THE LATEST attempt to manage the European sovereign debt crisis, agreed to last Thursday in Brussels, has generated a great deal of questions and controversy. If the new ESM is approved, the Helsingin Sanomat estimates Finland's commitments will increase by another 50 billion euros. Moody's said that the summit failed to produce any "decisive policy measures" while Fitch predicted Europe would go through a "significant economic downturn."
Covert CIA prison flights `impossible to prove or disprove'

nance Minister Jutta Urpilainen said that Finland would leave the bailout fund if decisions were no longer made unanimously, and that the Government's decision on the matter was unanimous. VR estimates that the total passenger volume for 2011 will exceed 300,000. Over 280,000 passengers had travelled on the route by the end of November of this year, compared to 200,000 for the corresponding period last year. Financial stocks were particularly hard hit as investors worried about continued funding problems. Controversy has erupted over one provision, which allowed an emergency procedure in the European Stability Mechanism (ESM), or bailout fund. "The new Finnish government must now bring all the facts relating to passenger lists and airport fees

Latest bailout agreement causes confusion
DAV I D J . The Financials Index on the Helsinki Stock Exchange was down almost 4 per cent Monday. To further confuse the issue, Europe Minister Alexander Stubb told Yle that creative lawyers would find a solution, but Foreign Minister Erkki Tuomioja told the Finnish News Agency that this was not possible. The bailout fund would be brought into opera-

[through Finland], this is a matter that must be passed from the Ministry of Foreign Affairs to the legal authorities. "There's no doubt about that. The agreement calls for a strong adherence to rules requiring debt to be below 60 per cent of GDP and annual deficits to below 3 per cent, rules which only Luxembourg and Finland have consistently met. Tuomioja was questioned on the matter in Parliament by Pekka Haavisto (Greens) in the course of discussions of the country's peacekeeping operations in Afghanistan. He added that he had been informed by Amnesty representatives that the Finnish authorities had lost the relevant receipts and passenger lists. In it, decisions could be made with an 85 per cent qualified majority instead of unanimity. "If this information is incomplete, there are no means open to the Ministry nor to any other Finnish authorities for recovering the possible missing documents," Tuomioja said.. According to information just released by the Ministry of Finance, Finland has already made commitments totalling 21 billion euros directly relating to the crisis. Markets participants were similarly baffled by the agreement, first sending stock prices higher, and then after digesting the news, sending them lower. Petersburg and Helsinki has increased enormously since Finnish railway company VR brought the high-speed Allegro trains into use a year ago. The official release placed a footnote on this issue, saying it was "subject to confirmation by Finnish parliament." The Finnish Parliament's key grand committee ruled that majority voting in the EU was against the Finnish constitution and would undermine Finland's sovereignty. The majority of Allegro users are Russians, but the service has also brought a clear increase in the number of Finnish travellers, and more passengers of other nationalities are now using the faster connection also. At the time of the 2003 parliamentary elections she announced that, due to family commitments, she wouldn't be seeking another ministerial role even if the SFP participated in a post-election coalition government. Throughout history, such times are often those that bring about easy answers to difficult questions, and they can also become times that create deep rifts between groups in society. Introducing Eva Biaudet
One of only two female candidates running in the upcoming presidential election, Eva Biaudet of the Swedish People's Party (SFP) has arguably enjoyed a more broad-ranging career than many of her competitors. Even harsh criticism against the European Union and its Member States' inability to deal with the problems of the common currency is understandable.

The subscription starts on 5 January 2012. WE HAVE a good start for such a society: many immigrants have found a home and made a good life in Finland; in many schools, children have a more multicultural school day supported by skilled, wise teachers. Such a development breaks social networks, it hampers creativity and innovation.

I was afraid they would judge me," explains Teijo, 27. Cotinine levels can be measured in the hair, blood, urine, and saliva, and the levels of a child's exposure to it can also be determined by analysing air samples from the child's home. According to Liukkonen the causal link between a
child's respiratory problems and smoking is revealed by cotinine, an alkaloid of nicotine that it found in the body. The project starts with small steps and methods pro-
vided by the internet, such as Facebook and video communication. They may also experience anxiety attacks in public places, such as on a bus or at the theatre. Instead the size of the compensation payout will be determined by reference to doctors' reports.
Causal connections As part of the settlement process, the length of the delay between receiving the vaccine and the claimant's developing narcolepsy is crucial to determining whether the vaccine caused the illness. Repeated infections of the upper respiratory tract, ear infections, and allergy-related head colds increase the risk of snoring. In some of these cases, the delay between vaccination and development of narcolepsy symptoms was as long as 16 months. He says that he has received help for his depression, as well as his fears. "Cotinine found in children seems to get into their system by being inhaled from parents' hair, skin, and clothing," Liukkonen explains.
According to her study, previous research has established that higher levels of cotinine are found in the children of a parent who smokes than in children from smokefree homes. Future cooperation is planned with youth workers and mental-health authorities. The study by Katja Liukkonen shows that the risk is greater even if the parent does not smoke in the immediate presence of the child. Some have done this already, but we're still waiting for others," says the Finnish Pharmaceutical Insurance Pool's chief information officer Veikko T. "We want to create a meeting place for these young people, one that offers a variety of pastime activities. Valkonen. Without help, people with these fears may become marginalised, and isolate themselves in their homes.. A person is intimidated in situations where they must interact with strangers. He always felt compelled to exit the store quickly. The amount of compensation for physical suffering is typically not very large, says Valkonen: six-figure sums are only paid out if the damages have left the claimant unable to work. Personal meetings follow later on. What we do know is that 90 per cent of children's snoring problems end once the tonsils and adenoids are removed." Liukkonen defended her doctoral research at the University of Helsinki on 9 December. The symptoms of anxiety and depression related to snoring are slight, says Liukkonen. "I was afraid of how other people would perceive me. For some, even getting onto the bus is too much. We offer them a secure environment and include them in the decision making and planning process," says project manager Tarmo Junttanen. "If a child snores regularly, something needs to be done. Now,
the Oulu Deaconess Institute has initiated a project that aims to find these people and help them break free from the solitude of their own home. I'm in practical training and I can interact with other people just fine," he says.

snoring occasionally. Junttanen knows of cases where people haven't left their homes for 10 years. In its own report THL set the maximum delay time between receipt of the vaccine to the development of narcolepsy at approximately eight months. "Perhaps the greatest challenge with this project is getting the young people to commit," Junttanen says. "In reality it's very difficult to establish a clear cutoff point, since it's not yet known what causes narcolepsy," according to specialist researcher Hanna Nohynek of the National Institute for Health and Welfare (THL). Fear may also be related to depression. "If the child snores occasionally it doesn't cause any daytime symptoms, nor is there any risk due to snoring during a bout of flu, which is of course very common with children." It is not yet known with any certainty why snoring causes daytime symptoms in children. "We're still coming across cases where the symptoms of narcolepsy developed three months after receiving the virus but the actual diagnosis took longer, for instance because there was a delay in referring the child to a neurologist." Although the Finnish Pharmaceutical Insurance Pool has received only 101 claims for damages, a total of 109 suspected cases of vaccine-related narcolepsy have been reported to THL. Her research covered over 1,400 children between one and six years of age.

According to media reports, compensation payouts in Sweden for physical suffering as a result of the Pandemrix vaccine have been equivalent to about 5,500 euros, and in addition Swedish claimants have been reimbursed for medical expenses, the cost of medicines and travel expenses. Social-anxiety disorder also forced him to quit his studies. One method is to reach out to them in their homes once their situation becomes known. Yet Teijo is a good example of how it is possible to get rid of these fears. People suffering from social-anxiety disorder have severe difficulties in meeting strangers. And the difference shows up even when the smoker does not smoke inside.

a simple task such as going to the shops used to be overwhelmingly difficult for Teijo, who suffered from social-anxiety disorder. The experience is accompanied by heavy sweating, blushing or panic attacks. There are many young people in Finland like Teijo. In Finland, by contrast, not all claimants will receive a blanket sum. The US opted out from the current agreement and Canada ignored its obligations and increased emissions 24 per cent. Various analyses show that global emissions should peak between 2015 and 2020 to earn a reasonable chance of less than two degrees Celsius at doable cost. Civil society and some developing nations noted that governments have made trillions of dollars available for the bank and financial sector and that world's military budget is more than 10 times what is needed for the GFC. The Washington Post editorialised that Panetta should have kept his reservations private because "the more Iran worries about a military attack, the more likely it is to scale back its nuclear activity." However, Daryl Kimball, executive director of the Arms Control Association, said "there is far more evidence to suggest that overt threats of military strikes and regime change are counterproductive because they strengthen the position of
Iranian hardliners who want to keep pursuing the capability to build nuclear weapons." While the Barack Obama administration appears reluctant to mount a large-scale attack on Iran, a string of recent incidents suggest that the United States and Israel, independently and at times together, are carrying out a variety of covert actions that include attacks on individual installations, cyber warfare, assassination of Iranian scientists, and extensive surveillance to uncover any clandestine nuclear facilities. Still no study place. Finnair came in at the tail end, being chosen by only three per cent of respondents. The growing number of business travellers have different requirements from tourists, however. "To be competitive, transport companies interested in attracting commuters really should invest in electronic communications services and facilities for working during the trip, both onboard and at the terminals," Tenhunen says. Scheduling and technical problems with catamarans go some way to explaining why they are not the most favoured means of transport. Food and shopping options were generally considered to matter very little. The company did not disclose the value of the deal. And so, get ready for your latest dose, as this week's Hollywood history lesson arrives in the unlikely shape of the vibrator. A close inspection reveals small pencil-drawn squares covering the plates; step back four steps and witness the appearance of subtle waves undulating in front
of your eyes. In fact, historical events have been mined so thoroughly that one begins to wonder if there are any more stories left to be told. Here we are introduced to doctor Hugh Dancy, a youthful gent who can't ever catch a break in the world of medicine. Also, social relationships in their Finnish awkwardness receive a fair share of thought. Berthelsen

Cue a crossing of paths with doctor Jonathan Price and his revolutionary technique of placating women's hysteria with a hands-on approach in the Victorian era. The chosen material gives a cold and eerie feel to the work, and its division into 35 pieces bestows a rather mathematical approach to the scene. So, in case you're not a naturalborn romantic, Italophile or escapist, just sit back, relax and enjoy the fairytale.

I personally feel that Herttoniemi is very liveable. Further away from the centre and open for
only two days is Korjaamo's Christmas Market, which is renowned for showcasing the up-and-coming Finnish designers, with their inspiring jewellery, clothing, textiles and other handmade products.

haven't got all the Christmas gifts. Furthermore, Itäkeskus is just two stations away. For more info, contact aiwei@seeutomorrow.com. No worries, there are still some Christmas markets left in this last week before it's time to take out the pots and pans to prepare for the belly stretching Christmas Eve feast. Personally I think sustainability should not rely just on the creation of "greener" materials or tools, but it rather needs an entire change of behaviour. What do you like about your neighbourhood?
Where do you live. My own service! I am currently working on a project in response to the prevalent buy-and-throw away consuming habit. Explore different areas of Helsinki with a local guide! This week: Herttoniemi
is also where our school is located [Arabia]. "It has happened in the past that animals living on a farm learn some of the ways of animals from other species, when the animal has no companions from its own species. We have magnificent views of nature through the windows. Mammals who have adapted to the ways of other species have been known to gradually revert to their natural selves after being put back among their own kind, Salo says. I guess it's something between the city and the suburbs. Never fear, help is at hand. The little fellow's tastes are even more exacting than those of the chickens, Kuusinen says: "He only eats chickenfeed and oats, and never touches carrots or turnips, for instance. Most importantly, I love the old apartment where we are living now; I am sharing it with a classmate of mine. I have heard that during winter time, when the water is frozen, we can actually ski on the ice all of the way to the school! Please recommend one shop or service in your neighbourhood that you would like to promote. What kind of neighbourhood is it. This is considered a luxury where I come from!
What is there to do in Herttoniemi. What is special about your neighbourhood. When the Turun Sanomat reported on him, the story was quickly picked up by international news agency Reuters. "We started the Draken & Jevelen (D&J) company to produce high quality clothing at a low price," explained Bertil Segelmark, managing director of D&J Elit. "We couldn't keep Otto in the house, since our dachshund would make mincemeat of him."
Adaptation The director of Korkeasaari Zoo, Jukka Salo, is thrilled with Otto's story. Since then, he has been living with the chickens. Hence, to materialise my idea of sustainability I have adopted a design methodology in which I renew old objects. I am not too sure. It's not too far from the city centre and yet it is peaceful. She studied and worked in Singapore before landing in Helsinki for her master's degree in Fashion and Clothing at Aalto University's School of Art and Design.
How long have you lived there. It can be tiresome to go into stores, especially with the kids. Being a helpful sort, he even pitches in with childrearing, parking himself on top of any nest eggs that need incubating. When outdoors, Otto has learned how to climb onto a low perch alongside his friends from the other species. Since September 2011. D&J Elit is a monthly children's clothing club that aims to make everyday life that little bit easier for parents by removing that time consuming need to go shopping for your children and giving you
more time to spend having fun with them instead. Membership is free and clothes are provided from sizes 62cm up to 140cm. When people come close, Otto shuffles off to squat in a corner. "It's like an on-off switch that can never be changed once it's flipped," Salo explains.
Otto is already an international celebrity.

AIWEI FOO is an artist and designer from East Malaysia. This is almost like a customisation service for people's unwanted belongings. Other chickenesque aspects of the bunny's behaviour seem to settle the question, however. I guess it has most of the basic amenities that we need on a daily basis. The Kuusinens purchased nine fluffy-plumed Silkie chickens and a young cockerel last spring, and received Otto in the bargain. Instead of going to Stockmann's flashy settings, why not cross the street and enter the charming ambience of the Old Student House that hosts until the 22 December both artisanal crafts and Christmas delicacies. "Our clothing idea is just to facilitate a bit of everyday life. Kuusinen has photographic evidence of Otto's behaviour taken from a distance so as not to disturb the otherwise shy mammal. Usually rabbits eat practically anything that comes their way, but not Otto." Otto the funny Finn-
ish bunny is already a bit of an international celebrity. Mammals do have some ability to adapt in this way." According to Salo, it is precisely a matter of adaptation not identification, which is common among many species of birds, particularly waterfowl.

Identification occurs when a chick takes the first moving object it sees to be its mother regardless of whether it is its actual mother, another bird, a person, or a person's shoe. D&J Elit is a fun and different way to buy children's clothes." Working in a similar fashion to a monthly book club, D&J Elit send their members packages of seasonal children's clothes each month. Indoor, or outdoor, these markets host an abundance of handmade and unique products, most of which you will not find in mainstream shops. And human offspring have sometimes been known to have been reared by wolves and wild dogs, after all." With his limited rabbit's intellect, Otto may well have come to the conclusion that he is a chicken. Carelia Mannerheimintie 56 Helsinki. I saw an old friend and we had moules et frites with a bottle of white wine and talked about old times, while Parisians discussed philosophy and the meaning of life around us.
At least, they might have been talking about those things, but my schoolboy French barely extends beyond "une baguette s'il vous plait" and "où est le toilette?", so I can't be sure. Furthermore, they bake their own bread and make their own ice cream, which is almost always a good thing. Already it was clear that Carelia, despite the name, doesn't fall into that pernicious trap that many restaurants seem unable to ignore; namely, the uncalledfor "Fennification" of perfectly reasonable menus. Partly, it's the décor. Because it's a former pharmacy, old (empty) bottles of tinctures and potions line the walls on, you

guessed it, darkly varnished wooden shelves. The smoked eel (15) was slightly disappointing because the horseradish rémoulade and watercress would have worked fine with the delicate fish but for an unnecessarily strong mustard dressing. Seared on the outside, soft and light in the middle, if you eat meat then this has to be your first choice. Everything here is feels reassuringly Gallic. It is a noteworthy and attractive menu that won't break the bank, and the wine list, as I think I might have mentioned before, is surely one of the best in town. Executive chef, Juuse Mikkonen, formerly of a 2-Michelin star Hong Kong eatery among many others, has put together a refreshingly brief and interesting menu that succeeds on three counts: a) there are only 17 dishes on the menu, which is a boon if you're hopelessly indecisive like me; b) it's some of the best value in town; c) it all tastes good, and some of it tastes very good. An old chemist's in Helsinki, of all places, turned out to be the replicator.
All right, so I visited Carelia on a quiet, stormy and wet December afternoon on Mannerheimintie, as opposed to a lovely summer's evening by the Seine, but I reckon that if I went back on a busy weekend evening it would do a passable imitation no matter the weather outside. Your second choice, if they have it on the menu, may well be the merguez sausage with Puy lentils (18), a lightly spiced and delicious dish from North Africa. Well, there's a little bit of the Iberian in there as well, as the main course of grilled secreto of Iberico pork
(a bargain at 31) was a revelation. Book in advance if you're planning to dine on show nights.

NICK BARLOW HEL SINKI TIMES
I WENT to a bistro in Paris sev-
eral years ago. The price/value ratio is high. Our waitress was knowledgeable and helped out with an inspired selection.
Formerly a pharmacy, Carelia is dotted with remnants of its past.
For starters, we first sampled the fried scallop with hazelnut butter (7 each), artfully presented in a sea shell on a bed of rock salt. The tables in the main dining area are close enough to encourage elbow-rubbing eating in places, and because it is opposite the opera house it's a fair bet that booking is essential on show nights, although several private rooms for hire bump up the total capacity to around 150. Something else that tastes great is the restaurant's extensive and superb wine list. Anyway, it was a memorable night, and until last week I hadn't found anywhere else that I felt could replicate the experience. The floor is, indeed, tiled and reassuringly battered the original shop opened in 1926 and it was converted into a restaurant in 1996. I'd never heard of the secreto before apparently it's not called a secret for nothing but this marbled cut of pork was truly lovely. Trés posh, and pretty good with some of its bedding sprinkled on top. Moving on, the selection of three French cheeses (9) could not be ignored, what with good cheese often being at a premium in town, and a final dish of apple sorbet (6) and a glass of dessert wine capped what was surely one of my most memorable meals in Helsinki for some time. It was a smoky, crowded place, with tile floors and darkly varnished wooden shelving and furniture. As you leave the restaurant trudging through the snow, just remember: you'll always have Paris. As for the food, that naturally plays its part as well. The sommelier has chosen only European wines, which makes perfect sense in combination with the food, and although you're really able to splash out silly money if you feel like it, there are plenty of accessible choices as well. The accompanying pommes frites were good, the green salad less so, but at this point it didn't really matter. The delectable gratinated artichoke soup (12/15) saved the day, which, accompanied by an excellent Riesling, is the newly certified choice to wipe away the winter blues

We [at Elvira] have sent around 30 letters to various companies, insisting that they remove the medical
claims that they make about their products on the internet," says Misikangas. The European Regulation on Nutrition and Health Claims Made on Foods, which came into force in 2006, imposes restrictions on how food and nutritional products can be marketed. All health-related claims have to be approved either by Evira or by the EU. However, we have already reduced it and have started directing more of the distribution to the domestic market. More specifically, the Federation charges that Evira is in this way making it impossible to discuss publicly the health-related effects of naturopathic products and nutrition supplements in Finland. As a result, the price of butter is now rising, with no end in sight. However, no true shortage seems to be at play instead, hoarding is believed to be the cause. This information has frequently been lacking, however, says Misikangas.
By law, claims that a particular product has specific effects that are beneficial to health must have been proved to be effective through scientific testing. In violation of the Food Act of 2006, naturopathic foods and nutritional supplements have been marketed as preventing illnesses and as having nurturing and curative effects. "These claims are seldom seen on the product packaging, but the internet is rife with wild marketing claims. According to the Federation, berry products, for instance, can no longer be sold or advertised here as "superfoods".
First came low-carb diets, and now Finns are obsessed with butter.
"Not medicines" Marjo Misikangas, Senior Inspector of Evira, rejects the Federation's allegations. Most of our butter is sold to other countries, and we can't just halt the export trade. "Right now, Valio is unable to deliver all orders," says Reima Luomala, vice president of the dairy company's profit centre for butter, spreads and ingredients. The current regulations will remain in force until March of next year, when the European Commission (EC) is due to publish a list of approved health-related claims that can be made about foodstuffs and nutritional supplements. The combined market share of
L E H T I K U VA / M A R K K U U L A N D E R
Valio and Ingman for butter exceeds 80 per cent. It's common knowledge that high-fibre foods aid digestion, but we can no longer say that because Evira has ruled that only medicines can relieve constipation." Lindström believes that Evira's practices will lead to lost jobs as well as jeopardise national traditions: "Many companies have had to take down their websites after being threatened with fines by Evira. "I'm not sure whether there is a genuine misunderstanding at issue here, or whether the Federation has deliberately misinterpreted the law," adds Misikangas. We're absolutely bewildered we've been denied our freedom of speech."

He is unwilling to estimate the severity of the problem. Managing director Robert Ingman is careful not to exaggerate the problem, despite suspecting that hoarding is part of it: "People talk about a shortage, and many buy butter just to be on the safe side." According to Ingman, the dairy industry cannot increase production because of a lack of raw material. Some have, indeed, run out and we are now trying to even out distribution." Dairies struggle to meet demand for butter
A shortage of butter is causing a spin, with limited supplies prompting shoppers to begin hoarding.
TA R J A R E P O S T T HT
FINNISH butter consumption has grown by one fifth in 2011 and grocery shelves around the country have occasionally been empty as dairies have been unable to meet the increased demand. Ilkka Alarotu, director of assortments and pricing for the S Group, confirms that some of their stores have temporarily run out of butter. But according to Kesko's purchasing director, Harri Turunen, things are under control yet he, too, admits that stores may have had trouble keeping up with the demand.
Goji berries are one example of a food often labelled as "superfood".
Threat to exports Luomala says that the lack of butter is not because of insufficient production: "Valio is unable to deliver any more butter to Finland in such a short time. "The superfood label has been linked to so many products that I can't say what the situation is with specific plants, but presumably some products can still be sold as superfoods once the new EC directive is in force," Misikangas says.
"Unnecessarily strict" In the view of the Finnish Federation for Naturopathic Medicine and Nutrition's managing director, Merja Lindström, Evira interprets the rules "extremely strictly" and is pre-empting the forthcoming EC regulations even thought they have not yet been released.
"Evira always takes the strictest stance possible. Marketing materials containing false claims will by law have to be removed within six months after publication of the EC's list. "The reason is its low price. At the same time, milk production has decreased slightly and we have received less raw material than predicted," explains Luomala. In Finland, milk producers are paid more than anywhere else in Europe, but the price of butter is among the lowest," he says.
Calls for more common sense in nutritional food labelling
The Finnish Federation for Naturopathic Medicine and Nutrition claims that state food safety watchdog Evira is using its authority to serve vested interests rather than the public good.
R I K U RO S L U N D S T T HT
ACCORDING to the Federation
for Naturopathic Medicine and Nutrition (Luontaisterveyden liitto), the Finnish Food Safety Authority (Evira) is interpreting European Union food-safety regulations in such a strict way as to amount to a prohibition on health-related communications in Finland. "More milk fat is used in making these products, causing less to be available for the production of butter. "We could probably deliver significantly more butter to stores. Superfoods can still be marketed, provided that consumers are told in what way the product is "super". The beneficial health effects of berries have been comprehensively studied at the Universities of Turku and Oulu, for example, but those studies are not recognised," Lindström claims. She adds that Evira should be promoting the use of healthfoods as a means of preventative healthcare, "instead of promoting the interests of the pharmaceutical industry." Lindström emphasises that foodstuffs and nutritional supplements do not need to be tested as rigorously as pharmaceuticals "since food doesn't contain substances that could be harmful to humans." "Many products that are freely sold in other countries are sold as medicines in Finland, which is a bit of trickery. Over the summer, Evira has intervened in healthfood marketing more vigorously than usual. And we will continue to do so next year." As low-carbohydrate diets have gained popularity, people have switched to milk, yoghurt and cheese products that contain more fat
