Yle?s A-Studio programme on Monday that it is possible that al-Qaeda
have purchased the hostages from
a tribal group or were in fact behind
the kidnapping all along. The easing of the process also resulted in a ?urry of applicants,
requiring the Finnish Immigration
Service to deploy extra resources.
In terms of ethnic make-up, Russians constitute the largest group
with 2,432 successful applications

RECENTLY published statistics from
Migri . The attack, which involved
armoured troops and an artillery
barrage, left three militants dead.
Yemeni government sources and
the Finnish Foreign Ministry say the
attack was not part of an attempt to
free the hostages, but was part of an
ongoing campaign against al-Qaedabacked groups in tribal heartlands.
Governments of most western nations strongly advise against travel to
Yemen ?due to a state of severe political crisis, as well as a very high threat
of terrorist attacks, abductions, tribal violence and general lawlessness?.
Of?cial statistics show that 19 foreigners were abducted in Yemen in
2012, some by Arab tribes, and others
by al-Qaeda-linked groups.. Malkki explained.
A TERRORISM
Hostage-takings by tribal
groups are relatively common in the
volatile Middle East state, but less
frequent kidnappings by al-Qaedalinked groups usually mean a longer
period of time in captivity.
The Finnish couple were snatched
in the Yemeni capital of Sana?a on 21
December, along with an Austrian
friend, and it was originally believed
the action was that of a tribal group.
But information from tribal groups
and government of?cials soon suggested al-Qaeda involvement was
suspected. ?The situation is so confusing and has continued for so long, that we are beginning
to question if this is a regular tribal
kidnapping,. the Austrian male is said
to be a classmate of the Finnish man.
In a further development on Monday government troops attacked an
al-Qaeda stronghold town of Manaseh in the central province of
Bayda. 31 JANUARY . A total of 9,518 applicants
were successful in their quest for citizenship, compared to the number in
2011, which was only 4,794.
This dramatic rise can be explained with the amendments made
to the Finnish Nationality Act in
2011, which aimed to ease the process of obtaining citizenship. One
of the changes concerns the period
of residence needed before citizenship may be applied for, which has
now been shortened from six to ?ve
years. The average processing
time for citizenship applications
was around a year, while citizenship-restoring processes usually
takes about 100 days . ISSUE 5 (287) . the Finnish Immigration Service . a sizeable
reduction in previous processing
times. The male Finnish hostage
was believed to be studying Arabic in
Sana?a when his wife came to visit in
December . Another signi?cant factor is
the change in the law which allows
former Finnish citizens, who have
taken another citizenship, the right
to regain Finnish citizenship without
having to move back to the country.
The actual time taken to process
applications has also been greatly reduced

nation-building at home is
a prerequisite to be able to
build relationships that can
positively in?uence world affairs . Howeover, he did double fuel ef?ciency standards for cars
and earmarked over ninety
billion dollars for clean energy efforts.
A key issue is combining
efforts to limit climate change
with a focus on achieving
greater energy independence.
The development of shale gas
has triggered a major shift
in energy dynamics. It is likely
that the GOP will continue
its obstructionist politics
and attacks against policies
brought forth by the White
House and Democrats in
Congress.
The most likely area for
bipartisan cooperation is
immigration reform, particularly to create a path to
citizenship for illegal immigrants currently working and living in the US. In less critical
situations, Obama is ready
to contribute, but partners
are expected to take the lead.
The US approach to Libya
was an example: both Arab
and European countries were
expected to lead, while the
US provided support.
Some see this as a US
withdrawal from the global leadership role, but in
Washington it is about saying that the time for freeriding is over. The biannual economic and security
dialogues are a good start but
more effort is needed.
The US will also deepen
cooperation with numerous
Asian states, engaging each
country on its terms. One of the new
tools is the use of drones to
conduct extrajudicial strikes
and kill hundreds of individuals in (at least) Pakistan,
Yemen, and Somalia. At the
same time, Obama led a ?reset. While he is unlikely to
oversee historic changes like
those that emerged from the
Second World War, the emergence of an Obama Doctrine
and strengthened Pivot to Asia
will ensure that he also makes
his mark.
The Obama Doctrine
and Pivot to Asia
Obama has laid the groundwork for a new US approach to
the rest of the world. Obama recognises
the limits of American power, while appreciating the indispensable role of the US in
global affairs. The GOP has primarily opposed reform because
it would provide Democrats
with new voters, but has recognised the need to attract
Latino voters by moderating
its stance on immigration.
It is likely that Obama will

As President Barack Obama returns for a second term, he has the opportunity to go from being a good president to one of the most highly regarded ever. a better foreign policy
will follow from a domestically stronger US.
The most important thing
Obama can do is to further
institutionalise the US-China relationship, which will
continue to evolve, with both
sides recognising the need
for restraint but with competition intensifying. It is unclear how Obama intends to
take advantage of predicted complete US energy independence and how he will
continue to support renewable environmentally sound
energy production when energy prices remain low.
Obama?s domestic achievements could rival those of
Franklin Delano Roosevelt.
The use of drones, Special Forces and cyber weapons will
continue to directly address
threats to US national security.
The administration is
ready to unilaterally use
large-scale military force
only if national security is
threatened. Improving care,
reducing the power of insurance companies, and extending coverage to tens of
millions of Americans while
reducing costs, is a monumental achievement.
Obama has achieved improvements in lesbian, gay,
bisexual and transgender
(LGBT) rights that grant LGBT Americans almost equal
status as citizens.
Obama?s primary domestic task during his second term must be to ensure
that the changes become irreversible; Republicans will
?ght this tooth and nail.

administration has publicly

Obama has made it clear that
the United States possesses

What limited the foreign
policy achievements was an
inability to focus on key issues, largely due to a tsunami
of major foreign policy events,
compounded by misunderstandings when the President
offered the hand of friendship to all comers, some of
whom interpreted it as a sign
of weakness. Of far more long-term
importance is the precedent
set. Washington wants to
see Europe taking the lead
to coax Russia into a denser
web of economic and political cooperation, providing
support as needed.
In the Middle East, Obama
will focus on withdrawal from Afghanistan , most
likely leaving a few thousand
American soldiers in the
country from 2015 onwards.
While Iranian nuclear
weapons ambitions are likely
to dominate Obama?s agenda,
he is likely to focus on building
relationships with the leaders
emerging from the revolutions in the Middle East, while
providing support for the development of democratic institutions. His second-term foreign policy team
will build on this, and continue
the Pivot to Asia, while re?ning
the emerging Obama Doctrine.
Obama recognises the limits of American
power, while appreciating the indispensable
role of the US in global affairs.

Climate change mitigation was not a focus during
Obama?s ?rst term. It makes
possible the greatest structural healthcare improvements that Americans have
seen since the creation of
Medicare and Medicaid in
the 1960s. This
will be seen in the Pentagon
budget, emphasising a ?light
footprint. This includes
accepting that other nations
will do things their way;
achieving 70 per cent of its
goals with limited contribu-
tions is a good deal for the
White House.
The second major pillar of
foreign policy was the Pivot
to Asia. Relations are likely to ebb
and ?ow, with tense times
expected following deployments of the US-NATO Ballistic Missile Defence system.
Russia will not be seen
as a signi?cant US priority,
though cooperation will continue. To accomplish this amid a polarised political atmosphere, he has to oversee the implementation of first-term policies; make
additional gains in domestic policy; and set US foreign policy on a more sustainable course.

a second-tier issue, like gun

Progress will depend on
Republican willingness to
work with Obama and other Democrats. Any
reform is likely to include
changed visa regulations and
tougher enforcement provisions. Obama is also
likely to try to broker peace
agreements between Israel
and its neighbours (including
Palestinians), while efforts
aimed at Iran could result in a
military strike or more likely
a shift towards containment
of a nuclear-armed Iran.
Ultimately, the US will remain globally active and engaged, but the days when
the US paid for the upkeep
of the global commons or
singlehandedly tried to contain emerging crises is over.

Wiberg, a professor in political science at the University of Turku. Currently, the
police immediately destroy
a report if the reported person does not have a ?rearm
license.
?The same person might
walk in the next day and apply for a license,. he said. Lehtonen says.
Doctors submitted
more than a thousand
reports to the police
Physicians have already submitted more than a thousand
reports on people who should
not be allowed to have access
to a ?rearm.
The National Police Board
has collected statistics of the
reports ?led since last February. Pälve says.
Korkeila says that even
if the reform does not specify the basis on which a
report must be ?led in suf?cient detail to avoid the
arbitrariness.
Scope of duty
may be restricted
A workgroup of the Ministry
of the Interior plans to specify the physicians. The least commonly used reasons for ?ling a report were involuntary
psychiatric treatment and
mental state examinations.. The revelation
indicates that farming
spread to Finland roughly at the same time as to
Central Europe. The number of reports ?led this year
was already 108 last Tuesday.
Of all the reported people,
143 had ?rearm licenses that
entitled them to own a total
of 482 ?rearms.
?As I see it, the report in
most of these cases led to
the licenses being cancelled,?

of Firearms Heidi Nuoritalo
of the National Police Board.
The most common reason stated by the physician
for ?ling the report was a socalled ?other reason?, such as
the patient being an alcoholic
or senile.
The second most common
reason was the patient being a danger to themselves
or others and the third most
common reason for ?ling a
report was the patient having behaved in a violent manner while being examined by
the doctor. including minority state-ownership

According to Professor in
Psychiatry and Chief Physician Jyrki Korkeila, the law
does not specify to a suf?cient extent the basis on
which a report must be ?led.
He says that this causes physicians to ?le reports arbitrarily and using differing
criteria.
Furthermore, due to the
regulations of the Firearms
Act, doctors have to assess
during a visit whether the patient could be violent in the
future. The new ?ndings do
not, however, contradict
the general conception of
the residents of Stone Age
Finland relying primarily
on ?shing and hunting for
their livelihood. Korkeila believes that
such assessments are mere
stabs in the dark.
?The idea that a patient
with a substance abuse problem and a personality disorder will shoot their next of
kin if the doctor fails to report their gun license is a
good story. In little less than 11
months last year, doctors
?led 969 reports. The ?nal result is
that people who would bene?t from treatment and whose
treatment would improve the
safety of others continue to
drive their cars or own ?rearms instead of getting help,?

In other cases, the physician would have the right but
no duty to report the patient.
The duty to report was added
to the Finnish Firearms Act

situations where most physicians would probably report
the patient,. he stated at the
Finnish Medical Convention
last Friday.
Both Korkeila and Pälve
wish that physicians were
given a right to report but not
a duty to do so.

patient who does not trust doctors will not seek any help.

Research in Turku has
been headed by Professor Jorma Toppari for nearly twenty
years, as part of a systematic study of men?s sperm. The

investments are much higher than those of older houses.
The second highest price,

which covers Kaartinkaupunki, located south of Esplanade,
and part of Ullanlinna. Toppari
sums up. The highest square
metre price from last year,
10,051 euro was paid for a
28 square metre studio in
Punavuori.

most expensive postal codes
are located around the city
centre region
including those who travel on the
Helsinki trams only occasionally.

timetable changes
in Tapiola

Bus routes have changed in the
center of Tapiola due to construction work scheduled to continue until late 2015. Some
respondents also mentioned
reduced parking problems
and increased job satisfaction,. Over
90 percent of the employers
who have used HSL?s services
and responded to HSL?s survey would recommend the

A total of 34 persons from
28 companies responded to
the survey HSL conducted in

3 go down in history
The tram service 3B and 3T?s route numbers will change
as the autumn schedules come into effect next August.
The new numbers are 2 and 3.
Employers satis?ed
with HSL?s services
HSL promotes smart commuting, i.e. However, it was decided
that the letter suffixes would remain, even if they no longer signi?ed the direction of travel.
Since then, the trams have
changed route numbers at the
terminal stops: 3B becomes 3T,
and vice versa. Merituulentie is
partly closed to traffic and the bus
terminal is temporarily relocated to
Tapionaukio.
The route changes apply to Espoo internal routes 2, 4, 10-15, 18
and 19, regional routes 105-107, 109,
110, 194, 195, 501, 505, 510, 514 and
550, as well as the Tapiola service
routes P10-P14. The blog entry generated
145 comments, most of them in
favor of the change.
Feedback was also recently
received in the comments collected regarding the transport

the nominee at the outset of
a four-hour hearing in which
Kerry defended the administration?s existing policies,
ranging from the Arab Spring
to Obama?s reset with Russia
and the administration?s pivot to the Asia/Paci?c.
Kerry, who will replace
Hillary Clinton, is the ?rst
and least controversial of
the three key nominees to
top foreign-policy posts in
Obama?s second term.
The other two, Defence

Hagel and Central Intelligence
Agency (CIA) director-designate John Brennan, are likely
to face tougher questioning, if
not outright opposition.
Indeed, the goodwill directed toward Kerry at Thursday?s hearing will likely mark
a sharp contrast to the reception Republicans are expected to accord Hagel when his
con?rmation hearings begin before the Senate Armed
Services Committee late next
week.
While Hagel, himself a former Republican senator from
Nebraska, is currently expected to win con?rmation,
his nomination has provoked
vocal opposition, particularly among neo-conservatives
and those Republicans committed to a staunchly pro-Israel foreign policy.
Hagel, however, has spent
much of the time since his
formal nomination two
weeks ago reassuring senators, as well as leaders of
various Jewish organisations
that have also expressed concerns, that his views on both
Israel and Iran are identical to
those of Obama himself.
Brennan is also expected to encounter ?ak, although, in his case, it may
be bipartisan. discussions between Israel and the Palestinians.
He also pledged several
times to sustain Clinton?s efforts to put women?s rights at
the forefront of US policy, especially in Afghanistan, and
defended continued co-operation with Pakistan despite
its sheltering of the Taliban.
The strongest challenges to
his testimony came from John
McCain urged him to press for
greater US support for rebels
in Syria . and who also endorsed his nomination without reservation . book before February 15th.

yacht and served in the Russian Baltic Fleet.
Another set of combatants was the product of a

been a good thing.
One of the world?s greatest cruisers, Allure of The Seas was under construction at the Turku harbour in 2009.

loss of a major contract to
STX France has led to a vigorous ongoing debate over
the role of the government
in supporting the industry.
Whatever the outcome, the
changing times will present
more dif?culties, as well as
opportunities, for Finnish
shipbuilding.
Luxury cruiser Oasis of the Seas got its final touches at STX Europe dockyard in Turku on October 2009 before over to the owner Royal Caribbean International.. These

Slipping away
Leading the way, as with
so much else in Finnish history, was Turku, which founded its ?rst large shipyard in
1732 on the eastern bank of
the Aurajoki. During the
trade with the Soviet Union
both Finnish shipyards were
producing ships in long series that comprised the production of 5-7 similar ships.
These 5-year contracts were
very pro?table for the Finnish shipyards and helped to
further establish the shipbuilding expertise.?
Even so, Finland was not
wealthy enough to be able
to afford the capital investment necessary to take part
in the great oil tanker building boom of the 1970s. 22.350,-)

defeated in World War One,
were not allowed a submarine ?eet under the onerous terms of the Treaty of
Versailles. They thus conducted their research and
development work under
foreign dummy companies.
Eventually, three submarines
were built in Turku as intermediate designs in the development of the German Type
VII U-boats, which became
the most widely used submarine class in history and
a scourge of the Atlantic during the Second World War.
The three, named Vetehinen,
Vesihiisi and Iku-Turso, later
served against the Soviets.
A reminder of those dark
days can still be seen on
Suomenlinna: the Vesikko, a
smaller submarine that was
a direct prototype of the German Type II U-boat, is now a
permanent beached exhibit
and a museum.
Less controversially, in
the same period, the coastal
defence ships Ilmarinen and
Väinämöinen were launched
to serve the Finnish Navy.
The heaviest ?eet elements
available to Finland, they
were crucial to the balance of
power in the Baltic. The cash
injected into the industry
was vital to its ability to secure contracts and stay operational until the ships were
?nally delivered; as it is common for buyers to pay just 20
per cent upfront and the remaining 80 per cent on completion, good ?nancing is the
lifeblood of the yards.
The development of the
Finnish Maritime Cluster has
rationalised the operations
of the shipbuilding industry,
making it one of the most
ef?cient in the world, delivering vessels of very high
quality.
Unfortunately, quality is
not always a substitute for
cost-ef?ciency. In particular, a significant portion of reparations
was paid in the form of ships

But Hoku, opened early last
year by Hawaii-native Ryan
Shibuya, can claim to be one
of the very few Hawaiian diners in Finland.

with six international performances, one premiere, lectures, artist meetings and
a documentary film.
This year, the programming is curated by Zodiak?s artistic director Harri Kuorelahti, together with choreographers Jenni Koistinen and Eeva Muilu. with heroism and tragedy, Hennessy?s improvised Almost with influences ranging from punk to queer culture and Young?s Mermaid Show updating the classic
tale of The Little Mermaid, challenge our view on world and question the conventional ways of thinking and defining art and contemporary dance.

their superpowers, which they
are so admired for in the rest
of the world, would diminish.
People would get really dumb
and the country would fall into recession. These people have all the freedom they
