingerprints, facial recognition and iris recognition.

SINCE 2006 all Finnish passports have been biometric, including a microchip with a digital image of the passport carrier's face to improve authentication of travellers' identities. Those who have acquired a fake passport often also shape their looks to fit the passport photo. Forging passports is also highly expensive, says Jukka Tekokoski from the Finnish Coast Guard's Crime Prevention Unit. Criminals attempt to collect an extensive collection passports, so that as many suitable passports as possible would be available. "The passports on sale originate from various countries, but Nordic passports are particularly wanted. With biometric passports, citizens can travel between EU countries without the normal border control, but through an automatic one. To bluff the authorities they may for example change their hairstyle, wear glasses or grow a beard. Everyone's retina is individual and also more precise and complex than the fingerprints and therefore considered more efficient method of identification.

Suominen's book, Armeijan Silmänä ja Kovana (The Eyes and Ears of the Army), is the biography of long-time Chief of Intelligence Raimo Heiskanen. "They exchanged isolated pieces of information. The understanding for Finnish defence policy had to be strengthened, and they wanted to change the commonly held idea that the YYA Treaty (The Agreement of Friendship, Cooperation, and Mutual Assistance) with the Soviet Union limited Finland's freedom of action. Even if the political leadership did know something about it, they gave the matter their silent approval," says Suominen. According to Suominen, not even the highest political leadership knew, or wanted to know, who the contact persons in the West were. He quotes Heiskanen's statement: "The Defence Forces, let alone its intelligence, cannot have their own foreign policy."

Military intelligence with the West depended on a few officers
New book uncovers the secret relations of Finland and the West during the Cold War.

SOME LIGHT has been shed on Cold War era military intelligence relations known only to a small inner circle. Suominen says it was also an opportunity to elucidate the relations between Finland and the Soviet Union to the West. Disguised as holidays and scientific research trips, the visits to the contact countries and the agreements on exchange of intelligence describe Finland's balancing act between the East and the West. One of the roles of an intelligence officer was to function
as the interpreter to different parties, Suominen says. Heiskanen became the Defense Forces' Chief of Intelligence in the beginning of the 1970's, and held the position for over ten years. The intelligence acquired from the West was significant to Finland's exchanges with the Soviet Union. Heiskanen was very particular about intelligence terminology," Suominen says. He had a central role in maintaining the Western relations

Night buses to Espoo leave from the Kamppi terminal
The early morning buses to Espoo depart from the Kamppi terminal after 2:30. During the early morning service hours after 2:00, passage to the Espoo terminal is through the long distance transport terminal entrance in Narinkkatori. Students receive a 50% discount on the Travel Card's season and value tickets when certain conditions are fulfilled.
The student must live permanently in the HSL area in Helsinki, Espoo, Kauniainen, Vantaa, Kerava, Kirkkonummi or Sipoo. Postgraduate students do not receive a discount.
Alternatively, certain student cards bearing the stamp of the starting academic year are accepted as sufficient proof of studies. In addition to HSL service points, until 7 September the Travel Card can also be updated at the University of Helsinki main building, Viikki campus and Aalto University in Otaniemi. You can travel in public transport at a discounted price for as long as the student discount is valid on the Travel Card. Accepted on the ferry are Helsinki internal tickets, regional tickets and the Suomenlinna ticket, which is valid for 12 hours. The discounted student ticket for public transport can also be granted to foreign exchange students living in the region temporarily. The regional services to Espoo 100N, 130N, 140N, 210N and 220N were also withdrawn. The early morning services operate on the nights between Friday and Saturday and Saturday and Sunday, as well as on particular holidays. A Suomenlinna ticket costs 5 euros for adults and 2.50 euros for children. 6

The autumn term is starting in capital area schools. The student must be at least 17 years old, and be studying in Finland on a full-time basis. Other HSL services are already running autumn schedules. It must be updated at the beginning of every academic year. HSL recommends that the ticket be bought with value loaded onto the Travel Card to ensure minimal delays. AFTER a 16-month delay, a US government regulator charged with investment oversight has voted on rules that will now govern US-listed companies operating in the extractive industry as well as those that use minerals whose sale may fuel violence in other countries, particularly in central Africa. Such suspicions were borne out last week, when Arinc admitted that the national security agency, MIT, had been sharing information with the Iranian intelligence agency, SAVAK. Large Kurdish communities live in Iraq, Iran, Syria and Turkey, totaling 30 to 38 million people, depending on whether national data or international estimates are used. The rules we are considering use the same process as proposed, but many of the mechanisms within the process have been modified in response to comments." The first provision, section 1502, is aimed at cutting off financial support for so-called conflict minerals, whose extraction and sale has been blamed in part for financing rebel groups in several countries, particularly those at the centre of the violence raging in eastern Democratic Republic of Congo (DRC). "We're in the process of thoroughly analysing the rules to determine whether they adhere to the statutory requirements and Congressional intent." Ian Gary, a senior policy manager with Oxfam America's oil, gas and mining campaign, said. The prospect gives Ankara the jitters. Indicative of these tactical changes is the occupation in late July of Semdinli, a town in the Hakkari province in southeast Turkey bordering Iraq and Syria, which the PKK held for three weeks. Instead, they said, launching a full-scale, deep and lasting land forces operation into northern Iraq would be a better use of resources and soldiers' lives in order to put an end to the Kurdish separatist violence. Classified and electronic directories grew modestly, only 5.5 and 2.7 per cent respectively, and both had under 10 million in sales. Some of these reasons are specific to Finland: bloated welfare state, aging demographic, and the loss of niche industry advantages. Ads in specialist magazines sold better, though: customer magazines had an increase of almost 6 per cent, while

These are but a few of the manors to be visited in the region. In the 1730s to 1750s its ownership ties were closely related to Herttoniemi Manor, and Ehrensvärd also owned this smaller manor. While some cyclists will no doubt be caught up in the enthusiasm of competing, many other will be there for a variety of other reasons, with a chance to get out and about and enjoy the early autumn air. During late 1700s the manor was owned by Au-
gustin Ehrensvärd, a Swedish count and field marshal, and during that time the estate was at its largest. The neoclassical main building was designed by C.L. Its time of grandeur was in the late 1700s, when Suomenlinna was constructed. In the 1700s its owners ranged from members of the bourgeoisie and the clergy to officers. He founded a freemasonry children's home at the estate in 1753, reportedly the first of its kind to be established in Finland. Some grand estates of aristocratic families are also called mansions, or even courts in eastern Finland.
The seat farms were farms of residence for the Swedish nobility that were exempt from taxes and tithe. Today it is an indoor museum, and a popular restaurant called Vanha Mylly (The Old Mill) is located next to it. 12

one of the more unusual spectacles to be found in downtown Helsinki, Midnight Run Helsinki is being staged on Saturday 1 September. The manors of Finland are categorised into three groups: `seat farms' of the Swedish nobility, the socalled `crown manors', and other large estates that have been in the ownership of the gentry. Mansions were generally owned by nobles or the upper classes initially, but later owners also included peasants. Each manor holds a different look and a different history worth checking out.

place on Sunday 2nd of September, Tour de Helsinki 2012 brings together cycling enthusiasts from around the country. Competitors are released in different groups at fiveminute intervals and make their way around a 10-kilometre course, which com-
mences at the Senate Square and snakes its way through the city streets before making its way back under the shadows of Tuomio Church. The current areas of Herttoniemi, Roihuvuori, Myllypuro and Tammisalo were all part of Herttoniemi manor during the 1760s.
Porcelain factory The manor has been a brick factory, as well as a porcelain factory, and it was supposed to be transformed into a Swedish-Finnish outdoor museum. Kulosaari Manor is a popular location for celebrations and ceremonies, and the natural surroundings are a popular attraction. A few more are open for visitors in the Herttoniemi and Laajasalo vicinity alone: Laajasalo and Stansvik manors. The manor has been owned by the city since 1927. Kicking off at the Olympic Velodrome in Käpylä, the 140 km route heads west through Koskelantie and Hakamäentie towards Haaga. Crown mansions were estates belonging to the Swedish crown. The grandest ones outside of Helsinki include Haikon Kartano, which operates as a hotel and spa around the year, and Mustion Kartano. Engel. Then heading south towards Sipoo, the route eventually ends where it began, with the finishing line back at the Olympic Velodrome.
Along the way, participants can find four service points along the route, at about 30-kilometre intervals. Originating in Stockholm in 1982, the idea has spread over the years to a number of Sweden's neighbouring countries, reaching Helsinki in recent times and growing in popularity. 6,000 participants joined proceedings last year, with the number set to exceed this for the competition on Saturday. In return, each farm had to provide the king's troops with a cavalryman. Commencing with a slow paced convoy through the city, the race itself begins in Espoo after some 11.5 kilometres, when speed restrictions are lifted and cyclists make their way as far north as Jokela. For those who wish to fully indulge in the cycling experience on Sunday, an official Tour de Helsinki cycling outfit is available for competitors.

Emmaus was founded in France by Henri Grouès, better known as Abbé Pierre, to provide employment and support for homeless people. Most volunteers work through a nonprofit organisation such as the Red Cross or the International Cultural Youth Exchange (ICYE). For those who are new to Finland, and have a stretch of time to spare, the Kansainvälinen vapaaehtoistotyö (KVT), or International Voluntary Service, organises work camps of two to four weeks, giving practical assistance to local communities. Whatever the scale of their contributions, volunteers and their actions are in fact the changes they themselves wish to see in the world.

Previous work camps have involved working with disabled people or refugees, running soup kitchens or helping in construction and repair work.

Doctors receiving patients at a health centre are expected a different level of language skills than their colleagues working as radiologists, for example.
"The field of medicine is the same everywhere" Eweis' language studies will be put on hold in October, when he begins a six-month hospital internship. Eweis thinks a year of internship would be too much to ask. They must pass the language test before they can advance to the three-stage competency exam. Some collective agreements provide longer annual leave than the legal entitlement. More details of the job description will be given at interview. According to the professor of general medicine, Kari Mattila, about 60-70 per cent of participants fail the first test in the examination. · Exams are not necessary for doctors from EU or EEC countries, but in practice they must also know either Finnish or Swedish, if they are treating Finnish patients.
My employer uses successive short term contracts with me. After passing that, Valvira may license the doctor to practice legally as a medical doctor in Finland. "Just ensuring patient safety requires all healthcare professionals to have sufficient language skills," says Holmalahti. Experience of the IB programme is an advantage. · After this they will advance to the three-stage exam of competency. If the employee has been employed for more than a year, the annual leave entitlement will consist of 2,5 days for each month. Also remember that a short term contract is only allowed for a well justified reason. Is this fair. For Mohamed Eweis, working as a doctor will not be possible in the immediate future, since he must pass the Finnish language test first.
Many fail in the exams According to Valvira, the National Supervisory Authority for Welfare and Health, the basic premise is that doctors must have sufficient language skills for the positions to which they are assigned. "I feel like I'm constantly learning more, but my language skills are still not good enough." Eweis, who completed medical school in Egypt in 1995, has been studying Finnish in an intensive course organised by the Employment and Economic Development Office since January. When any employment comes to an end, you should receive holiday pay in cash for those days of the holiday entitlement which have not been taken. No exams are required from doctors from EU or EEC countries, but in practice the doctor must speak Finnish or Swedish regardless of where they come from. Working as a doctor will not be possible in the immediate future, however, since he must pass the Finnish language test first. "If a doctor is receiving patients at a health centre, their language skills must be different from, for example, a doctor working as a radiologist, who analyses X-rays and produces statements for other doctors," says the head of the licensing department, Jussi Holmalahti.

The ideal applicants must have at least a minimum of a Bachelor's Degree from an accredited university with Teaching Qualifications and be able to demonstrate proficiency in speaking, reading and writing in English. doctors arriving in Finland are often thwarted by their insufficient language skills. In addition to tightening language skill requirements, it has been suggested that a doctor arriving from outside the EU or the EEC zone could only gain rights to practice medicine after a supervised work period of one year. The foreign doctors' competency exams are held in the University of Tampere. Only after this can they get a permit from Valvira to work as a doctor in Finland. · The committee for care personnel supervision has suggested attaching a professional language test to the competency exam. "I don't think I'll need this much grammar to work as a doctor. · In addition, a doctor would need to perform a year of internship in public healthcare. The period on which the annual leave calculation is based starts on the 1st of April and ends on the 31st of March. Many foreign doctors have told me that only the internship will teach me how to speak with patients."

Finnish weddings tend to take place during summer, and thus bachelor parties are also often organised then. The tradition is believed to have
reached Finland via Sweden in the 1800s. The east side of Sörnäinen borders the sea. The term polttarit derives from the German term Polterabend, referring to an equivalent German folk tradition. It's also very spacious, which counts for something if you want to go out with a big group of friends. Bachelor parties are a way to celebrate the last night of freedom before marriage, so invitations go out only to males at bachelor parties and to females at bachelorette parties.
The programmes for Finnish bachelor and bachelorette parties are quite different, with men opting for more daredevil ventures and women aiming for pampering treatments and social gatherings. The element of surprise is an important one in executing the plan: the groom or bride is not informed when the event will take place, which ensures an exciting occasion.

Sörkka is one part of the larger district of Kallio and historically it's been the home of factory workers, shipping companies, and other industry. Bachelor parties, as they are called in the US, are also known as stag parties in the UK, buck's parties in Australia, and polttarit in Finland. IN KEEPING with Hollywood's
desire to do away with original ideas entirely, this week we have a brand-new version of the 1990 cult sci-fi classic Total Recall. Elsewhere, the wonderful Woody Allen continues to pump out his annual film offering, once again set in a European city. He was forced to return to the stage after a previous business manager depleted his savings, and his 2008-09 world tour became something of a legend. Cronenberg follows up last year's A Dangerous Method with the tale of Pattinson's billionaire, who embarks on a limousine trip around the streets of New York City, and the unusual encounters that come his way. Since his emergence from Montreal in the late 1960s, Cohen has steadily added to his poetic depictions of love, loss and mortality. The complete programme can be found online.

Three happy years in Finland
I CAME to Finland three years
